The meeting was called to order by President Fry at 7:30 P.M, He instructed the Secretary to call the roll and those answering PPPresent'r were: Director Billy C.. Fry It William U. Rogers T? Allan 0, Kelly T? Xkxwell 0. Ewald f? Patrick E. Zahler The chair declared a quorum present, General Counsel, l'Jilliarn B. Dennis, and the ExecutiveSecretary, C.E.Trygg were also present, Annexation The Chairman stated that the first matter to come Election before the Board was the question of dividing the proposed District into election precincts for the purpose of holding the election to determine whether or not the corporate area of the District should be annexed to the San Diego County Water Authority and to the Metropolitan Vater District of Southern California. After a lengthy dis- cussion, it vms the consensus of the Direc-iors present that the same precincts and polling places be used that were used in determining whether or not the District should be incorpo- rated and the first Board of Directors electeci. I It was also the consensus that the proper officers of the District conduct the election. Cathrey .$75.00 on account at once and to pay the balance of her bill at such time as the District has sufficient funds to justi- fy the paTJment. Carlsbad It was then called to the Board's attention that Public ?&e Daubney, attorney for the Carlsbad Public Utilit: Utility District had issued his opinion that the .;>l,OOO District which is in the possession of the Carlsbad Public Funds Utility District could not be delivered to the Carls< bad Municipal 'Water District, but could only be paid over to the City of Sa%lsbad. There being no further business to come before the Board. at this meeting, upon motion by Director Rogers, seconded by Director Zahler, the meeting was adjourned until 7:30 P.M. April 21, 1954, at 601 Elm Avenue, Carlsbad, San Diego County, California.
