IEnutes Minutes of the December 19, 1955, adjourned meeting were read and ap Dec. 19, 1955 proved upon motion of Director Ewald, seconded by Director Zahler. Approval was unanimous. Insurance Director By called upon Gerald McClellan to review the insurance needs &ald, the Board wanimously moved to take a binder upon sections fI and IV of the re- port submitted by &. McCleUan (these sections provide for liability and fire insurm with the remainder of the recomertiations to be studied by the attorney and committee before taking further action. Oceanside- A letter dated December 21, 1955, from the San Diego County 'dater Au%ho Fallbrook ity was read; it concerned the proposed Carlsbad service connection and lateral granted preliminary approval for the connection with the Oceanside-Fall. brook lateral and requested information regarding the size of the meter to be installed. Engineering A letter dated December 26, 1955, from Mr. S. T. Harding advised that hl tne District completed by February 1, 1956. Oceanside Director Rogers reported on a meeting at the Carlsbad ktml Mater Com- pany offices held earlier in the day during which it was revealed by Mr MCCOIU~S that Oceanside would offer to renew its contract with the District. New City manager, Herbert Eelson, presented a letter regarding the Council Districts meeting of January 3 at which a motion was passed against the formation of the District, Upon motion of Director Xogers, seconded by Qirector I will be away fron Berkeley until January 9 but will have his report to of any new Districts. President Fry opened the meeting for discussion with members of the audience in order I sound out public opinion regarding the fornation of a Coun$y ?later District &/or an Improvement District. Answers sought were: Do the people south of Carlsbad with to form a County I;later district which would permit them to go directly to the aqueduct for water? Do the people of North Carlsbad wish to go to the Oceanside-Fallbrook lateral, financing through the formation of an Lnprovement District? Or should both groups go together in a concerted effort to solve the problem? County Mater F. M. Chase, Jr., representing the Chamber of Commerce stated tnat no District VS. official corunent was forthcoming from that body. Mrs. Boy Pace of the Improvement \?oment s Club reported that approximately twenty-five wmen had been made Digtrict aware of the situation but, that no action had been taken by the group as Co;mnittee stated that his committee wishes to wait for Hading's report before recomen ing action. He suggested that if possible the report should be speeded up. (Engineer Short reported that information for completion of the report would be transmitts3 early next week,) Engineer Short and Attorney Demis presented maps and esti,mtes for a proposed Improvement District which would embrace roughly the territory of the Mutual service area. Three alternatives were provided for: 1. A ten inch pipe-line froln the e& of the Oceanside-Fallbrook lateral to connect wit the sump in the Mission Basin, to carry four second feet at capacity (the practical max imm available to Carlsbad at any time of the year) at a cost of @.49,900; water throuc this line would necessarily be pumped, To Mesa Drive the estimated cost vould be such. A twleve inch gravity line from the Oceanside-Fallbrook lateral down the El Camino Real and into the North Carlsbad reservoir, to cost $260,800, 3a. A fourteen inch gravity line from the Oceanside-Fallbrook lateral to the transmissior line of Calaveras Lake and the Mutual area to deliver approximately four second feet at a cost of $427,000. 3b. A twelve itch gravity line over the same territory to carry 1,300 gallns per minute (approsdmat$ly three second feet - more than the Xstrict's entitlement, but not all that might be available at certain tines of the year) at a cost of $369,100, Calaveras Director .Zahler enquired as to whether use of Calaveras Iake for storage Storage would be necessary to use the line to best advantage eEd if so wha+ would water out of the lake. Mr. Snort stated that with any of the three proposals the Calavel as problem exists and that the expense would amount to an additional $100,000. Terramar Mr. IT. He felt that a smaller line with one or two small reservoirs to serve the whole District is the answer. Otlerwise, his group would feel obliged to form a County District so as not to get caught withuut water. Mr. Paul Ecke announced that he felt the additional taxes would not be justified in view of the fact that any of the proposed lines could not deEver sufficient water anyway. Another citizen stated that he would not favor splitting up the District as would occur with the formation of an Improvement District to correspond with any of the proposals presented earlier because the expense would be several times what it would cost for the District to stay together and build one big pipe-line. Improvement Glenn Feist of the Chamber wished to know if sufficient water to take care District of future growth of the area would- result from the formation of an Improve ment District. 14r. Short reported that the amount of water from the Ocean side-Fallbrook lateral would be V,ouch md go" but that probably enough would be availabl to get by. However, he stated that whether enough water to permit normal use would be available is doubtful and that the quality and price of the water should suppress its use Assuming that an Lraprovement District were formed, a pipe-line constructed and water stor in winter, If&. He suggested that if it is not necessary to supplement the supply in the future, it would probably be best to confine present activities to the Mutual area, but that if a: should bow what they are getting into; a bond election for a short term of protection, he stated, is not feasible. Director Rogers pointed out that &n Diego does not use all of its entitlement and that what is left is divided among the rest of the Djstricts on a pro-rata basis, and if the present rate continues, the CiWD will have more than double its minimum entitlement. Re semoir Director bgers stated that a reservoir is needed as a safety factor in is a water shortage, it would be a life-saver, Director Ewald pointed out that the original reason for a large pipe-line was to avoid storage which is expensive, since water nust be pumped out of the reservoir and the storage problem should be solved by a group of agencies at a lower cost. In this re- gard, Director Kelly stated that money for stsrage facilities could be better spent at the Meadowlark site which is higher, would provide more water and is generally a better site. He mentioned that mch oppositioh stems from the belief that dry lands would benefit at the expense of others; however, he stated, evidence is thzt assessed valu- ation shoots up as soon as water becomes available so that actually, over a thirty-year period, the bonds would be 90% liquidated by the drhy land and public utilities owners, Charles Forward, attorney for the San Jiego Gas and Bectric Company, verified this from his own experience with property at Poway; his assessed valuation there went from ap proximately $50 to $400 per acre with the sudden availability of water. At the conclusion of this discussion, President Fry announced that it was the desire of the Board to do as was wished by the people of the District, and that no decision would be made until the reports of the Ehgineer and Citizens' Cammittee were in hand. He expressed the hope for continued interest on the part of the citizenry, At 9:55 P.M. a ten minute recess was taken following which the correspondence was considered. Typewriter Director ihald reported that investigation proved that typewriter rental is not feasible since tke monthly fee' amounts to LO$ of the cost of the machine. Director Rogers moved that the assistant treasurer, Director Ewald, should be bonded in- asmuch as he is authorized to sign checks in the absence of the Treasurer. Upon motion of Directw Fees 1955, including $1,500 on account of the %strict formation and $1,300 I for monthly retainer fees to December 31, 1955.
