The Manager reported that Allan Kelly owns some
Froperty land back of Carlsbad Highlands. Someone is buying
10 acres from him, and they want io build a house.
They are going to dedicate a street through Lot 47. Shareholder
Kelly wanted to know how much water stock he would have to have
and the Manager told him one share per acre, The Manager asked
whether it would be better to take the water service that is
already in and run it up to his house. Mr. Kelly had suggested

a 6 inch line up the dedicated street, and take it off there.
TSje would consider putting a line in at his expense and $100 per
share inclusion fee. ..

The Mazager reporteci on the new chlcrinator,stating Chlorinal
that everythin9 was on hand for the installatign -except
one valve. Oceanside has built a wGaden building to put the
chlssinator in and has remvecl the scales from the temporary
chlori,nator building and placed them in the new 'building,
Mr. Frick then too2 the floor and stated that the Nr, Fricl
' building which Oceanside has erected is not .as adequate
€or a good installation as he would like to see, but he can get
'ihe chlorinator in-to it. He said the scales are ic place,
Special valves have not yet been delivered but they are on the
way, He said his Sornpany hoped to have the chlorinator completed
next week, He assured the Directors that le would stay right on
the job until the new chlorimtor was in operating condition,

The.3irectors discussed the financial report, and Financia Fieport at their request the Kanager telephoned Everts 8 Esenoff
2nd asked Kr. Faul Valker to cme aver to the meeting,

that a letter be written to the Carlsbad Community Council .stating
that this is a Mutual Company and we cannot therefore make donations

for our own use, Bfowoffs cost around $150 total, The cost of a
fire plug is around $300, Our Share of the fire plug cost would

Directbr Fiobinson suggested that the matter be referred to
Attorney Ray Eberhard to see what hls opinion is. President Hagen
directed Mr. Trygg to write a letter stating that the matter has
been referred to our attorney, but that PZr. Weber would certainly

Director Rogers reported on-tche meeting of the Engineer- Sar, Diego
County
authority ing Committee of the San Xego County Water Authority, Vater
stating that they have increased their engineering staff
by one senior engineer and a consulting engineer and. have also
enlarged their o-ffice staff t:, make the proposed study. He said
that the thought is growing that the Authority may finance the
major pipelines and put them where they want them, placing a sur-
:barge on the water to pay for them. If they do this, we will be

be able to avoid a bond issue, except for our own area,
Finances, Director Rogers stated that the :Vateer Company Zont . is going to be faced with an expenditure of S150,OOO to
$200,000 for the new pipeline, Ee thinks we should push the
question of financing as quickly as possible, If we could get
a commitment of $300,000 to bring the system up to date, the
interest at 47; would be $12,000 a year 2nd amortization ~ould
be $15,000 a year, which would cost annually $13.50 per share.

a plan, the shareholders ~ould be-getting something and paying

Kr. TryGg inquired whether Eberhard shou1d"push
the matter of using Engineer Bcwen instead of Hill for the
appraisal of the Company. He said Mr. Eberhard has asked how
much rnoney we wish to borrow,
The Directors agreed that we should try to get
$300,009 but take only part of it right away, Oirector Robinson
said -the loan should take into consideration the renovation of
ow system as weli as the new pipeline.
