Director Kelly enquired as to whether the Citizens' Committee had worked on details ( pipe-line size as presented in the &rding report. Mr. McClellan stated that he was personally opposed to the Cormittee working on such details, that they were a matter engineering, and that the stress should be laid on the fact that needed water trill be obtained with the passage of this bond issue. Engineer Short suggested that a schedule of costs as related to pipe-line capacity st be.avai1abl.e to ths Comittee aad the Board as well, A discussion regarding the possible exclusion of North Carlsbad fron the hprovement District was tabled for further consideration at the next meeting. Tentative budget changes were also tabled in order to give the budget committee an opportunity to review possible changes. I Dlireckor Zahler repopted that arrangements have been partially completed for hosting the Irrigation Districts Association meeting on April 26.
