HomeMy WebLinkAbout1955-10-21; Municipal Water District; MinutesMTNUTES OF AN ADJOURXED IGEETING OF THE NUNICIPAL VJATEEl DISTRICT HZLD OCTOBER 21, 1955, AT 601 ELM AVENUE CARLSBAD, CALIFORRIA, AT 7:30 PA SGARD OF DIRECTORS OF 'THE CARLSBAD Chairman Fry called the meeting to order at 7:35 P.M. in the offices of the Carlsbad Mutual Water Company and directed the Secretary to call the roll: I PRESENT: DIKZCTORS FRY, EWALD, ZAHLER, KELLY, ROGER5 ABSEMT: NONE Also present were Engineer Short, Attorney Dennis, members of the press, Bill Burden of the Oceanside Blade-Tribune, and Robert D, Garland of the Carlsbad Jwrnal. Members of the Citizens? Water Study Committee present were: Bk, J. Bond, Mr. E, E. Shull, Mr. R, Dusenbury, W. J. Hoffman and I&. Donald E, Ayres. Corres- Secretary Ewald reviewed the correspondence as pondence follows : 1, Letter dated October 20th from the Carlsbad Mutual Water Company with tabulation of water received from the Oceanside line 2. Letter from the San Diego Zounty Water Authority, dated October lkth, listing all agencies water rate changes effective December 1st. 3. Copy of a letter from the City of San Diego to the City of Oceanside, regarding the proposed Vista Way and 101 Interchange Annexation. I &, Letter from the Carlsbad Plutual Water Company dated October 4th soliciting offers .for purchase of the Mutual Water Company an requesting that interest, if any, be made known prior to the meet ing of December 1, 1955. 5. Letter dated October 19th from a financial consulting agene 6. Report from the Citizens? Water Study ComnitGee recommendir; that the Board engage the services of a reputable engineer to review Carlsbadf s lYater Tra smission problem. Citizens? Mr. Robert D, Garla-nd, Chairman of the Steering Water Committee of the Citizens' Water Comrnitcee, ex- Committee plained that after considerable discussion and and it was felt that several lines should be further studied. Names submitted to the Board for considera$ion were: S. Harding; Jewett of Hill, Leads and Jewett; A. Sloan; and A. Sondregger, deliberation, the committee was not in agreement I Engineering Director Zahler offered a motion, seconded by Dir- Services ector Ewald, that the Board proceed with the se- information available, including the Boyle report and check far enough into the alternate lines to determine whether or not a detailed study should be made, The motion carried unanimously. Engineer Short informed the Board that he feels this is a very wise move and offered any assistance and information available, He advised that in order to compile the information into report form would involve a period of from two to three weeks and there would be no additional cost. curing of services of an engineer to review the Director Rogers offered a motion, seconded by Director Kelly, that the District Engineer be authorized to compile the material available and to cooperate vith ::hornever is ultimately employed and to render such assistance to the engineer as he may request. The mot ion carried unanixously, I I I Director Rogers was izstructed to check on the availability of the engineers listed, in the order submitted, and report to the Board at an adjourned meeting on Tuesday, October 25th. Director Rogers reviewed the Agencyrs Estimated Yater Needs and Supply Report. Oceanside- Director Rogers reported on the regular meeting of Fallbrook the San Diego County Water Authority at which time Lat era1 the request, which the Bo.ard had submitted, for a connection with the Oceanside-Fallbrook lateral wa reviewed. Letters are being forwarded by Chkef Engineer Holgrem to the Oceanside and Carlsbad Districts requesting that a solutio be worked out jointly, The Board will take action upon receipt o this communication, fZecall Attorney Dennis submitted a draft of his opinion o Pet it ions the recall petitions and informed the Board tl.:at t ptitions are so defective that he feels the kard would not be justified in incurring further expense to process th county It was reported that no furthe:r study had been mad Wa t e r on the proposed formation of a County :Water Distri District Until the proposal has been submitted in detail fo the Board's consideration, no :further action can b taken, The meeting was adjourned at 9:25 P. M. on the rcotion of Director Zahler, seconded by Director Ewald, to be recmvened at 7:30 P.M. on Tuesday, October 25, 1955.
