The Water in San Manager recommended the storage of approximately 200 acre feet, Discussion followed and it was decided to play ball with the other, parties concerned. Director Robinson moved;” seconded by Director Anthony, and carried unanimously: BE IT ORDmED that the Carlsbad Mutual 54- 144 Hater Company request. the storage of 200 acre feet in the San-Vicente Iieservoir for use during the summer, The Manager reported that there are about 67 acre Calavera Lake acre feet of water now in the lake. and the Drive Relining Regarding the line on Highland Drive, the Manager Highland stated that this line is a 12 inch line which is now in Cleaning & the process of being cleaned and relined, He stated that we had found a valve in the line which was about two thirds closed. There was no indication in the records that such a valve existed, After completion of the repairs on Highland, we will be able to pump into Lake at a higher rate than at the present time. Director Rogers inquired how about aiming at 400 acre feet in the Lake by April 1st. He then moved, seconded by Director Anthony and carried.unanimously: BE IT ORDERED that the Manager be and he is 34-145 Hereby instructed to make every effort to have at-least 400 acre feet of water stored in Calavera Lake by April 1st and to complete filling it in the month of April. " 305 Financial The Manager reported that the auditors completed Report checking our assets and making their final adjust- ments, The Manager has checked all of our water services and we have 821 substandard services and 1250 copper services, The substandards are the ones we have to replace. On Highland, where we are cleaning and relining the pipeline, it is going to cost $2,000 to replace junk services. Some of these services were pq,t in for $5,00 and we are now paying $T80 to $90 to replace them, This expendituse comes out of ttMaintenance,tt On the cleaning and relining of Highland Drive, this item was in the budget at around $10,000. One third of the cost is going to be charged to tlMaintenancett, approximately $2,290 is what it will cost to replace water services which also come out of ttMaintenancett so that we will have approximately $5,590 in December showing up in the Operating Statement, However, as we replace pipe, it is going to cost money because of the cost of replacing services, The Manager further stated that he did not know of any place where we have wasted money, and if money has been wasted in' any way, he would like to know where, 54-146 Upon proper motion, correctly seconded and carried unanimously, the financial report was approved. Assessment The Directors then discussed the forthcoming assess- ment. Director Rogers stated that he feels that assessment should be for operating deficit and payment of loans only, Director Anthony inquired why not hold this assessment down and then have another assessment later in the year. Director Rogers requested figures to show how our water rates compare with other vicinities, He also requested - 386 hat the proposed budget be sent the Directors sufficiently in ldvance of the next regular meeting so that they have a chance to ,hink it over. The Manager replied that last year they were out ;en days before the meeting anathat they would be available in denty of time this year, Director Ingels inquired how nearly our assessment rorked out last year according to the budget and the Manager eplied that it had worked out fairly well kept for those hings approved later,- about $25,000 to $30,000 in exce'ss of the udget, He stated that some things went higher and some lower than nticipated and also that we left out some of the important work o make the money spent on Oceanside possible. He also stated hat no money was spent in excess of the assessment .collected and he depreciation collected through water rates for the year 1954, The Manager presented the laboratory reports Laboratory Reports F Dr, Carl Wilson and stated that they were all good. The Manager reported on the survey of the Proposed Employee Plan lareholders regarding the pension plan, that there were Pension 79 shares against the plan ana 483 shares for it. Director 2gers stated that the whole question was whether the Directors were stified in going ahead on the basis of this amount of the total tock, as he said the probabilities were that those who didn't vote ight not want to say that they are against it, The Manager said )at he thought the people who voted were those who were against it, Director Anthony moved, seconded by Director Robinson" Id carried unanimously: BE IT ORDERED that 'the proposed pension 54-14'7 plan for employees of the Carlsbad Mutual Water Company as outlined by Harold D.'Eeslie of the Northwestern National Life Insurance Company and sponsored by the California Mutual Water Companies Association be adopted and given to the employees. 307 Christmas President Hagen stated that in years gone by, around Bonus for Employees Christmas time the- Board of Directors granted a Christmas bonus to employees. It was not done last year. The amount varied from $10.00 to $25,00, depending upon the length of service, salary, etc. It has been given every.year except two, It was not given in 1952 because several of the Board members went on record that they didn't want to give any bonus unless they gave a large one, Director Rogers stated that the San Diego County Water Authority had discussed this same matter a while ago and decided to give raises where deserved instead of a bonus. He said that the Manager had certain leeway in the pay of employees, and he felt that if there is a raise contemplated that it should be given at Christmas instead of giving a bonus, The Manager statedckfinitely that not all employees would participate if it was left to a raise, He said that there were four or five people out of the sixteen whose salary he was thinking about raising at the present time. * Director Rogers then said that he did not think that our financial condition would stand a Christmas bonus, It was the consenus of opinion of the Directors that .the employees new pension plan and any raises that the Manager considers wise within his budget be regarded as their Christmas gift, Lawsuit The Manager reported that Mr. Eberhard had sent the lawsuit to the publishers. The printing bill will be $1,000, 3Q@ The Manager said that the Board of Fire Under- Board of Fire writers were interested in knowing how much water Underwriters is coming out of hydrants, They have been making tests on our system. A good illustration is the fire that happened last week on 101, A year ago, if they had had this fire up there, there wouldn't have been any water to fight it, That 'is part of what the shareholders are paying for,- to get this fire protection, We have put three big lines in this area within the past year, EC Director Rogers stated that he objects to Publicity policy statements csminb out in the newspapers without Board approval and asked that a Publicity Committee be appointed, He also state'd that the letter released to the shareholders concerning the cost of the proposed retirement plin was not correct, President Hagen then told Director Rogers that he him- self had signed that 1etter;and that to the best of his knowledge, it had presented the estimated cost. -++ President Hagen said that in the matter of publicity, 'the' Manager was capable of releasing non-policy statements, The Manager stated that he makes every effort to release only correct information upon proper approval of the Board, In all past instinces of policy releases, at least two Board members have been consulted and their approval obtained in writing, Fresident Hagen then stated that'routine information would be released by the Manager and policies would be released by the Fublici%y Committee, which he appointed as follows-: W,.
