Ihnicipal Xater Distrj-ct met in special session at 601 Elm Avenue, Carlsbad, San Diego County, Calii’ornia, on Thursday, August 12, 1954. I ” The meeting was called to order by President Fry at 7:3O P.J.~, .I The Chairmn instructed the Secretary to call the roll. Those answering present were Director Billy C. Fry IT Allan 0, Kelly Sf Patrick E. Zahler 71 faxwell 0 . Ewald x William :;I. Rogers General Counsel, William Bo Dennis and Zxecutive Secretary, C.E.Trygg were also present. Also present were Kr.~W.D.Cannon and Nr. Pa7.J.l Eckes. The President declared a q.uorum present. Wat e r The Chair reviewed the rneeting held at the Carlsbad Meeting at Hotel August 9, 1954 by the various water companies Carlsbad and districts. He stated that there were about 25 Hot el present and. the representative of each one of the cornpanies or districts was called upon to give their ideas of what they wanted. President Fry stated that we should formulate our ideas first and decide how much water we want or expect to use now, in two years, in five years and in ten years; then decide where we want to have the line come in, Nr. Holrngren presented a tentative plan and study made up by the Water Authority based on requests made by us and by the other agencies. This was a paper study made up from what information they have. EL-. Holrngren stated that if each district or company will send him further information within a week, that during the next two weeks he will compile and nake another paper study. This might formulate a plan to WOT~ from. President Fry stated that it was his reco-mendation that we get busy right nor.:, get an engineer and. appropriate some money for a stud-y of our dlstrict in order that we may decide where the most feaslble place to bring in the line will be, Director Rogers stated that in Kr. Holmgren promised to -1- make an analysis of that line also with the idea of seeing how nluch that would. cost and whether it would be desirable to split the TiTater, bringing some in from the north and some from the south. In discussing the meeting, the Directors seemed- to feel that the big problzm is the :3,025,000 debt rdlich does not include the transrnlssion facilities or storage. Possibly in ten years there rnay be another line corning in, or the requirements may change. Director Zahler said he feels we are shooting just a little bit high and ought to get down to earth. The people are looking to this Board to set- a policy. They elected us to determine things and 9 think we should- do so first. I In discussing the question, Director Rogers said that the question of what is going to happen to the Carlsbad Mutual Water Company is the question in everyone's minds. General Counsel then stated that any policy set by this Board can be changed by this Board or by any Board that - follows it e I Citizens * Director Zogers suggested 2 Citizens' Ccxmi'i;tee of Committee about 12 or 13 people who muld represent practical1 our whole District. This Committee vould decide wher we want this water. Terramar President Fry then called upon Nr. Cannon and Kr. a District but".not qu-ite as big as 20,000 acre feet. He suggested 5,000 acre feet for the present, as it will take sc)me time to cover the res% of the acreage. He thinks it probable that soxe of the ovmers further back rfrorn the Coast will want to use a great deal of water if it is available. Sckes. blr. I General Counsel stzted that as far as the Metro- politan Water District is concerned, they have financed one half of the feeder line running to the Water Authority, This is capable of delivering their full preferential right. Netro- politan has a policy that they are not going to do anything further for Sal1 Diego Cmnty in the Line of building further pipelines or storage, Thatl policy could be changed at any time, General Counsel flJ.rther stated. that the City of San giego instructed- the Yater Authority not to incur any ex- pense in which they have to share. There is no obligation on the Authority to supply any facilities other than one free con- nection. It would be a three to five year picture to get that policy changed. Director Ewald stated that he would still like to have the motion made, and Director Zahler seconded it. I Director Kelly said he felt that the necessity of investigating what it xill cost to bring this line dn?;..m is not the point as we arestill getting Colorado Eiver Ylater from Ocean- side- and will probably get all the water we need from them for the next year or two. in the meantime, he believes we are going to be able to sell the Ccunty $later Authority on the idea that they are going to have to pay at least 50$ of the cost of these lines. The real problem is to raise the money we need. Engineer- Director Zailler then inquired whether there is any ing Study way to tell how long it will take to get a complete engineering study of the District and what it i;rill cost. GenFral Counsel replied that a preliminary study would cost about ,j3,OOO. The engineers lay out the area, the different classes of hand. and how much water is being used in each area, and then make a study of where the lines shou-ld- go and how rruch they will cost. Legally the Board has the obliga- tion to put water into each part of the District.
