HomeMy WebLinkAbout1955-03-31; Municipal Water District; MinutesMINUTES OF THE SPECIAL MEETING of the of the BOARD OF DIRECTORS CARLSBAD MUTUAL WATER COMPANY 5 Pursuant to consent and waiver, a special meeting of Special Meeting 1955 the Board of Directors of the Carlsbad Mutual Water March 31, Company was held in the office of the Company on Thursday, March 31, 1955, at 11:OO A, M. C. H. Ingels R, R, Robinson W, W. Rogers , Directors Also present were C. E, Trygg, Secretary-Manager, Attorney T, Bruce Smith, Bill Fry, Reporter Pai and Maribee Balcom, stenographer.. C. A. Anthony Arnold Brilhart Present President Ingels called the meeting to order at 11:40 A, M. The Chair stated that the purpose of the meeting was Article in to discuss the recent editorial in the Oceanside Blade- Blade-Tribune Tribune entitled tlTrouble in the Pipeline," Mr., Ingels stated that he personally would like to see some statement by the Board to try to clear this matter up, We all concur that we do not want trouble with Oceanside, but we should not have to take the brunt of this sort of editorial all the time, *It is certain that Mr. Trygg would not put out this kind of talk, We have received reports from Mr. Trygg as to the meter, the+water losses, etc, When it reaches the point of a good many hundred feet, then we cannot say that it does not amount to anything, Director Ingels would like to see some kind of happy medium reached between the two meters, Oceanside is making money and they have pressure all the time, which they didn't have before, They have been able to take in more la Oceanside Director Robinson asked whether, better,than issuing a statement, wouldn't it be a good idea to have a meeting between the Boards and-try to clarify the thing, He thinks a Counter statement just 18 -I_ 3 adds fuel to the flame. If we try to contradict them, he is sure we will have just a running controversy going on. Director Rogers remarked that the Municipal District are the ones who have the contract, Director Ingels asked how about suggesting to Oceanside through the Municipal that we start a negotiation and then come to some agreement as to why this misunderstanding between the two communities, Find out their attitude as to how such reports as this should be handled, ..a Bill Fry then presented a letter from Mr% Holmgren dated March 29, 1955 and one from Franklin Vi, Lilley, administrative o-Eficer-of the City of Oceanside. Director Brilhart then said that he thinks that personal opinions and-articles in the paper one way or the other should not upset the Directors or be the reason for calling a special meeting of the Directors. If a Board of Directors' meeting is going to be called every time there is a discrepancy between two meters that have been installed, then it is time to change the operation of the Board. -He said he would like to find out what the operation of-the Board is, because his thinking is not along these lines at all. Director Rogers said that the important thing is really not whether this meter reads right or not. The main point is whether there is going to be enough uproar so that Oceanside will not see fit to renew our contract. The only reason that Qceanside might not consider renewing-is if they are going to be blamed for shortages, Right at the beginning, our Manager objected to this meter being put in because he said it was not the ri.ght kind of mter, His reason was because of trapped air. P q 0 3 $; i.; We found.out after we put in a check meter that it was debris which caused the difficulty and not air. The important thing is whether we are going to jeopardize renewing the contract. Director Rogers then said Trygg and the paper are to blame for the controversy . Mr. Trygg then said that he had never given the budget out, nor any of the reports. He would like to have'this matter straightened out, as he is accused at meetings of giving out information which he has not done, He would like to know why any Director is trying to say that he has been putting things out to the paper that he should not, There was some further discussion and Director Rogers then said there should be a letter to the Municipal as to what the * Mutual wants, Our agreement expires on the 16th of June, It might be better to wait and let things subside. Never at any time has any member of the District or the Mutual been called into a meeting Oceanside was having to discuss this problem. The only thing we have been able to do is to &ite them a letter, Director Rogers further said that he had talked to Mr. Holmgren about a trap in the Oceanside line, and he is not in favor of it as it* will fill up as quickly as their meter. The trouble is tha't the'carlsbad meter apparently over-registers a little bit, According to Mr. Hdmgren, the difficulty is not the fault of Oceanside, The fault is somewhere in the water line, probably due to a connection Fallbrook made onto the lateral last iummer, The Manager stated that we have never been notified- by the City of Oceanside when they are going to clean the meter, Director Rogers said that the whole deal is that Trygg does 5 3 -! @%;I -i- does not like Weese and Weese does not like Trygg, We are not going to get those two to cooperate, Mr. Trygg then said that he would like to get into the minutes that he has nothing against Weese as a man. There are definite questions of engineering that come up and they have to be straightened out, The best thing Mr. Trygg can do is to report to the Board. He does not want to get into the position where some Director thinks he is not carrying out his duties, Mr. Fry then said he does not think this is necessarily a Board Members' problem, unless it comes to renegotiation of the contract. The renewal may be at stake right at the present time. The meter should be read each day. If the Oceanside meter suddenly shows an increase, take the reading of the Carlsbad meter. If the Oceanside meter is cleaned out the next day, then take the Oceanside reading again. It seems as though the problem could be handled by the two managers, What damage has been done, Mr. Fry does not know but he does not think that we can go back and ask them for a rebate, He thinks that from nowon, we can stop any further difficulties, but he believes that we should forget what has gone past. Director Robinson said he disagrees with Mr. Fry. When someone puts his hand in your pocket and takes out money and then refuses to do anything about it, he thinks it is a matter to be questioned. He stated that you cannot talk to Mr. Weese intelligently and his statement to that effect may be put into the minutes. He does not think that Oceanside is attempting to do anything wrong and feels that no one should be unneces- sarily pushed into a corner, but we do have a difficult problem 5 8-2 3 Lf di k in dealing with Weese, However, we do not want to be cut off on the water, as we cannot afford to have that happen, Director Robinson thinks it might be wise to follow the advice of Mr. Holmgren of the San Diego County Water Authority as contained im his letter of March 29th,- in other words, substitute the quantities computed from the Carlsbad meter on those days when the Oceanside meter shows the higher reading. Director Anthony said that as long as he is a Director 'of the Carlsbad Mutual Water Company, he is not going to sit by and let them take $1425 out of his pocket without doing something about it, Director Rogers stated that we have already asked them to check back on the,facts. As far as the article in the paper is concerned, he is in favor of ignoring it. He then moved, seconded by Director Robinson and carried unanimously: BE IT ORDmED that we advise the Municipal 55-47 District to notify the San Diego County Water Authority that we accept the method contained in their letter of March 29, 1955 of arriving at the amount of water delivered by Oceanside, There beihg no further business to come before the Board, upon proper motion the meeting was adjourned at 12:15 P.
