Date of Meeting: May11, 1995 Place of Meeting: CITY COUNCIL CHAMBERS CALL TO ORDER: Vice-chairman Calverley, called the Regular Meeting to order at 6:Ol p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Commissioner Noble. ROLL CALL: Present: Vice-chairman Calverley, Commissioners Escobedo, Noble, Rose, Sato, and Scarpelli Absent: Commissioners Avis, Rombotis, and Wellman Staff Present: Evan Becker, Housing and Redevelopment Director Reggie Harrison, Housing Program Manager Debbie Fountain, Senior Management Analyst Leilani Hines, Management Analyst Clint Phillips, Senior Management Analyst COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Commission. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Noble, and duly seconded, to approve the Minutes of the Regular Meeting of March 9, 1995, as submitted. Calverley, Escobedo, Noble, Rose, Sato, Scarpelli VOTE: 6-0 AYES: NOES: None ABSTAIN: None For the record, Vice-chairman Calverley stated that Kathleen Wellman was supposed to bring her some corrections to the Minutes of March 9th, but they never arrived. PUBLIC HEARING: 1. 1995-2000 CONSOLIDATED STRATEGY AND PLAN - Request for Housing Commission approval of a recommendation to the City Council to submit the 1995-2000 draft Consolidated Strategy and Plan to the U. S. Department of Housing and Urban Development. Leilani Hines, Management Analyst, reviewed the background of the request and stated that the City of Carlsbad currently has an approved Comprehensive Housing Affordability Strategy (CHAS) for the period October 1, 1993 to September 30,1998. Last year, the U. S. Department of Housing and Urban Development (HUD) consolidated the application and reporting processes for four programs (CDBG, HOME, ESG, and HOPWA) which requires a revision to the recently approved CHAS. Carlsbad's CHAS has been revised to implement the new application process for these programs and covers the period July 1, 1995 to June 30,2000. The CHAS is now referred to as the "Consolidated Plan." She reviewed HOUSING COMMISSION May 1 1,1995 PAGE 2 each change to the Consolidated Plan, or previous CHAS, and stated that they were all minor in nature. She noted that on Table 18, emergency shelters were given a low priority which should probably be higher. Ms. Hines stated that the 30 day public review period started on April 17, 1995 and will end May 16, 1995. Staff has received one letter from the Pilgrim United Church of Christ questioning the homeless figures. Vice-chairman Calverley opened the public testimony and issued the invitation to speak. Marie Valenzuela, 1707 Evergreen Circle, Carlsbad, addressed the Commission and stated that she is President of the Board of Directors of the Caring Residents of Carlsbad. She stated that Caring Residents operates the La Posada de Guadalupe which provides transitional housing for homeless men. Because the revised CHAS is so voluminous, she requested that the Commission extend the public review period and continue the public hearing to June so that she and other concerned persons could have an opportunity to provide input to the document. Leon Stein, 1630 Basswood, Carlsbad, addressed the Commission and stated that this is a very important document and she would also like to see a continuance so that she and others could have more time to review and provide input on the revised CHAS before the Commission votes. She urged the Commission to support the request made by Ms. Valenzuela. There being no other persons desiring to address the Commission on this topic, Vice-chairman Calverley declared the public testimony closed and opened the item for discussion among the Commission members. Ms. Hines responded to the request for a continuance. She stated that the receipt of CDBG funds is contingent upon submittal of this document. In order to extend the deadline, it would require a request be made to HUD which would delay the beginning of the CDBG year and the receipt of CDBG funds for several programs. The Commission discussed the possibility of a special meeting in 1-2 weeks to consider the document. Ms. Hines recommended that it would be better to submit the document as it has been presented and then process an amendment after submittal. By doing it in this manner, it would not jeopardize CDBG funds currently in the pipeline. ACTION: Motion was made by Commissioner Rose, and duly seconded, that the Housing Commission accept public comments regarding the City of Carlsbad's 1995-2000 Draft Consolidated Strategy and Plan for the Community Development Block Grant Program and adopt Resolution No. 95-004, recommending submission of the 1995-2000 Draft Consolidated Strategy and Plan to the U. S. Department of Housing and Urban Development (HUD) for review and approval, pending completion of the thirty day public review and comment period and consideration of public comments received. Calverley, Escobedo, Noble, Rose, Sato, Scarpelli VOTE: 6-0 AYES: NOES: None ABSTAIN: None ACTION: A Minute Motion was then made by Commissioner Rose, and duly seconded, to instruct staff to bring this forward as an agenda item at the next meeting so that public comment could be taken again. Calverley, Escobedo, Noble, Rose, Sato, Scarpelli VOTE: 6-0 AYES: NOES: None ABSTAIN: None HOUSING COMMISSION -\ May 11,1995 PAGE 3 NEW BUSINESS: 2. MEMORANDUM OF UNDERSTANDING FOR ADMINISTRATION OF SECTION 8 RENTAL ASSISTANCE PROGRAM - Request for approval of recommendation to Housing & Redevelopment Commission to approve a Memorandum of Understanding between the City of Carlsbad and other San Diego County housing authorities for interjurisdictional administration of the Section 8 Rental Assistance Program. Reggie Harrison, Housing Program Manager, reviewed the background of the request and stated that the Housing Authorities of the cities of Carlsbad, Encinitas, National City, Oceanside, and San Diego City and San Diego County have developed and desire to enter into a Memorandum of Understanding which provides a simplified and standard process of administering rental assistance for those families who wish to move from the jurisdiction of one Housing Authority to the jurisdiction of another Housing Authority. Mr. Harrison stated that the Memorandum will not constitute a significant change to current operations. It is a tool to assist agencies of other cities to work together to utilize the portability feature. An added benefit is that the Department of Housing and Urban Development offers extra points to the applications of those Housing Authorities who have entered into such agreements when applying for additional rental assistance. Although this was not a public hearing Vice-chairman Calverley invited public testimony and issued the invitation to speak. There being no persons desiring to address the Commission on this topic, Vice-chairman Calverley declared the public testimony closed and opened the item for discussion among the Commission members. ACTION: Motion was made by Commissioner Scarpelli, and duly seconded, to adopt Housing Commission Resolution No. 95-005, recommending to the Housing and Redevelopment Commission approval of the participation of the Housing Authority in a Memorandum of Understanding with other Local Housing Agencies for the interjurisdictional administration of the Section 8 Rental Assistance Program and authorizing the Housing and Redevelopment Director to execute said document. AMENDMENT TO AGREEMENT WITH COUNTY OF SAN DIEGO TO PROVIDE TECHNICAL ASSISTANCE TO CITY ON PROPOSED RENTAL REHABILITATION PROJECT - Request for approval of recommendation to Housing & Redevelopment Commission to approve an amendment to agreement with County of San Diego for rental rehabilitation technical assistance. Reggie Harrison, Housing Program Manager, reviewed the background of the request and stated that the Carlsbad Single Family Residential Rehabilitation Program has been in operation since February 1994. Staff is recommending that a rental rehabilitation component be added to the existing program. The goal of the new component is to preserve the existing stock of low and moderate income rental housing. Although the program will be open to all eligible rental properties within the City, priority for rehabilitation will be given to substandard or deteriorating multi-family housing units which house low or moderate income families within Census Tract 179. The County has been administering the Single Family Residential Rehabilitation Program for Carlsbad since its inception. During that time, two (2) single family homes and two (2) mobile homes have been processed for rehabilitation. Staff is now recommending that Carlsbad administer a rental rehabilitation program for the period beginning June 1, 1995 to September 30, 1995 and receive technical assistance from the County. The County Housing Authority has agreed to the terms of the amendment to the original agreement to provide technical assistance to the City for administration of the rental rehabilitation program. The Commissioners discussed the program in depth, including costs and the type of technical assistance which would be provided by the County. ACTION: Motion was made by Commissioner Sato, and duly seconded, to adopt Housing Commission Resolution No. 95-006 recommending to the City Council approval to implement a Rental Rehabilitation Program and amend the Residential Rehabilitation Agreement between the City of Carlsbad and the County of San Diego to include technical assistance for administration of Carisbad's Rental Rehabilitation Program. UPDATE ON HOUSING PROJECTS/PROGRAMS - Informational Report on the status of various affordable housing projects and/or programs. Evan Becker, Housing and Redevelopment Director, reviewed the current status of each of the City's affordable housing projects. He stated that 1,065 units currently have approved Site Development Plans and that the SDP's for 268 units are in the proposal stage.
