COUNCIL CHAMBERS CALL TO ORDER: Chairperson John Nguyen-Cleary called the Meeting to order at 4:03 p.m. ROLL CALL was taken by the Chairperson as follows: Present: Absent: Shirley Cole Marissa Cortes-Torres Allen Manzano John Nguyen-Cleary Joy Evans PLEDGE OF ALLEGIANCE: Chairperson Nguyen-Cleary led the Pledge of Allegiance. CONSENT CALENDAR: NONE PUBLIC COMMENT: Diane Rivera, resident of Carlsbad, spoke to the Housing Commission on affordable housing in Carlsbad as well as how it is presented on the website. The Commission requested that a discussion item on this topic be scheduled on a future agenda. PUBLIC HEARINGS: 1. ADDITIONAL FINANCIAL ASSISTANCE TO AFFIRMED HOUSING Recommendation to City Council approval of $4,043,392 in additional financial assistance to Affirmed Housing to construct fifty affordable apartment units restricted for homeless and lower income veteran families, as well as people experiencing homelessness with Severe Mental Illness (SMI), on property at 3606-3618 and 3630 Harding Street and 965-967 Oak Avenue. Staff Recommendation: Approve. January 17, 2020 SPECIAL HOUSING COMMISSION Speakers: Jimmy Silverwood, Affirmed Housing Marie Allen, Affirmed Housing Filipa Rios, Interfaith Community Services Simonne Ruff, Corporation for Supportive Housing There was discussion regarding: Page2 • Income for rent will not cover expenses sufficiently, the County of San Diego is providing a capitalized operating subsidy reserve to cover a shortfall; • Start date, hopefully by July 2020 if all funding is secured; • Assistance could be provided by the city purchasing land and leasing back to the developer; • Do Carlsbad residents receive priority? • Wrap-around supportive services included; • If funding runs out, will rent increase? • If there is an increase, only 50% AMI units may increase to 60%; • Question if two people can reside in a studio; • Possibility of using some CDBG funds for project; • There will be a property management office in each building; • Parking will be on the first level, 1.2 spaces per unit; • Questions regarding sign on property, its possibly the 2016 Planning application sign, staff will check. ACTION: AYES: NAYS: ABSENT: On a motion by Chairperson Nguyen-Cleary and seconded by Commissioner Cole, the Resolution of the Housing Commission of the City of Carlsbad, California, recommends approval of a recommendation to the City Council $4,043,392 in additional financial assistance to Affirmed Housing (DBA Carlsbad Veteran Housing, LP.) to construct fifty (50) affordable apartment units restricted for homeless and lower income veteran families, as well as people experiencing homelessness with severe mental illness, on property at 3606-3618 and 3630 Harding Street and 965-967 Oak Avenue with additional verbiage: "That a preference shall be given to Carlsbad residents for tenancy at Windsor Pointe Apartments." NGUYEN-CLEARY, COLE, CORTES-TORRES AND MANZANO NONE EVANS January 17, 2020 SPECIAL HOUSING COMMISSION Page 3 COMMITTEE/DIRECTOR REPORTS: Principal Planner David de Cordova made the following announcements: • January 16, 2020, was the first Housing Element Advisory Committee; • On January 23, 2020, the city will conduct the Point In Time Count of the homeless in Carlsbad; • The Housing Commission's Work Plan is scheduled for the January 28, 2020, City Council. John Nguyen-Cleary will attend and provide a public comment; • Grand re-opening of Vista Las Flores is February 7, 2020, and all Housing Commissioners should have received the invitation.
