Prciposed Director Rogers reported on new pipeline proposed Pineline to be constructed by the San Diego County \?later of' Water Authority, Fir. The Authority at the present time is engaged in making a survey of new distribution lines. Finances Director Rogers reported that the District throug its duly authorized. representatives had contacted various financial institutions and that in his opinion, the Dis- trict will be able to secure a loan of approximately -,~14,0@0 from the Carlsbad branch of the Security Trust 8k Savings Bank of San Diego, said sum to be repaid within eighteen months, witk interest at the rate of 5% per annum, provided a written opinion from GrKelveny tk Xyers can be secured- approving the legality of all the proceedings leading up to the organization and formation of the District. I 1 I Accounting It was then called to the Board's attention that Syst era the District will have to have a system of account- tial funds and their disbursement, and that the District has been informed that Jk. Royer, controller of the Water Authority, will assist the District in setting up a set of books complying with the laws governing bhnicipal Xater Districts. His fee will be ap-oroxima%ely 3200, and he has the authority of his Board to tho this work. I-coyer to set up books for the District covering all phases of the business operations of the District, for a fee of 9200.00 Unpaid The Secretary stated that the District had some Bills unpaid bills which should be paid as soon as the money is available, inese bills among others in- eluded the expense incurred in connection with the computation of the tax survey by the Bealty Tax Service Company, and include funds expended by the City of Carlsbad in connection with the preparation of said report.
