Correspondence: Letter from Oceanside to the San Diego County Water Authority re water losses for July. Publicity Director Rogers stated that we have had some adverse publicity in both the Carlsbad Journal. and the Oceanside Blade-Tribune. He said that we have a pub- licity Committee and everything that ,appears in the press should be approved by this Committee before it is released. Water Director Rogers stated that he had -asked for this Meeting meeting because he wanted to talk about the Water meeting held at the Carlsbad Hotel on August 27th. There were three members of the Carlsbad Mutual Board there. Mr. Eolmgren presented figures on two alternatives. One a single line to deliver 15,000 acre feet for the Carlsbad District at a terminus near our border. The second alternative was to deliver 10,000 feet there and 5,000 feet through a north line. The terminus is on Alta Lorna Mountain. Nith a single line and 15,000 acre feet, Carlsbad's share would be $595,900. With a double line, the south line would be $454,000 and the north line $750,000, making a total of $1,204,000. Tax rate on the single line would be 404 per $100 per year, and on the double line would be 80$ per $100 per year. He stated that .the Municipal's idea is that if the Carlsbad Mutual wants to bring in this separate north line, they should form an Improvement District to pay for it and then extend the Mutual area over to take care of that part of the District that is outside.' The people near the South Line would I also - form an Improvement Distrlct down there and the Gas Company would pay the largest share of their district, which would also have the lowest tax rate. The Gas Company would not assist in paying for the Mutual line. The Directors then discussed the necessary extra expense over and above the cost of the pipeline itself. Erector Anthony stated that the gas company would like to put a line through and tie in with the Mutual. He said that they were inside o€ the City Limits of Carlsbad. - Director Rogers replied that that would be just a tenporary thing. The advantage of the single line is that the Gas Company would help to pay for it. Director Robinson said that the north line would cost considerably more than we had figured. If we came in with two lines, we would undoubtedly have a split tax basis to take care of it, which is the crux of the whole thing. Carlsbad itself would have to bear the higher portion of the cost. He said that the line from Oceanside should not be considered in this decision; it should be made on the basis of the effect it would have on the tax rate. Director Rogers stated that we would have to raise Calavera Darn if we come from the north the same as if we come from the south. Director Anthony then said that he has no objection to the south line if it will be cheaper. Director Rogers said that Mr. Holmgren is going to revise his figures again and hopes to get them in closer. Director Robirison said that there are also further questions as to who will want to be on both lines. Rainbow is going ahead and planning on having water by spring. This might sp ? & &j cause us to lose out on the north line. Director Rogers stated that this is all a ten- tative plan. If the A4utual agrees that the south line is the one they want, the District is going ahead with the engineering study on it and decide what it will cost. We are going to try to get the Yiater Authority to pay for part of this line. Director Ingels said that we should find out from $Are Jennings, attorney of the Water Authority, how this line is to be paid for before we make a commitment. Director Robinson then stated that the Mutual would have to determine what our costs would be on this new pipe- line and other necessary lines, and then add them in order to determine what our full costs would be, 1% should have Mr, Trygg working on what it will cost. Director Rogers stated that he thought we should have Mr. Phelps make the study. Director Robinson said that he thought it very urgent that we get Phelps or Trygg to find out what our various costs will be. Then we will have a complete rundown on the south line. Trygg can compute what these lines will cost within ten or fifteen percent within half a day. President Hagen stated that on the basis of costs, the south line sounds bes*'. As Mr. Holmgren has stated that he can find no storage possibilities on th2 north line, we will have to raise Calavera Dam no matter which line we select. Director Ingels asked what would be the earliest date we could figure to get water on the south line compared with the time it would take to get it on the Rainbow line. I He said he personally feels that the south line is advisable , because it can be built at a reasonable cost, Director Robinson said he feared that Rainbow is pretty well ready to start on their line, but Director Rogers said that Rainbow cannot agree on their line and may be delayed. Director Robinson then said that it looked to him as though we should definitely go ahead with the study of the south line as quickly as possible. Our aim is to .find out what it will cost the bAutua1.- Director Anthony moved, seconded by Director Robinson and carried unanimously: BE IT RESOLVED that the Board of 54-104 Directors of the Carlsbad Mutual Water Company, after a study of the preliminary report and estimate of 8-27-54 of the San Diego County Water Authority, considers that the south line is the more feasible of the alter- natives because it apparently can be constructed at a cheaper cost to the shareholders of the Carlsbad Mutual Water Company and also more water will be available at the lowest cost. 54-108 Hohgren’s report is made part of the permanent reCmd Director Robinson moved, seconded by Director Anthony and carried unanimously: BE*IT ORDERED that the Manager is 54-105 hereby authorized and directed to make an estimate of the cost to the Carlsbad Mutual Water Company to carry the water from Road Junction 87; and BE IT FURTHE2 DIRECTED that the Manager is hereby instructed tu make estimates on his own for the Mutual Water Company €or both lines, north and south. Director Rogers then stated that he had Carlsbad Journal prepared an article along these lines for the Carlsbad Resolation -+;-T4-104 Journal and asked President Hagen to release + to the Journal. 8 Office Director Rogers then said there has been Space and Mr. Trygg some question about the Municipal having office space in the Mutual Office; and also some questi0.n about Mr. Trygg work@$ with both outfits. He said he felt that if Mr. Trygg is willing to go ahead and work wholeheartedly with the decisions of both.Boards, it woul'd be all right but if he is not, the District would rather he would resig'n from the position over'there. As to the question of j.oint'office space, the District has been looking around and can, if necessary, get separate space.- If we can work together, he believes personally that'using' the same office space is all right. Rogers on He also stated that he has heard some both Board criticism of his serving on both Boar& but he has told everyone he intends to stay until ttie get water into the District . Mr. Trygg Director Robinson says that he has talked to Mr. Trygg concerning his being with both Boards, and Mr. Trygg said he had made up his mind that he is going to resign from the Municipal. Director Anthony said that Mr. Trygg is a square shooter, and naturally he cannot serve two masters. Separate Director Robinson said he felt that if we were Office Space physically separated and the communication between the Municipal and the Mutual was at Board level, we would be better off. He repeated again that if the whole thing were separated and we f communicated only at Board level all the time, we would be much better off.
