HomeMy WebLinkAbout1955-09-01; Municipal Water District; Minutes4% "" fl . .. , Q ;;, & x MINUTES OF THE SPECIAL MEETING of: the of: the BOARD CIF DIRECTORS CAUSBAD MUTUAL WATER COMPANY Special Pursuant to consent and waiver, a special meeting Meeting September 1, of the Board of Directors of the Carlsbad Mutual 1955 Water Company was held in the office of the Company at 601 Elm Aveme, City of CarILsbad, County of San Diego, State 05 California, on Thursday, September 1, 1955 at 1:OO P. M, Directors Present C, 3. 1nge:Ls W, W, Rogers R. R, Robinson c, A, Anthony Arnold Brilhart Also present were W, Dennis Wood, Secretary of the Company, the reporter for the Carlsbad Journal and Maribee Balcom, stenographer, Proposed Director Rogers !;aid that the Municipal Board is Connection Fallbrook- Oceanside proposition made to them to ask the County Water to going to have a meeting tonight, There has been a i lateral Authority for permission to connect onto the end of the Oceanside-Fallbrook lateral. The Municipal Board feels that if they had some expression of po.licy from the Mutual Board immediate11 it would help guide them, Director Rogers said there are several angles to the matter, First, where would the line go? Second, who would it serve? Third, who is going to pay for it? He said it was his understanding that there is no way the Mutual could finance the line if the Eloard decic that they wanted to make the connection, He also said that there is of course a big question as to how much water the Mutual would get if they did connect onto it, He said the present entitlement is the same as it was last year, and is 12/38 of whatever will go through that line, Last year Oceansidc c> and Carlsbad combined took out 3700 acre feet, Out of that, kg* '2 A2 iJ ii 3 Carlsbad got 1600 acre feet, About 500 acres of it went into storage and some was sold to Terramar, Presumably next winter Carlsbad could get excess water through the winter as dceanside has no place to store it. He further said that in San Diego a few days ago, Mr. Holmgren Drought up the mechanical difficulty in connecting onto that line, he to having two meters on the same line, It would mean setting three meters every time the amount of flow was changed, Mr. blmgren said the idea did not make mechanical sense, but of :ourse he cannot make the decision. It will have to go to the $an Diego County Water Authority Board. - Director Rogers then said that if Ca:rlsbad wants to make that I :onnection and there is some feasible means of financing it, the Aunicipal is prepared to go to San Diego County Water Authority tnd fight to get the connection. As he sees it, there could be :wo means of financing, The City could iEinance the line or the 'lunicipal could finance it, I€ the Carlsbad area were to form an :mprovement Distric.t, they could use all of the water, If we .nclude the Utilities and Terramar, Carlsbad would get just its hare of the water. Director Anthony said there are two or three angles to it. 7 :irst is the cost of what you get, Second, Oceanside hasn't enodgh rater now and will fight it tooth and naii. There won't be enou'gh rater to justify the spending of $185,000, Director Rogers said the other angle to it is that if we .ontt do that, what else are we going to do? Director Anthony inquired whether there was any report from the *ater committee that met during the week, ,,. '? .- $2 '1' :q %.J ..-; d Director Brilhart replied that that committee was formed to make recommendations and suggestions regarding the.City taking over the Mutual. It has nothing to do with the water problems. Director Anthony said he would like to see enough water cane into this City for it to expand. People are coming in here and building and expanding. He said he did not believe the connection at Oceanside-Fallbrook lateral would be satisfactory unless we could get far more than the fraction of the entitlement on that line . Director Rogers said that Carlsbad has a theoretical entitle- ment of 1% of 140,000 acre feet, or 1690 acre feet. It might be possible to get that amount through that line for the time being, but it still isntt enough. There was some discussion of the contract of Oceanside with the Municipal and the position Oceanside is taking on the question of a possible replenishment basin. Director Robinson said that it would seem that Oceanside is going tocppose vigorously anything we propose along that line. He said it would not be possible to organize a replenishment distric without Oceanside. Director FZogers said that several people have suggested that the Municipal bring a line into Carrillo's corner and let everyone go there and get their water. The Municipal he said is perfectly willing to do that but there would still be the question of how the Mutual could go after it: Director Anthony inquired whether, if we got it that far, didn't the Board think the Mutual might be taken Over by the City or the Municipal, Such a line to Carrillo's Corner would not cost as much as this original bond issue. 640 . 8. Director Rogers said that Valley Center had voted 9 to 1 t a $1,600,000 bond issue. $1,300,000 was for trunk lines and 10,000 for distribution lines which the people themselves did I have the funds to build. There is a possibility that such a .n might be a solution to this problem, if we bring a trunk line #o Carrillo's corner and then put funds in so we could build les in those areas that had bonded, using the Municipal credit, t could apply to Carlsbad, to Cannon and to the people down th. That might be a compromise solution. The Municipal are ling to go for any idea that is .advisable and that the people 1 accept, Director Anthony said that he thought it would eliminate a of the fuss if the line would come to Carrillo's corner, If could get it that far, he said he felt certain we could get the ey- someway to bring it here next sumer when we need the water. Director Rogers' said the Municipal Board is going to appoint arge sized dommittee and try to bring in the elements that osed the bond issue to see if they had any ideas that could be d, or possibly explain the matter to them, How successful that 1 be, Director Rogers says he does not know. The Municipal ted to get the Mutual's views so that they may undertake any= ng that is advisable. Director Robinson said that he does not think the Mutual Board uld recommend anything on this connection to Fallbrook-Oceanside e because we will immediately have Ocganside completely and dead osed to it. They have that line now and no one is connected to Director Anthony inquired how the Board would feel about nding the money to hook into that line, nc-3 5, Lj j . . .- Director Robinson replied that he did not think it would be of enough value to us over the long haul to really pay out, He said he has never seen any figures that indicated that we could get enough water on a long term basis to justify our spending that amount of money. Director Brilhart inquired whether any engineer had been appointed to make a study of the Replenishment District, Replenishment President'Ingels replied that no one has been District appointed to work on it. They are working on the Adjudication right now and they are contacting the farmers while they work on that, and asking them about the Replenish- ment District, They are going to get together and have another meeting. Mr. Eberhard is to advise us later on as to whether it would require further study, Dresselhaus is working with Mr, Conkling on the engineering for the adjudication, Director Rogers said that the Metropolitan has always in- sisted that they will not permit one area to come in and take water if there is some adjoining property not included in the district that will benefit from it. Everyone in a basin has to go in. Proposed President Ingels said there has been another Pipeline suggestion: that the line ccme to Thibodo's corner, then go right straight through to Sunset and then go straight over to San Mascoso airector Rogers said that Nr. Holmgren told him that there is talk of some o€ those people going in together with the Gas & Electric and building a line, There is a problem as to whether they want to go with our area to do the financing, Some '6 42. of them are talking about wanting to be excluded and going'ahead on their own. -Director Rogers a1s.o said that they had tried to.get the Water Authority to build a line between the present crossing of' the first barrel and the proposed crossing of the second barrel. The figure then'to put it inside of our district was $700,000. He said we lost'by one vote at the Authority meeting. Director Robinson inquired.whether we should notify the past president and past directors to sit in our Board meetings. He said he would like to have Pedley and the other past members and presidents of the Mutual to.discuss our problems. Director Brilhart stated that even if Mr. Pedley does not have an answer, the past presidents and. directors are a part of the whole thing and they may .decide that our stand is correct. We should try to get all the opposition to come in 'and talk the matter over. , Director Robinson said he thought we should write all of them a letter saying that the Board would welcome their 'assistance and their 'ideas. Director Rogers said that the Municipal is to have a meeting tonight and'if the Mutual Board wants the Municipal to ask for this Oceanside lateral. connection, they ought to.say so; and if not, they should say that. ' Director,Brilhart said that if the Mutual Board goes on record as approving the action of the Municipal in asking for this connection, itmight antagonize Oceanside.. He thinks the the Mutual Board should be silent oti the matter of this connection to the Fallbrook lateral. . ~____ ~ ~~ ~ ~~~- b President Ingels inquired how about doubling the amount of water we have stored in San Vicente and then trading it to Oceanside, Director Rogers replied that we cannot even get our en- titlement in the summer'time because Oceanside uses it, .. Director Robinson said perhaps we should ask the Municipal not to.ask for .a connection at this time, until the study groups are heard from.' See what their recommendations are and see what comes out of those studies. He. said this is no time to antagonize. Oceanside. Director Rogers said there has been a great deal of talk about getting a-connection there, and some sentiment to'the effect that we try.to find out whether we can or not. He said he is not in favor of going down to the Authority,and proposing something that he hopes they will turn down. He said if the Mutual Board wants the Municipa1,to withhold action for the time being, they should say so. - Director Robinson moved, seconded by Director Brilhart ,and .' carried unanimously: 55-122 BE IT ORDERED that the Board of Directors of the Carlsbad Mutual Water Company request the Carlsbad Municipal Water District to take no action, prior to the'Mutua1 Board meeting of.0ctober 18thy in the matter of asking the San Diego County Water Authority to permit a connection to the Oceanside-Fallbrook lateral. Director Rogers asked that a letter to this effect be written the Municipal in time for their meeting tonight, . Dire.ctor Rogers then stated that after listening to all of the findings of these study groupsy if this Mutual Board, the Mutual Company and all of its employees will get behind this bond issue, it will go over; He said he is satisfied 6 that a large part of the blame €or the defeat of the bond issue was due to the fact that the Mutual was not solidly behind it, Director Anthony said he wanted to bring up Civil Defense the matter of a request of the Ci.vil Defense Storage organization for space in our storeroom at the end of Buena Vista to use for storage of blankets, etc. They have no place in town in which to store this material. Dr. Fairchild says they need about 10x12 space and they offered to clean it up. *. ic Director Rogers-moved, seconded by Director Robinson and carried unanimously: BE IT ORDERED that the Civil 'Defense 55-123 Organization be permitted to use a 10x12 space in our storeroom at No.2 Reservoir, Mr. T, Bruce Smith then entered the meeting, .. Director Rogers said before we spend any money Replenishment Basin, Cont . on the proposed replenishment basin, it should be authorized by the Board and the Board should know how much money is going to be spent, There being no further business to come before the Board, upon proper motion, duly seconded, the meeting was adjourned at 2:12 P.
