All d.irectors ackmowledged receipt of notice prior to 1O:OO a..m. July 22, 1955. I. \Vat er Director Rogers made a report on action of 8ater Authority Authority of July 21, 1955. Consulting Engineers Rankin, Longwell, and Hill had, after conference with Manager Eolngren and Engineer Committee Chairman Shelton, recommended by letter that the Viater Authority adopt a policy Of a.ssis”cng in branch line construction where two or more agencies were icvolved and where it was to the interest of the ’dater Authority to ha.ve such line built; Kater Authority to contribute to cost up to entitlements of agencies involved with agencies contributin6 a proportionate share of total cost if they asked for lines la.rger than required for current en- titlement. This recommendation was read at a combined 2ater Problems and mgineer and Operations Committee meeting at 3:SO p,m. July 21, 1955. Opposition to such a program was voiced by Cha-irman Heilbron of the tiater Authority and other City of San Diego representztives and by some outside agencies who already had their branch lines built. It was reported to the Board and at the regular Board meeting was referred to the joint Finance and Engineer Committees for recommendation. Director Rogers stated that there appeared to be only small prospect of its adoption and that if adopted then the District could take advantake of its provisions. Und-er such a program the Authority would operate all lines with abencies contributi to replacements only. It was also reported that a request was submitted to the Xater Authority on July 21 for the organization of a new San Elijo Ii!unicipal Wa.ter District to include some 35,000 acres and to extend rrom Carlsbad District to Rancho Santa Fe east of San Dieguito and- to join Bueno Colorado on the South. It was pointed out that such a District would certainly be in the market for water. The request was referred to committee. I It was also reported thet Rincon del DiaSlo had requested that the Authority guarantee bonds of agencies so that they could obtain lower interest ra.tes and quoted the a.ction of La Mesa in guaranteeing El Cajon bonds. Chairman Heilbron opposed the idea because the Authority might be hbli- gated to pay the bonds in case of d-efault. Attorney Jerinings stated. that it would probably require a vote of the electorate of the Authority to authorize such a program. It was also reported that there was considerable discussion of the Upper Colorado project and of the Feather River Project. Xr. Hill, Consulting Engineer, stated that ther was enough Colorado river water available regardless of the I I I 7/23/55 action taken on the Ui;ger Colorado project to meet the needs of Southern California for 15 years certainly, 20 years probat and 25 years possibly, and that the Feather River project shot; be pushed %O meet these contingencies. The water AuthoriGy has 'been pushing the Feather River Froject and also has made sugestions that the 2roposed 2d Aqueduct for San Diego be made a part of' the program and built at the start of the proje while the Oroville Dam is .being built, It would deliver Colora river water until the line Prom Feather river reached San Sacinto. August 12,1955 Coxplete mailing sample ballots. In discussing the bond election there was kenera1 a.treement that if the '3ater Authority approves a program to help we will take advantage of it. That specific location of branches including branches to the South Coast, into Carlsbad and to North Carlsbad would de2end on the desires of the peopl in those areas as far as possible and Ifunds permit, 2nd that no lines would 3e built unless a definite need is demonstrated Also that if later stu.dy shcwed a 26" line to be adequate, that such a lSne viould. be built.
