DECEMBER 10, 2015 COUNCIL CHAMBERS Acting Chairperson lgoe called the Meeting to order at 6:10p.m. PLEDGE OF ALLEGIANCE Debbie Fountain Jed with the Pledge of Allegiance. ROLLCALL Present: Absent: Staff Present: Commissioners: Susan lgoe, Acting Chair Arline Carrillo Shaunee Williams Bobbie Smith Alan Newman Housing & Neighborhood Services Director: Debbie Fountain Management Analyst: Courtney Pene APPROVAL OF MINUTES Minutes of March 12,2015, meeting were held over until the next meeting as the members present who were at the March 12, 2015, meeting did not constitute a quorum. ITEM NOT ON AGENDA There were no items not on the agenda. NEW BUSINESS Debbie Fountain, Director of Housing & Neighborhood Services, gave a presentation. She first welcomed the two new members, Arline Carrillo and Shaunee Williams. Ms. Fountain gave an overview of the Housing Commission: Three general members from the public who have an interest in housing; Two members have to be from the Rental Assistance Program, one general and one senior. The role of the Housing Commission is to look at various aspects of Affordable Housing Programs and make recommendations to the City Council. It will take at least three members of the Housing Commission to represent a quorum. The Housing Commission will review new programs, changing programs or policies. We have not added any new programs for a while. Staff will also ask you to look at off-site combined projects when proposed. Within the lnclusionary Program there is the ability to have projects outside the master development or specific plan area that other developers can buy into like Villa Lorna, which was a housing credit project. ~ HOUSING COMMISSION MINUTES December 10, 2015 PAGE 2 of3 We may have some financial requests after the first of the year. You may also review requests for housing . credits. If the credit purchase is more than 10 creditS1 the Housing Commission must review and make a recommendation to City Council. We generally do not have many of those requests. The ordinance requires the Housing Commission to give an annual report. It hasn1t been coming as a formal report1 but we plan to change that in the future. · The Housing Commission serves as the Relocation Appeals Board. We also may decide at a later date to use the Housing Commission to serve as the grants recommendation committee. Ms. Fountain asked each of the Housing Commissioners to introduce themselves: Arline Carrillo has lived in Carlsbad since she was 11 years old1 loves the community1 has children1 and volunteers. Shawnee Williams has lived in Carlsbad for six years. She has been on the CDBG Committee for four years. She works as an accountant during the dayl has three kids in college/ and is interested in giving back to the community. Susan lgoe has lived in Carlsbad for six years. Previously she served on the Oceanside Housing Commission. Her children are grown and has always volunteered at their school. She cleans houses for a living. She also worked on CDBG through the City of Oceanside. Ms. Fountain explained that CDBG means the Community Development Block Grant Program. Courtney Pene explained that CDBG is a federally funded program from the city. It enables the city to disburse monies to different organizations that benefit Carlsbad residents. It funds things like immunization care1 homeless shelters~ after-school carel and teen programs throughout the community. The committee makes recommendations to the City Council. Ms. Fountain gave a presentation on the Housing Program: AFFORDABLE HOUSING INCLUSIONARY ORDINANCE: • Ordinance adopted in 1993; amended in 2000 • Requires 15% of all residential units be set aside for lower income households • For sale units must be affordable to households at 80% of area median income; rental units must be affordable to households at 70% AMI • Seven units or more-affordable units must be constructed • Less than seven units-developer may opt to pay a fee • 7 units or more it applies; under that they have to pay a fee. AFFORDABLE HOUSING STATUS • 21247 affordable housing units have been constructed or acquired to meet the needs of low I very low and extremely low income households: o 1731 apartment units o 300 town homes o 216 2"d dwelling units o An additional 365 units approved and pending construction. ~ HOUSING COMMISSION MINUTE!:> December 10, 2015 PAGE 3 of3 Ms. Fountain shared pictures of the affordable housing units. OTHER AFFORDABLE HOUSING OPPORTUNITIES: • Affordable housing new construction-outside inclusionary • Acquisition and rehabilitation -Tyler Court Senior Apartments {75 units) and Chestnut Apartments (16 units) Solutions for Change • La Posada-men's transitional shelter and farm worker housing (100 beds total) • Rental Assistance-over 600 section 8 vouchers for very low income families • CDBG/HOME-federal funding for housing related social service programs and new affordable housing units; funded two developments in Vista through partnerships • Considering a shared housing program for low income seniors • Considering a rental housing impact fee-additional funding source. INCLUSIONARY HOUSING SUCCESS: • Flexibility in development options • Production of "Housing Credit" projects • Standards modification/density increases • Financial support • Disbursement of housing throughout the City of Carlsbad Partnerships • Knowledgeable staff; creative problem solving skills. Ms. Fountain asked the Commission to call for an election of Chairperson and Vice-Chairperson. Susan lgoe was nominated and approved for the position of Chairperson. VOTE: 3-0 AYES: Carrillo, lgoe and Williams NOES: None ABSTAIN: None ABSENT: Newman and Smith Alan Newman was nominated and approved for the position of Vice-Chairperson.
