CALL TO ORDER: Acting Chairperson John Nguyen-Cleary called the Meeting to
order at 6:04 p.m.
ROLL CALL was taken by the Acting Chairperson as follows:

PLEDGE OF ALLEGIANCE:
Acting Chairperson Nguyen-Cleary led the pledge of allegiance.
APPROVAL OF MINUTES:
On a motion by Commissioner Cole and seconded by Commissioner Evans the minutes
of the following meeting was unanimously approved:
Minutes of the Regular Meeting held October 10, 2019.
CONSENT CALENDAR: NONE
PUBLIC COMMENT: NONE
PUBLIC HEARINGS:
1. CARLSBAD PUBLIC HOUSING AGENCY 5-YEAR PLAN -
The 5-year plan was introduced for discussion and comment. No action is rquired at
this time.
Housing Program Manager Bobbi Nunn presented the item and reviewed a
PowerPoint presentation.

2. FISCAL YEARS 2020-2025 CONSOLIDATED PLAN
Receive information and provide comments on the fiscal years 2020-2025
Consolidated Plan.
Community Education & Grants Assistance Program Manager Nancy Melander
presented the item and reviewed a PowerPoint presentation.
3. NOMINATION OF A HOUSING COMMISSIONER TO SERVE ON THE
COMMUNITY DEVELOPMENT BLOCK GRANT ADVISORY COMMITTEE.
ACTION: On a motion by Commissioner Cortes-Torres and seconded by
Commissioner Evans the nomination of Commissioner Cole to the Community
Development Block Grant Advisory Committee is final.

4. ELECTION OF CHAIRPERSON TO THE HOUSING COMMISSION
ACTION: On a motion by Commissioner Cortes-Torres and seconded by
Commissioner Cole the nomination of Acting Chairperson Nguyen-Cleary to be the
Chairperson of the Housing Commission is final.

5. ELECTION OF VICE-CHAIRPERSON TO THE HOUSING COMMISSION
ACTION: On a motion by Commissioner Evans and seconded by Commissioner
Cole the nomination of Commissioner Cortes-Torres to be the Vice-Chairperson of the
Housing Commission is final.

HOUSING COMMISSION Page 3
Acting Chairperson Nguyen-Cleary shared he has spoken with the City Council
members and we are currently behind with the Action Plan . He suggested we have a
special meeting, if needed, to be scheduled with staff concurrence. He shared with the
Housing Commission a copy of the Action Plan for Transportation and Mobility. In the
meantime, the Housing Commission members should send their ideas to Mr. David de
Cordova.

By proper motion, the Regular Meeting of November 14, 2019, was adjourned at 7:10
p.m.
