Mr. i Eberha-rd recormends that we try to agree on an early date for trial, instead of emphasizing our "Order to Show Cause." If we can get an early trial, it would be advisable to put the "Order to Show Cause" off the calendar. B. R. Robinson zlloved, seconded by R. Parks if the following stipulation is included: “The total quantity of water requested under this application includes water to which the applicant has riparian or prescriptive rights at this diversion, without prejudice to such riparian or prescriptive rights .tt Zahiser Letter from the State of California, Department of Public Eater Eorks regarding Tiater Application $93803, Ellis Zahniser. Application iik. Eberhard reported that the authorities thilrk that this suit is going to be dismissed, inasmuch as the water Zahniser is talking about is no longer getting into Pilgrim Creek at all. If Zahniser is going ahead with his suit, Mr. Eberhard feels that we sh0uJ.d be repre- sented at the hearing. F. K. San Diego A letter from the San Diego 3eather Corporation containing Xeather their financial report, and showing that they had $377Q;7O Corporation on hand from last year. Health A report from the State Department of Health made in Department February, 1953, which report was just received by us: 1. The five deep wells in the San Luis Rey Kiver are not protected from possible contamination by entrance of surface drainage. Although the sites my be 82 isolated and disinfection is provid-ed before consumption, it would be a sound practice to motect these sources, Therefore, appropriate keasures should be taken to seal the wells at the ground surface, In addition, future wells should be drilled to the accepted standards for a domestic water syster~. The three river wells now lack flood protection features, Ueasures should be incorpoTated- at these ins ta-llat ions to prevent inundation of the units during a flood, 2. At present, the collecting reservoir and. three distributing reservoirs are not adequately covered, Although in all cases there are wood planking roofs, water-proofing material has never been applied or has weathered away so that the roof drainage can readily enter the water supply, In accordance with Provision No, 2 of the domestic water permit, the Vater Company should improve the roofs and slso recondition the screening for the ventilation ports where needed, 3. The present cross-connection control program is limited, considering the possible irrigataon practices vhich may be hazardous and private irrigation supplies. Therefore, the program should. be expanded to incorporate the "Regula- tions Relating to Cross-ConnectionsotI A copy of these regulations is enclosed for your reference, 4. Domestic water supplied from Calavera Lake is not being adequately treated with utilization of the existing rapid sand filtration plant, Although there is no pretreatment, filtration rate at this plant generally is 4 to 5 gallons per square foot per minute, Such a rate of filtration is contrary to reliable treatinent process , Therefore, all possible controls should be exercised to keep the filtration rate from exceeding two gallons per square foot per rriinute, It is realized that at peak demands, the rate may have to be increased but due consideration should be given to provide a higher degree of disiLfection treatment in such a-rl event, Item I, The Manager reported that Item 1 has been corrected, Item 4, Item 4 is to be partially covered in the new budget for 1954.
