Trygg to present his esti- with makes of the cost of connecting the existing Carlsba Oceanside. Phtual system with the oceanside water distribu-tion facilities at various locations suggested by Ocean- side, by the 2istrict and by the Mutual, President Fry stated that he felt the decision of whether. the connection should be mad-e 2nd its location vas a matter to be decided by the Kutual. relatin,z to the formation of the District in an In response to this statement, Director Rogers stated. that in his opinion, all of the water which would be received by the line would not be sold. and distributed by the Carisbad l'i'utual, and that consecpently the decision should be agreeable, to both the District and the Ihtual. Estimates of lblr. L'rygg submitted the following estimates: Cost of Connection ;jl - Connwting at California and the main line .:i10,7L2. We could salvage out of that amount everything but about -$350@ that would be the cost of the vault for the valves, chlorinator lines, etc. The rest could be t&en out and used later, This would. deliver 5 cubic feet a second. 7/62 - Connecting at Hmsaker & California 13,542. How much of this 1::e could recover depends on Oceanside, as they have a pipeline down CaLifornia. It would cost us about $5300. )+3 - Connecting at their rese'rvoir site in So. Gc. 13,142. To do that we will have to build about 300 ft, of 12 inch line, and that would allow us to take 2 cubic feet per second. We vaould lose about $4700 of this amount. -1- I I I We could step up to a little over 3 cubic feet per second- by puzting in about 600 ft. of EiC1 line. That wuld cost about a5 , 542, anct we would lose about :$6300. I+. cubic Teet a second wou.1d. cost about 3&, 74.2 of which we would lose approximately $15,500. We would have to replace our pipe line on Avocado 2nd run a new line down California. The portion on i;ali%ornia is probably what we would lose, 5 cubic feet a secona would require approximately 54.00 feet of 111- inch line which would cost 53,942. :%e would lose about half of it. -4 pipeline from the end of the Oceanside lateral to our +l Reservoir would require 23,500 feet of pipe at $L+.OO a foot , and laying it another ;;L+.Gg a foot or .,;188,000 " With this last, Xr. Trygg continued, we would have. water in the summer when we needed it. He said that the Carlsbad Mutual '2ater Zompany has been enlarging its main lines since 1946 so that the Company could handle increased flow in its pipelines servicing the City of Carls'oad, He stated that in his opinion, if the last alternative was taken, it would mean wher, it was needed. H e also stated that the Nutual had to consider the fact that if they pu. t in this pipeline, the Nu- tual could at least delay some of its construction work in the Valley, That the HutualYs Booster Pwnps are in bad. shane, and that -6he new pipeline could bypass the Booster Pumps and go directly into the Xutual's reservoir. At the present tiae, when the Mutual operates all of their wells in the Valley, the Nutual's collection lines are too small. Chlorinator R,R.Robinson asked what, would be the advantage or chlorinator, and L'Lr. Trygg replied that the line at tnat point is an 1s inch line and wmld result in a savings of approxi- mat ely :;;I& , 000 . TlzTater Director Bogers then stated that he had asked Authority Mr. Holmgren, Chief Engineer and General Xanager t here was any objection t!~ Carlsbad connecting to the Ocean- side-Fallbrook lateral, and that Mr. Holmgren had promised to write the District a letter sta-ting that there 'GITould be no objection. Ocean- Director Rogers then stated that we should decide side what concessions the District could afford to make to Oceanside, and presented a draft of a letter to Oceanside which was read $3 the Board. After further discus- sion, upon motion of aireelor Rogers, seconded by Director Zahler and unanimously carried as follows: that the District would have wzter available at all times and disadvantage of connecting beyond the present of the stan Diego County Water Authority whether i;v;.s : 317 ?Lu" .'l'.rf.'. &a 7- 0 ;"2y, KzLLy , ;Lo -i'i:;s Ad 3 S, , ZllHLER AND E'P!AL~. Nr. Cannon whether there was an7Jthing he wanted. to take up with the Board, -2- I and &. Election President Fry then stated. that he felt 'chat some people have all the information available, and that the Dis- trict try to get out their vote. He suggested that an article be inserted in the paper summarizing what the District has done to date, and what the prospects of getting water are.
