Chairman Fm called the meeting to order at 7:35 P.M. and directed the Executive Secretary to call the roll: Present: DIRECTORS: EWALD, FRY, ROC;ERS, ZAHLER, RELLY Ab sent : NONE Also present were Attorney Dennis; Engineer Short; 0. E. Owen, Jr; & C. B. Smith of the San Diego Gas & Electkfc Cornpay; C. D. McCl& lan; Wm. Cannon; Luthe Shdll; Carl Matthiesen and several other nembers of the Citizens' Water Committee. Director pq hstructed the finance cormrdttee to study the social security situation with the advice of Attorney Dennis. I 5. City of Oceanside: Sea Water and listZng findings of several reports each of which r ecognizes the Intrusion hazard of sea water intrusion and stating that Oceanside is 6dUing to participate in further discussions on the subject. Director Rogers submitted additional reports to be filed with ths letter and stated that, NP. Director Kelly stated his opinion that we should hold a meeting in North Carlsbad for the purwse of apprising the residents there of the facts. Director Rogers felt this was a job for the Citizens' Committee, but Mr. McClellan disagreed and felt that this would handicap the Connittee. Citizens' Director EiCJdld moved that the Citizens' Committee re3ort be accepted and Cormnittee that the Committee be complimented for a job well done. Mr. Matthiesen who had also attended that North Carlsbad meeting announced that he feU the reason the residen.ts voted as they did was that they are not sure they will get Colorado River water since they do not know what is going to happen to the &tu& DLr- ector Rogers announced that a meeting of the Mutual Board will be held tomorrow and it is open to anyone who wishes to attend. Whereupon Director Ewald to handle the canpaign for putting the bond issue across. The motion, seconded by Director Zahler, carried unanimously, moved that the Board accept the genereas offer of the Citizens' Committee Bond The subject of an election date wasdiscussed. Mr. MbClellan stated that Election his cadttee would need at least thirty days (and preferably slx weeks) the issue should be handled separately aEd not combined with a City or other election which might complicate the issue. Director &ald expressed the view that what is to happen to the &ha1 should be decided before the date for the election is set, Chair- man 3ky said he believed the Citizens' Committee should set the date for the election. &. McClellan disagreed and stated that the election date should be set by the Board, Easements Engineer Short annourmced it would probably take the better part of this Election estimated that if no particular problems with regard to easements exist, advance notice to prepare the campaign material. He said he felt that & month to determine the extent of the easement problem. Attorney Dennis it will take about thirty-five days to set up the election process. Improvement Director Ewald questioned the Attorney regarding the steps for formation District of an Improvement District, Director Rogers who opposed the idea stated that if suck a District were contemplated, it should be established as b whethep such action is legal; he expressed doubt that it could be done legany since North Carlsbad can hardly fail to benefit by passage of a bond issue. Mr. Cannon observed that to exclude North Carlsbad might we the people South of the Lagoon decide on a similar course of action and f'urther complica matters. Director Ewald moved that an adjourned meeting be set for March I,,!+, 1956, at 7:3 PoM, to f'urther consider the possibility of formation of an Improvement District. The motion seconded by Director Zahler, carried unanimously. The report of the Mutual Vater Company re storage in Calaveras Lake was read. Chairman Fry appointed Director Rogers to ask the Mutual to use mre Calaveras San Luis by water which is known to be available now in order to put Storage more water in storage so as not to jeopardize the possibility of a new contract with Oceanside. Ordinance It was noted that Rotary is changing its meeting date which would con- #6 flict with the meeting of this Board. The Attorney prepared and present would change the date of the regular neetings from the first Thursday of each month to the first Wednesday af each month, The Ordimae was read by the Attorney and was adopted by roll call vote as follows: AYE: KELLY, ROGERS, FRY, ZAHLER NO : EWALD Attorney Dennis was read and approved upon motion of Director Rogers, the Water Problems Comittee for further study and are to be reconsid- Ordinance #6, amending Section One of Ordinance #1 as amended, which The Ordinance was duly passed. Chairman Fry announced the possibility that he will be absent from meetings from June 15th through mid-August, 1356. I Election The Attorney noted that two offices on the Board will be vacant and are June 5-56 to be filled at the June 5th election.
