(Director Zahler called attentioh to the fact that a note for $10,000 is due at the Security Bank by January 1, 1956, and sufficient funds have not yet been received to assure its payment. She was advised to send one also to the Mutual Water Contract company, Insurance The Fkecutive Secretary was instructed to contact McClellan Insuranc have a representative present at the next regular meeting in order to outline an insurance program for the District, Payment of Checks $1319 through 1330, for bills paid during December, were pre- Bills sented for approval. Attorney Dennis advised that the p&tition is without County Water legal status since approval by the Board and also the County Boundaq District Comissioa is a prereqxisite for its recognition, However, it was the wishes of the residents of this community. The petition was handed to the Secrc tary for reading after which attorney aennis expressed some question that the Bound. ary Commission would accept the boundaries indicated. President Fry pointed out that if each district is to go on its own the resultant expense would be greater than a joint venture; he expressed the hope that such a compromise might be effected. Director Ewald pointed out that with the formation of a District we will receive a four acre foot maximum which would probably be adequate for the Mutual area but woul essary to run another line in the future and at greater expense, the main problem now is to get water into the District. Improvement Director Rogers moved that the Engineer and Attorney be instructed tc District prepare a map, description, and estimate of costs of an Improvement District to embrace the Carlsbad Mutual Service Area (roughly the arc bounded on the south by the Agua Hedionda lagoon and on the &st by the El Camino Re for tbe purpose of building a line frora the Oceanside-Fallbrook lateral to connect b the Garlsbad Mutual systen in the vicinity of the Mission Basin \Jells, said informat to be presented for discussion at a preliminary hearing to be held at the next re@ meeting of the Board on January 5, 1956 with a view to determining whether or not property owners concerned want to fora an Impovemer,t District of the Mutual area. The motion was seconded by Director Zahler, Director bald pointed out that the Board had already gone on record as being opposed to going into the business of distributing water ant that this motion would indicate a change of policy, The motion carried with the following vote: m: Zahler, Xell~ Rogers, and Fry. Metropolitan Director Bogers, reporting for the Mater Problems Cononittee, stated tl the Metropolitan has nade arrangements to increase the aqueduct systen to bring it up to full capacity and that prospects for water are now better.
