COUNCIL CHAMBERS
CALL TO ORDER: Acting Chairperson John Nguyen-Cleary called the Meeting to
order at 6:00 p.m.
ROLL CALL was taken by the Acting Chairperson as follows:

Marissa Cortes-Torres
Joy Evans
Absent:
John Nguyen-Cleary
Kristy Randall (resigned)
Acting Chairperson Nguyen-Cleary noted for the record that Chairperson Kristy Randall
had resigned from the Housing Commission earlier in the week.
PLEDGE OF ALLEGIANCE:
Acting Chairperson John Nguyen-Cleary lead the Pledge of Allegiance.
APPROVAL OF MINUTES:
On motion by Commissioner Joy Evans and seconded by Commissioner Cole the
minutes of the following meetings were unanimously approved:

PUBLIC HEARINGS:
1. INCLUSIONARY HOUSING AND DENSITY BONUS AMENDMENTS -
Request for a recommendation of approval of a General Plan Amendment, Zone
Code Amendment and Local Coastal Program Amendment to update the city's
inclusionary housing and density bonus zoning ordinance to reflect changes in state
law. (Staff contact: Melanie Saucier, Associate Planner)
Staff Recommendation: Approve.
Associate Planner Saucier presented the item and reviewed a PowerPoint
presentation.

On a motion by Commissioner Cortes-Torres and seconded by
Commissioner Evans the Resolution of the Housing Commission
of the City of Carlsbad, California, recommends approval of a
General Plan amendment, a zone code amendment and a local
coastal program amendment to ensure consistency with state law
related to inclusionary housing and density bonuses.

2. HOUSING ELEMENT UPDATE
Nomination of a Housing Commissioner to serve on the Housing Element Advisory
Committee. (Staff contact: Scott Donnell, Senior Planner)
Staff Recommendation: Approve.
Senior Planner Donnell presented the report and reviewed a PowerPoint
presentation.

on the Housing Element Advisory Committee.

COMMITTEE/DIRECTOR REPORTS:
David de Cordova, Principal Planner, made the following announcements:
• Next scheduled meeting is November 14, 2019.
• Another Commissioner will be recruited, 30 day application period , two week
consideration to review, then the City Council will decide. December 2019 will be
the earliest.
• Councilmember Hamilton announced her resignation from the City Council
effective October 10, 2019.
• The Legislative session ended in September, and the governor signed a number
of bills related to improving and accelerating affordable housing production as
well as making changes to accessory dwelling unit regulations.
• A reminder that the Housing Commission received an invitation for November 7,
2019, at the Crossings to attend the 2019 Boards & Commissions Appreciation
Event. RSVP's are due by October 24th.
ANNOUNCEMENTS:
Acting Chairperson John Nguyen-Cleary requested that the next Housing Commission
meeting include continued discussion of Housing Ordinance update and Work Plan and
election of a new Chair.
ADJOURNMENT:
By proper motion, the Regular Meeting of October 10, 2019 was adjourned at 6:53 p.m.
