Commerce Director Robinson moved, seconded by Director Anthony and carried unanimously: BE IT ORDERED that the request of the 55-99 California Chamber of Commerce be filed, Quotation from Webb Brothers of $.1950 €or new pump Quotation and column, with no trade-in for the present pump, for new pump There was a discussion of the need for a new pump which would pump more slowly. Direckor Rogers moved, seconded by Director Robinson and carried unanimousl-yi BE IT ORDERED that the Manager is hereby .59-100 authorized and directed to ipurchase a new pump, subject to the availability of funds, for the East River Well at $1950 maximum, this amount to include installation. Letter dated June 28, 1955 from Public Utilities Public Commissions regarding our request for an appraisal Utilities of our system, Commission The Directors ordered that this letter be filed. Letter from South Coast Land Comp,any regarding Insurance renewal of liability insurance po.licy, quoting a premium of $1275.28.7 E .? 0 J1 F; ,& Director Robinson moved, seconded by Director Rogers and carried unanimously: 55-181 BE IT ORDERED that the liability policy written by South Coast Land Company be renewed, premium to be $1275.28. Insurance, Letter from Claud J. Fennel re cancellation of Cont . our present fire insurance policy and the issuance of a new policy at a reduced rate for a period of three years from 2-1-55. Director Rogers moved, seconded by Director Anthony and carried Unanimously: 55-102 BE IT ORDERED that the present fire insurance policy written by Claud J. Fennel be cancelled as of February 1, 1955 and rewritten for three years at a reduced rate, thereby saving $170.75. Contract I The Directors discussed the proposed contract for Colorado with the Carlsbad Municipal Water District River Water covering the delivery of Colorado River water through the Oceanside pipeline, and also our delivery to Terramar. Attorney Smith approved the proposed contract with one change on Page 4 concerning Terramar Water Company , President Ingels then asked Mr. Cannon-whether he had any comments he wished to make. Mr, Cannon, representing the Terramar Water Company and the Pacific Investment Company, said he.thought the contract was about the same as last yearts except that for last year Terramar had paid $15.00 per foot for delivery. He inquired what the price would be for this year. Director Robinson asked for the Manager's recommendation and Mr. Trygg said that he felt that the way Mr. Cannon and the Mutual Water Company get along, that $15,5)0 would be a reason- able price. He would recommend that we just continue the r "nq - aG>j contract as it was last year, Director Robinson moved, seconded by Director Rogers and carried unanimously: BE IT ORDERED that the carrying charge 55-103 and amount of water delivered to Terramar Water Company remain at the same amount as Past year; and BE IT FURTHER ORDEFIED'tInat the contracts between the Carlsbad Municipal Water District, Terramar Water Company and the Carlsbad Mutual Water Company are hereb*y approved, with the pro'viso that paragraph :3 be amended to avoid any duplication of charges for water delivered to Terramar Water Company; and BE ITrALSO ORDERED that the proper officers of the Carlsbad Mutual Water Company are hereby instructed and authorized to sign such con- tracts, The Manager presented the laboratory reports of Dr, Laboratory Reports Carl Wilson and stated that we had had bad samples on the 20th of June, on July 1st and on July l5th, Report-Perry of the San Diego Union then entered the meeting. The Manager discussed the proposed treatment of our water and read the following letter :from Dr, Carl Wilson concerning free chlorine in water for domestic use;: "1 have been very much interested in your note of July 8th, in-.which you mention odor and taste troubles and especially refer to your own supply and to the water which you derive from the Metro- politan Water District, These odors and tastes, wh.ich appear in many Southern California water supp.lies, are due to the activities of plankton organism, including algae, which grow in open reservoirs, and to the bacteria that thrive upon the dead remains of all of these organisms which may enter our :pipe lines. gater consumers naturally object to these defects, but only until quite recently has :it been possible to prevent them, The present practice is to use chlorine, not merely to kill any living organisms in the water, but also to prevent the development o€ bacterial or of other growths in our pipes, When properly used, Chlorine not on.Ly destroys the organ- isms causing the trouble, but ;also removes the objectionable odor and taste. Its employment, how- ever, calls for considerable care in the adjustment .s,'i .. q9n x*; 3 u . ,. of dosages and must usually be accompanied by flushing to remove any accumulation of organic matter lying in the inverts of the pipes. '"?hen chlorine is used in amounts insufficient to completely saturate any organic matter in the water or in the pipes, then complaints ot chiorinous taste are liable to appear, but if sufficient chlorine has been used to satisty the chlorine demand of the water and also of any organic matter in the pipe, then an excess of one or two parts per,milfion of free chlorine may be present without producing any chlorinous taste and usually with the complete suppression of all other odors and taste which may have been present in the water, This is a point which some people find it difficult to accept. They quite naturally feel that a chlorinous taste would be caused only by too much chlorine. Actually it is too little chlorine that makes the trouble, "1 am well acquainted with theodor troubles which appear in the Metropolitan District water as it reaches the distributors in San Diego County, and can assure you that we are working towards the solution of the problem, but it is one which cannot be completed immediately as very special 'equipment will be required to apply the proper treatment. "In the meantime, you can do much to overcome the troubles in Carlsbad by using higher chlorine dosages, ,My suggestion is that you should start by carrying one-half a part per million of free chlorine into and through the distribution system, All of your underground pipes support greater or lesser growths and if your chlorine dosages, where water enters the distribution system, carries a half a part of free chlorine, you will probably find a point some little distance away where there is no free chlorine, only some combined chlorine, for the chemical will then have been consumed by the growth in the pipe as the water flows further into the distribution system. Without changing the chlorine dosage, it will be found after a few days that the free chlorine has moved further into the system, the point'of extinction having advanced some little way. Progressively, free chlorine will move onward to the end, and this can be accomplished in time without increasing the amount of free chlorine as the water enters the system, A more rapid cleaning process would result if free chlorine were increased to one part per million, ' "Until such time as free chlorine has reached the periphery of the system, there will be areas - _. fp-3 32 I in which combined chlorine in partially saturated organic matter, will cause chlorinous taste, At such times, flushing to remove accumulated organic matter will cause chlorinous taste. The first and most important step is. to increase the chi-orine dosage over and past 'any dosage which I think is now used on your system, and I would suggest that this should be clone before the real warm weather of summer comes upon us. "This method of using chlorine has become the standard throughout the country, and you may safely adopt it for use at Carlsbad, One of the interest- ing places in which its usefulness has been demon- strated is at.Inglewood, California, and you may: like to talk to the Inglewood officials ,about it.. It has also been and is now being used in San Diego, under the direction of Donald A. Hoffman, Associate Sanitary Engineer for the San Diego Water Department. "An additional. advantage from the use of chlorine in pipe line$ is the fact that its suppr-ession of growths helps to maintain the carrying capacity of Diego Aqueduct has caused a loss of ten per cent in carrying-capacity, but this loss was recovered when chlorine was used to clean the lines. This is especially helpful in transmission lines, but is also of value in the distribution system." Mr. Tsygg presented his report on proposed Meters and mains, Neglect to care for such growths in the San Services increases on Meters; and Services, Director Rogers moved, seconded bi Director Robinson and carried unanimously: BE IT ORDERED that Rule & Regulation No.5 55" of the Rules & Regulations of the Carlsbad Mutual Water Company be amended as follows: WHEREAS there have been several increases in the price of meters, copper tubing and valves necessary for the installation o€ the consumer meters and services; and WHEREAS ii appears that the price received does not pay for the cost o:f the installa- tion; NOW THEREFORE BE IT RESOLVED that Rule & "Regulation No, 5 of the Rules & Regulations of the Carlsbad Mutual Wate:r Company be amended to read as follows, effective im- mediately: ~~ , rnn tj y >; &..A 5. (9) Multiple installations which shall consist,. of a minimum of at least five services and/or " - b 592 .: .. meters in the same areaat the same time for the same shareholder upon an estimate based on cost of materials and installation, plus 1% for overhead, Director Rogers moved, seconded by Director Robinson By-Laws and and carried unanimously: Regulations Rules & BE IT ORDERED that each Director be furnished 55-105 with an up-to-date copy of the By-Laws and the Rules & Regulations, The Manager reported that it is now time to start Calavera " Lake drawing water out of Calavera Lake so that we can get it all out by January or February, We hope to withdraw three acre feet a day, but it necessitates sending a man out there three times a day, The directors agreed that it should be done. Mr. Trygg presented a letter from the Security Trust Finances & Savings Bank regarding an $80,000 loan, quoting 5% interest. The Manager reported that there had been 6 leaks on Basswood Basswood, within a few days, It will require 300 feet of replacement and cost $900,00, He also stated that we will have Elm Avenue to do and Elm 8, also Buena Vista and Chestnut. For pipeline replacements, 8 Chestnut we should have another $5,000, Also repairs to Booster Stations and we may have to have a new well. In addition to that, we have the temporary note at Security Trust 8, Savings 3ank which will come up in August for $15,000, , Buena Vista The Directors then discussed the amcnmt necessary and whether to finance it by borrowing or by Assessment, Mr. Eberhard said that the Company would have a better stand- ing with a loan agency if the bills were paid and no large loan mtstanding, Director Anthony said it was his opinion that we should r< c ..4 d a 22 have an assessment to take care of the present needs of the Company, say $25,00 or $30,00, Director Rogers said that not enough money co'uld be assessed in five years to put this Company on its feet, He said an : .. .j assessment would be adding on to the vicious spiral, and that that sort of assessment takes acre after acre out of use, Director Robinson said that the lo-an would not solve the problem, It is necessary to face up to it. If we make a loan, we have to spend money for interest, Director Rogers said that if.an Improvement District was formed, it would save the taxes and money could be borrowed at $0 The Manager read a letter from the Carlsbad Municipal Water District regarding an Improvement District, Director Rogers then again discussed the sale of the Mutual. Mr. Eberhasd said that if an assessnient were levied and the money put into the system, he suppo'sed it would be possible to get more for the Company than if it were sold in its present condition. If it is ever necessary to* do any major financing, we will be in better position than if "we borrow to keep things going, It is up to the- Board to operate the Company to the best advantage of the shareholder so that the shareholders get the most for their money, Director Robinson said that he thought that an assessment at this time is the only thing we can do, Director Rogers said he would go along with an assessment if the Board would first go on record as approving the bond issue of the Municipal. Director Robinson moved, second'ed by Director Anthony and carried unanimously: - - ... ! Director Robinson moved, seconded by Director Anthony and Assessment carried unanimously: WHERWS this Corporation is in need of funds 55-107 to meet its current obligations and to continue the financing of the necessary portion of the 4 , .. Budget for the current year; - NOW THEREFORE BE IT ORDERED that an Assessment of Thirty Dollars ($30.00) per share be and the same is hereby levied upon a.11 of the outstanding shares of Capital stock of tihis Corporation, payable forthwith to this Corporation at its principal place of business, to wit: 601 Elm Avenue in the City of Carlsbad, County of :Sari Diego, State of C,alif ornia ; and BE IT ALSO ORDERED that any shares upon which this assessment remains unpaid on the 16th day of September, 1955, will be delinquent and unless payment is made prior to delinquency=, the said shares, or so many of them as may be necessary, will be sold at the Carlsbad Mutual Water Company Office, at 601 Elm Avenue in the City of Carlsbad, County of San Diego, State of California, on the 15th day of November, 1955, at 11:00* o'clock A.M. of such day, to pay the delinquent assessment together with a penalty of 5 per cent of the amount of the assessment on such shares, or be forfeited to the corporation.
