The meeting was called to order by Chairman Fry, Present: Directors: EGJALD, FRY, KELLY, ROGERS, ZAHLl3R Absent : None Also pxmx& were Attorney Mrn. Dennis, Ehgineer Clayton, and John Netka. He declared that the 0-F lateral is a 20n line. This was denied and Director .Rogers phoned He. Holmgren who verified that it is not a 2Gf! line and is either a U, or 16 inch line. Mr. Netka declined to state where he had got his information but said if the person who had compiled it is wrong he will admit he is giving misinformation. He said he likes to get his own figures. The attorney poin%ed out that he may be misinterpreting some of the figures he uses. In answer to a question from the attorney as to his facts, Mr. Netka stated that the facts were someone*s else and that he prefers to get his own facts and that we all mab mistakes. Director Rogers asked him who gave him the 20" figure and Netka said that was his own information and when he is ready to present it he will. Chairman Fry asked him if he was stating as a fact that the 0-F lateral is a 20'' line. Metka ad.mitted that some doubt had been cast upon this figure and that Mr. HoLngren had not made a definite statement "so how can I be sure?" Director Ewald pointed out that Mr. Netka was willing to quote Mr. McComas and others who are not authorities on the subject and yet was unwilling to accept the figures of the real authorities in the field. Chairman Fry pointed out that all resources of the San Luis Rey are in use to the ult3 mate and at present we are short of water, Netka suggested that the Board authorize a bond election for the $1,350,000 issue but make it applicable only to the corporate limits of Carlsbad. He suggested also that meantime we connect with the O-F lateral as an emergency measure. He insisted that we should get 8 definite commihent from the Authority that there will be enough water a~ said that water is got by entitlement and not by pipe lines, Director Kelly challenged Netka's statement that there had been a promise made to keel the taxes down on the dry acres. Netka said : tfAll I get is what I get out of the ne% papers and books. If the newspapers are lying, I can't help it," I I Attorney Dennis, reported that the S. D. Gas & EZectric compav will go along on the Improvement Disirict basis for one more election and if it fails they will object to the formation di f an Improvement District having boudaries that would include their company and will object to any plan that will result in taxes for them. Director Ewald pointed out that there are two sources of water supply available to hrlsbad: the San Luis by River bed and the aqueduct; Oceanside could cut Carlsbad off from pumping the river today. If we had a line to the CLF lateral, we would be ex titled to four acre feet per day and ue aye using nine, so it is obvLcrus that the OIF lateral is no solution to the problem. Netka then said, "'1 hear so many things I don't know what to believe." I Director Zahler pointed out that &. Hetka is assuIBing a tremerdous responsibility when he influences voters without having the fact8 and said he should get the facta before he sets out to influence qone. Director E;wald agreed and pleaded with Mr. Petka to avail himself of the facts before contiauiphl his campaign: "when you take the responsibility of influencing the people on a situation as serious as this you should be sure of your facts." Director Rogers stated that he thinks there should be a steering coslpnittee to handle the election campaign and that this Board has the responsibility to get out the facts to the public.
