DirectoI Eiald concurred with Hr, McClellan in his opinion that a bond issue wmld have a sub- stantially better chance of passing if it were spmed by a Citizens' grow rather tl to have the Board handle the campaign. Director Kelly enquired as to whether the Citizens' Committee had worked on details ( pipe-line size as presented in the &rding report. Mr. McClellan stated that he was personally opposed to the Cormittee working on such details, that they were a matter engineering, and that the stress should be laid on the fact that needed water trill be obtained with the passage of this bond issue. Director &ald agreed that we should talk in -kms of %ore waterc1 which everyone understands is needed. I&?, NcClellan and Xr. Cannon agreed to confer with Nr. Garland, head of the steering connittee, to learn what could be drne to speed up action Sy the Citizens' conunittee that recommendations can be made fo3 &he meeting of the Board of CMl on Narch 1st. &, Cannon stated that he believed the Gmmittee would adhere- closely to the recomer I I ations of the Hardilzg report. Engineer Short suggested that a schedule of costs as related to pipe-line capacity st be.avai1abl.e to ths Comittee aad the Board as well, A discussion regarding the possible exclusion of North Carlsbad fron the hprovement District was tabled for further consideration at the next meeting. Tentative budget changes were also tabled in order to give the budget committee an opportunity to review possible changes. I Dlireckor Zahler repopted that arrangements have been partially completed for hosting the Irrigation Districts Association meeting on April 26. Dimer at the Twin Inns may be had at a cost of $2.85 pex- person to include tip. Checks 81369 through 1379 were authorized for pameat upon motion of Director Rogers seconded by Director hkald. The aotion carried unanhously. A motion by Director Rogers to adjourn was seconded by Director Zahler and carried unanhously.
