I The Board of Directors of the Carlsbad Nunicipal Water District met at 601 Elm Street, Carlsbad, San Diego County, California , on Thursday, January 6, 1955. The meeting was called to order by President Fry at 7:30 P.M. The Secretary called the roll, and those directors answering present were: Ewald, Fry, Kelly, Rogers and Zahler. Directors not answering present: None. The Chairman declared there was a quorum present. Also present were W. B. Dennis, General Counsel. for the District, and Donald Short of Boyle Xngineering, Consult- ing Engineer. The Chair stated that the first matter to come before the meeting was the election of a president to serve for the next ensuing two years, as the Municipal Water District Act of l9ll and Ordinance No, 1 of the Carlsbad District provided that the president should be elected at the first meeting in January of each odd-nuadwed year4 Thereupon, Director Ewald nominated Billy C, Fry a5 president to succeed himself, and I UPON MOTION of Director Kelly, seconded by Director Rogers and unanimously carried by a voice vote, the nominations were closed and the Secretary was in- structed to cast a unanimous vote for Billy C. Fry as President of the Carlsbad Municipal Water District, to serve until the first meeting in January of 1957. The Treasurer then submitted a financial report, to- gether with current invoices to be paid, and UPON MOTION of Direetor Ewald, seconded by Director Kelly and unanimously carried By a voice vote, it was moved that said report be approved and that said Bills be paid. The Chair then called an 3r. Short, oQ Baple bineer- ing, for a report on the engineering studies made by his firm to date. Mr. Short stated that the work was progressing very nicely but that in view of the studies which were being made ." by the staff of the San Diego County Water Authority in re- .spat to the construction of reservoirs, laterals and main transmission lines, that he did not think that it was advisable at this time for him to complete his report, in that his re- commendations to a large extent would have to depend upon what as might be constructed by the Authority. r/ policies the Authority awed and the location of such lines I The Secretary then called the Board's attention to certain correspondence received from the Ban Diego County Water Authority relative to the storage of water in San Vicente, and correspondence in respect thereto with the Carlsbad ktual Water Company and the Terramar Water Company, In connection the District in the San Diego County Water Authority was dis- cussed, the capacity of the Fallbrook-Oceanside lateral, and the possibility of the Authority reducing delivery of water to Carlsbad and Oceanside during the present year; also the policy with the discussion which followed, the preferential right of of the San Diego County Water Authority in distributing SUT- plus water was discussed, After the disaussion, the Seeretary was instructed to discuss the matter further with the Hutual and Terramar, and to forward any and all appropriate letters to the Authority. In response to questions by the Chair, Counsel stated I that the necessary documents had already been filed with the State Board of Equalization and with the County Assessor's office as required by the Government Code, so as to entitle the District to levy taxes for the fiscal year 1955-1956. The Secretary then stated that the State Controller had requested the District to establish a fiscal year, and after sone discussion UPON MOTION of Director Rogers, seconded by Director Ewald and unanimously carried by a voice vote, the District established its fiscal year as being the period from July 1st to June 30th of each year.
