Director Anth'ony moved, seconded by Director Robinson Invoices and carried unaninously: 232 54-93 BE IT ORDERED that the invoices for July,1954 in the sum of $19,r01,3L be approved, Financial The Directors discussed th2 financial statement, Statement and Erector Rogers moved, seconded by Director Robinson and carried unanimously: 54-94 BE IT ORDERED that the monthly statement of finances include a figure in the future to show th6 networth of the Company based on the figures included in the statement, Director Robinson then moved, seconded by Director Rogers and carried unanimously: 5445 BE IT OEiDERED that the financial report for the month of July, 1954 be accepted as prese~ted, Water The Manager then presented a report on water losses L.osses since January, 1954, A copy of the report is made part of the record, The report explains that there are many possible sources of water losses in a water system and that a thorough check has been made of the majority of these by the Company. Present information available indicates that there is 1 a possibility that the meter operated by the City of Oceanside furnishing Metropolitan water to Carlsbad is not properly meter- ing the water passing through it., As shown in the report, this could be due to the type .of meter being used-. There followed a general dis-cussion: of the Yeport 'and *he questi-on of air in the Metropolitan water as received from Oceanside. .. Erector Rogers suggested that we should ask Oceanside to check the meter and point out what the difficulties are,- that we have an excess loss that we have never had before. -Erector Robinson inquired whether it was too simp:le to ask Oceanside to check ;their :individual m,eter readings and the water records and see whether they have an overage. 22s Director Anthony stated that-we have no right to tax the share- holders $1420 per month for yater that we are not receiving, Director Robinson said he thought a report should be made to the Municipal and ask them to make an adjustment. ~ e Director Anthony moved; seconded by Director Robinson and carried unanimously: - BE IT DIRECTED that the Carlsbad Mutual 5495% Water Company will forward a copy of the Manager's report on rpjater Losses tp the Carlsbad Municipal Water pistrict with r 'I the request that they take the matter up ,with Oceanside for correction, Director Rogers then amended-the motion, seconded by Director Robinson, to further state: BE IT FURTHER CEIDERED that the suitability 54"96 Cont. of this type of meter cor its use\should be investigated and if not found suitable, I. the meter should be replaced with the type < of meter approved by the San Diego County Water Authprity. President Hagen suggested that we write the Carlshad Municipal Water Distric,t regarding this matter also and hold the bill until we hear from the District, Letter from Donald A. Briggs dated August 10th Water and letter from C. De Field dated August 16th Entitlement requesting that water entitlement be raised. Ingels Operating The Manager stated tha't we need a $20,000 Loan loan immediately to pay the expenses for the Oceanside connection, After some discussion, Director Rogers moved, seconded by Director Ingels and-carried unanimously: 54-101 BE IT OREERED that the president and proper officers are hereby auth'orized and directed to borrow from Security Trust & Savings Bank at 5% the sum of $20,000 for six months. Report on Mr. Trygg then presented his report on the water mec Water *. Meeting of the representatives of northern SAn Diego County 22' I. agencies. Also his report on requirements of the Carlsbad Mutual Water Company, and suggested reply to Mr. Holmgren. ' Director Rogers then presented Mr. Holmgrents "suggestion as to southern pipeline, stated among other things that he was n0.t in -favor of the northern line and thought that the . mixing of Colorado River water with San Luis Rey water was a minor problem. Mr. Trygg said that Rainbow and .some "of the ,other agencies nearby had suggested that we join in their pipeline. He stated that the lengths of lines were almost.identica1 to get the water to. Jefferson Street and. our main line. He feels that a study of costs should be made. , Director Anthony said that there is no need to make a decision today, inasmuch as Mr. Holmgren is,going to make a study of the northern route.. When we have the studies on both pipes, we can make our decision. Director Rogers moved, seconded by Director Robinspn and carried unanimously: ' BE IT ORDERED that we ,inform the Wat-er 54-102 Authority that our tentative ultimate requirements of Colorado River water are estimated at 5,000 acre feet per year and that subject to equalization of costs, . we would like to have the terminus of the line as near the center of the Carlsbad Mutual area as practicable. * Attorney Eberhard then took the floor and Refinancing stated that Mr. Harper of Pacific Mutual had called him and said everything was clear as far as Mr. Hill was' concerned; that he could make an investigation for us. Mr. Hill is now out of town," but before he left, he talked to Mr. Eberhard and he will not be able to get started until September 19th. We had decided to accept Mr. Hill because he had said he could get the report about the 1st of July. Mr. Eberhard appreciates our reluctance to ~~~ ~~ ~~~~ 228 use Hill because of his connection with Oceanside, He sa5d that it seemed ho him that it would be a good idea to contact some othdr financing agency, Ee is a little bit disgusted with the Pacific Mutual’s idea that t.hey could only use three engineers, Mr, Hill is one of the highest priced engineers available, and there is no gua‘rantee that we will get the loan after he has made the study. The Mutual might take,the matter up again -with Blyth & Company, Occidental has also been suggested, Mr. Eberhard does not feel that Pacif’ic Mutual is very enthusiastic about making the loan, and suggests that a committee go into the matter vigorously enough so we get a loan. He does not think that it is a good idea €or hlr, Hill to be the independent expert to pass on anything of importance to the Carlsbad Mutual because he has been the engineer for Oceanside for so many years, Director Rogers stated that he “thinks we should hold off a litfle while, Mr. Eberhard 3aid it may be better for the Mutual to build the new pipeline than the Municipal, because we would not have to float a bond issue, Ee does not believe that another loan company would limit the required engineering study to three engineers, :His idea is to find out whether anybody else would be interested in making the Loan. Two men are nov employed for meter repair a.n.6 replacement, Over 200 large sized meters have been replaced xith smaller: more accurate meters and hmdreds of stuck meters have been repaired. In the past it was not uncomon for a, consmer meter to be stuck for 6 months or longer, thereby depriving the Cornpay of revenue for its weter, At the present time, all meters in the system are in operating condition and. stuck meters are replaced. or repaired- 1fiTiithi.n a few weeks, - (4) The meter readers and field repair men are con- stantly checking for u-nauthorized use of water, Such use is now believed. -t3 be at a minimum. The Manager said that there is about Assessments $18,000 or $19,000 outstanding on assessments? but only a few are delinquent now. Publicity Director Rogers stated that we have had some adverse publicity in both the Carlsbad Journal and the Oceanside Blade-Tribune. He said that we have a pub- licity Committee and everything that ..appears in the press should be approved by this Committee before it is released. Water Director Rogers stated that he had %asked for this Meeting meeting because he wanted to talk about the Water meeting held at the Carlsbad Hotel on August 27th. There were three members of the Carlsbad Mutual Board there. Mr. Kolmgren presented figures on two alternatives. One a single line to deliver 15,000 acre feet for the Carlsbad District at a terminus near our border. The second alternative was to deliver 10,000 feet there and 5,000 feet through a north line. The terminus is on Alta Lorna Mountain. With a single line and 15,000 acre feet, Carlsbad's share would be $595,900. With a double line, the south line would be $454,000 and the north line $750,000, making a total of $1,204,000. Tax rate on the single line would be 40$ per $100 per year, and on the double line would be 804 per $100 per year. He stated that II the Municipalts idea is that if the Carlsbad Mutual wants to bring in this separate north line, they should form an Improvement District to pay for it and then extend the Mutual area over to take care of that part of the District that is outside.
