The Manager stated that as a matter of record under

The Manager pointed out that it was possible that the Ivlutual
later Company might participate in the cost of the proposed pipeline

With reference to ’Paragraph 2, as this is a Uutual Water ‘Company
;he Manager stated that it is important to remember that all share-
lolders must be treated alike. Therefore the problem of delivering
;he same quality of water to all shareholders is very important, If
;he dan Luis Rey River supply is to ‘be continued in any manner, it
lust be mixed with Colorado River Water in order that all shareholders
fill be treated alike. This means that Metropolitan water will have to
)e introduced at q point on the south side of Buena Vista Lagoon or
lorth of that.
Regarding Pagraph 6, President Hagen and Mr. Trygg have contacted
;he Vista Irrigation District and they have stated that they are
aterested in obtaining water in the northern part of their District.
:t should be remembered that the Vista Irrigation District is an
)perating agency and therefore the demand exists at this time.

A line of 70,000 feet is mentioned to a junction with our
Calavera line from the San Marcos area. This figure does not take
into account that additional pipeline facilities wyll have to be
built ;to a point near Buena Vista Lagoon, and hence it is entirely
possible that a pipe line from the San Marcos area would be as long
or longer than a pipeline comlng in from the north, Inasmuch as the
Fallbrook lateral of the San Diego 'County Water Authority was designed
to serve the Oceanside area, it is entirely possible that water for
the Agua Hedionda area might be obtained from that source, or by
additional pipe line: installed by the San Diego County Water Author-
ity such as'the proposed Rainbow line, The Manager would like to
again make it plain that there are many and various problems involved
in the transmission and delivery of water within the area, and that
it is not just a matter of obtaining water somewhere within the area.
At the end of the pipeline, the water must be mixed and delivered
into the pipelines at the proper elevation.
Further on Item 6, if the line is brotght into the northern part
of the district, it is highly probable thatc it wou-ld be of sufficient
capacity along with the present works of the Mutual to serve the re-
quirements of the Municipal Water District'for a period of the'next
five years. After that time, undoubtedly another line would have to
be built.
Under Item 8, the Mahager whole heartedly concurs with the idea
that we must present a united front. He is of the opinion that an
undivided front can only be presented after a thorough engineering and
economic study of the problems of the area and a plan formulated based
on such a study.
Director Anthony stated that in his opinion it all siAered

Director Insels stated. that he as in fevor of' goifig to the end
of' the Oceanside-Fallbrook lateral, which v?ould take care of
Carlsbad. for about five years. This v;rou.ld give us time to Eake the

Director Rogers stated that the District would not go in on such
a plan, nor vou.ld Terrarrizr. Also he fsels thzt the Kster Authority

office of the Company in the City of Carlsbad, County
