He testified .that he has had approximately fifteen years of engineering experience including work with the American Bridge Ccrmlpany, et al, and 1 teaching of Hydraulic Engineering at Oregon State College, He stated that he has been associated with the Bogle Engineering Coo for over one year in charge of design an3 construction of water distribution systems. In regponse to questions w the attorney he said he is familiar with the Harding and Boyle reports (Fixhibits "Ea and "FU), He gave a brief outline of the system proposed for the Carlsbad Municipal.dater District envisioning a transmission line from the San Diego Aqueduct North of Escondido running West through the San bkrcos area and entering the East part of the CW (with regulator storage near where it enters the CW) and tw into the existing Mutual system, With reference to the sise of the liae, Mr. Clayton referred to Exhibit wcT2:.sbting it would be a 2bm line to point "DM on the map marked Exhibit "&dm with size .reductions on down it comes into the Carlsbad system, He said the life..of the line would be over 30 years with a minimum of 30N cover to protect it from damage from farm operations, eta, He stated that the cost estimates are realistic based upon his experience and that the prc jest could be built for the $1,350,000 pr6p~sed even allowing for contingencies, He sa that the quantity of water to be provided by the proposed system would be 8,600 acre fc I per year based upon a flow of 18cfs, and as more storage is fnoOWPated into the SyslG tam there would be are water delivered into the area, He said the WS~ PLlaPOSed also includes a 2,90,000 gallon reservoir, He stated that Us Firm is deamflw! to get rights of way for the proposed pipe line and that the costs for rights of way will be covered adequately by the bond iss~le, When questioned about the construction costs as per the Harding report, &e Clayton stated that thy are rising and have risen abaut 5% or more over the past year and tha. they ~3.11 probably conthe to dse, so some of the estimates in the Harding report wi: be low, Re said he believes that all land within the boundaries of Impromnt Distril No. 1 would be benefited by the pipe line bemuse it would bring Colorado River water closer to all land within the District, He stated that it is necessary to bring addffj al water into the area because of the increased salinity of the Mutual wells as well az their lower production - the local water supply is rapidly being depleted. Rogers said that evevbody on the committee is in favor of doing sowthing exoept Messers Heilbron and Holmgren. Another meting will be held on Friday. Director Rog moved that this Board be prepared to contribute $400 for such a trip, subject to Autho: approval.
