Change of Director Rogers announced that the reason for Eegular the change in meeting date to the first Thursday Meeting of each month is that the San Diego County Sdater Date Authority has passed a resolution changing their regular meeting date. It is desirable to have our meeting ahead or" the meeting of the ?dater Authority, m rneir I regular date is now the third Thursday of each month. It has baen suggested- that ';.;e change ours to the second Thursday of each month, I think we have to havc an ordinance to change it and possibly it would have to be published. The south line was apparently the most economical to build. Director Xogers stated that if the Kutual ~mnts 'GO build- the north line, it wou.ld pro'oably be necessary to Zorm t-.:ro improvement d-istricts. The hhtua.1, if it f6rrne6 a~ improvement district, woulci be required to contract to serve waster to the entire %rea. east and north of %,ym. Tiedi- end-a. From the standpint of cost, there is no comparison be- tween the tro proposed lines, It figures a &O$ tax ra.te j:or *he whole area on the Rincon-CarLsbaa line. agencies stating that Xi*. Holmgren had- presented Director Zahler inqxired- about the cost to bring ths water nmx this line into the -1;iutual area and Director Rogers replied in ore-er to mix the \cater, -the pipe frorn Calavera would have to be relined., which would cost .h50,?300. A new transmission line to ,,22 Reservoir vrould cost about ,jl-/O,OOO. An inprovement dis- trict is just a taxing agency. - -i- Further discussing the xeeting of the 3TorGiiei-n hail diego County wkter agencies, Birector Rogers said that the meeting decided two things. ?irst, to ask 'che Water Authority what their policy would be as to helping in the engineering and emstruetion of these limes, Second, tha.6 we mstruct 0u.r legal representatlves to get together and- get in touch with Xr. Jennings to determine the legal method of operatPng the construction of the line as a joint proposition. There is some question as to whether we can 6-0 so. I UPON I~IOTION by Director Kelly, seconded by Xrector Rogers, 2nd carried unanimously by voice vote, it was decided- to send a letter to the San Diego County Yater Authority stating that we favor the Rincon-Carlsbad line and state that we expect to make an engineerin,; s'cu-dy of the cost of this line. Tha'c ~;e have made a tentative estima.te of 15,000 acre feet which we want . UPON XOTIGN by Director Zmld, seconded by Director Zahler, and carried unanimously by voice vote, it was decided to have our attorney contact w. Jennings and other attorneys. 3eselavoir Dir,ector 2ogers then statxed that there was amther Site thing he wished to bring up. He spoke to General Counsel about the desirability of Piling on that reservoir site which had been discussed before. Xr. Dennis said that %he only trouble is that if you. file ahead of your need, they are liable to take it axay if you don't use it. We could hold it up until we ha-ve the engineering study made up, bu'c it is something to think about. 7- I -7 .mgineering Director Sogers stated that the 2inance ComTittee Service of the Xater Authority had tentatively set up a among them was the sum of 'S&O,OCO for engineering studies of possible branch lines. The money has not been appropriated or budgeted bu-i; it is in the tax rate. Xhat Nr. Holmgren wants us to do is just vhat we are plaming to do. Ne assume that the Authority is going to do the engineering work on this feeder line and we will proceed from there. The Carlsbad Kutual will proceed wikh L-ts study 01 nB ~ts engineering setup. '3hat we want to a.void. is any duplication. Ye r-:amt to have our study show our requirements and something $,re can take before the public, saying this is a plan set up by experts, but our engineers should not duplicate work xhich is done by the bhtual but should be free to contact the iliutual engineer. tax rate to cover certain requirements, and President Pry then il;quired ho::,T much of am engineering Director Rogers stated thet he had three proposals: study ve would need for our gistrict. 1, A joint one from Harrison 2c Jooley of Santa Ana and Headman, Ferguson and Carolla of Phoenix. They quoted- a maxirmm of >lO,OOO. Their price is high because they quoted on bringing it from the aqueduct, and of course, they d-ontt need to do the work the Xu3ual is going to do. Price will be considerably cheaper thhan that anomt, 2. A proposal Srom 3u.lo-L Zngineering of Pasadena. I 3. A proposal from Boyle Zngineering Conpany. Boyle was recom- mended by a Xr. Jones of' the ';dater Authority. 3oyle is doing the work for Poway and seems to have done a very good job, I called Boyle and talked to &ir. Short. Nr. Short and Fir.3oyle cane up and. :.rent over the District with Nr. Xelly and me. Yesterda.y, $;ire Arrthony brought up at the Yater Board that " he had heard something adverse abou'c Boyle and said that I should call the Chie? He n -cc- I I said they d.id a big job for San hego City and. their ?cork was very satisfactory. There was a controversy but it was not their fault. Running d-own every lead %hat 1 have on it, these people seem to have dme a mod job. The 3oyle Engineering proposal apparently is lower'yn price than the others. UPON 2~iC;TION by Director Zwald, seconded by 3irector Kelly, and carried. unanimously, the Secretary ?'as instructed to contact at least two of the agencies Boyle has worked for and make a report on them at the next meeting.
