M, Chairman Fry called the meeting to order at 3:05 P.M. and directed the Executive Secretary to call the roll: PRESENT: DIRECTORS WALD , FRY, ROGERS AID KELLY ABSENT: DIRECTOR ZAHLER I Also present were C. D. McClellan and other representatives of the citizens' Watex Committee, Engineers S. -T. -ding and Don Short, Attorney Dennis and representati of the local newspapers. Hardigg Director Ery called upon Mr. Hading for a report and recomenda- Report tions and conclusions up to the present on his engineering study of (Rigineering) Carlsbad Municipal Water District. He pointed out some changes thz have occured in the bond market since the bond report (on the basir of 3% bonds) and the San Diego County Water Authority has ruled that it will not assist with costs of construction of laterals. He stated that the Authority's report by the Board of Engineers indicates a possible shortage of water by 1965 01 1970, The Board's recornmeadation was that no further ameation be made mtil the issue of water supply could be finned up. If other lateral systems are to be buil to take care of arid lands, more water will be necessary. There is an immediate need to get sufficient water to support the present developent within the Distric Oceanside- Mr. Hard- advised that unless an agreement with Oceanside can be Fallhook reached that Carlsbad should run its own line to the Oceanside lateral Fallbrook lateral at an estimated cost of approximately $2OO,OOO. mal run-off and the holding up of the Mutual Wells, the line would take care of current needs. He also gave estimates for alternative projects; in round figures, five miles of line would run approximately $500,000. He would not recommend con- struction of any of the three lines to the aqueduct without more assurance of a future water supply and stated that he felt there was considerable question regard ing the amount of water that can be assured over the next ten years. Under the present set up, Mr. Harding said, extensive new development would not be financially feasible. He suggested careful thought before aqy decision in favor even at a higher rate of interest. Director Rogers pointed out that we cannot borrow money obliging all of the people for the benefit of only some of the people. A discussion between Director Rogers and Engineer Harding revealed that there is little chance of help from the Authori Chairman Fry declared the meeting open for general discussion and various suggesti from the floor were heard. It was suggested that some other agency finance the building of the line with the District to lease its use. Attorney Dennis stated that any change in plans now would necessitate more time which is running short if the District is to avail itself of water by next, swuner. Mr. McClellan suggested consideration of a lease-purchase plan with a private firm to build the line and the District or City to take an option to permit longer mor zation of the cost of the line. Engineer Short reported that he had not fod any. one interested in leasing a line of the size indicated and that he had not heard 0: Such a line cd be expected to pay for itself, and assuming now I of' a bond issue and was of the opinion that short term financing would be better such a plan as Mr , McGleLlanl s having been effected 8Lsewhere. I Improvement The danger of possible law suits was pointed out and Attorney Demir District stated that forrmatia' of an Improvement District would protect the District from law sdts. Calavejm Mr. Dennis Wood of the Mutual Water company stated that Calaveras Lake, consider- lack of facilities for getting the water into the system fast enough, is actually being used to capacity. Engineer Short stated tk the facilities here are obsolete and the water stored in the lake must be treat&, an expensive process. He mentioned that a direct line to the aqueduct with use of storage facilities in San Vicente would pernit taking the water as needed. Chairman Fry suggested that Mr. Karding submit his report in writing for restudy by the Board and Citizens' Committee, In response to a question from the fleor, &. Harding said he was not optimistic about %he Feather River supply being available in a hurry and pointed out that bonc cannot be sold on assurance of Feather IZiver water, Yz, Short declined to comnent on Yr. FIzdingf s report without an opportunity to scbudy and discuss it with Mr. Harding. He said he felt that there are several fac- tors which had not been mentioned and wishes to talk further with Hr. Harding. I Director Bogers suggested that further consideration of the problem be postponed until after the 13th when Oceanside has a meeting scheduled, Other suggestions from the floor were to the effect that some means should be f& to pressure Oceanside into cooperation; that a combined bond issue between the Cities to get a bigger pipe-line might be to the greatest advantage of all; and that a smaller pipe-line might be built with concentration on storage facilities instead since the water supply in winter is more than adequate, For the benefit of those in attendance, Director &ald reviewed what the Board has done so far to try to make sure of adequate water. He indicated that three attemp4 have been made to negotiate with Oceaaside. &. Short reported that if the decision to construct a line is made within thirty days, pipe can be available in about 120 days after that time, Director Fry called upon the Executive Secretary to review the correspondence: 1, l2-1-55, Attorney kymond F, Peist - re Exclusion of Weber and Berkawitl;; Tracts in North Carlsbad and requesting date of filing certificate Exclusions of ordinance, I 2. ljrrigation Districts Association proposed resolutions for consideration at meetings of December 8 and 9, 1955, titled: aY Use of Tidelands Oil Funds for Wter Development B. Purchase of San Luis Reservoir Site C, Purchase of Oroville Dam Site D, Water Rights to be Determined under State bJater Law Resolutions Upon motion of Director Rogers, seconded by Director Kelly, it was of the Irrigation Districts Association, Aerial Maps It was agreed that if the City wishes to have the aerial maps of the unanimously agreed to support all four resolutions at the conventia District placed upon. the wall of the Council Chamber that the maps will be so placed with the understanding that they remain the property of the Distx Bills The Executive Secretary reviewed the current bills and checks #13U through #1318 were authorized for payment on motion of %rector Roge secanded by Director Fry. All Ayes, After an informal discussion with Mr. Harding he was requested to determine which line would be cheapest to build and report back, Director Rogers then moved that the meeting be adjourned until 7t30 P.M., December 19, at the City Hall.
