Present: Directors z EMALD, ROGERS, FRY, ZAHLER Absent: Directors : KELLY Also present were Messers Owen and Smith of the S. D. Gas & Electric Coo, bhn. Cannon, &@mer Short, C, Hubbs of the Blade-Tribune, et aI1, Attorney Dennis arrived late. I . .. Approval of the minutes of September 5th was deferred until the attorney can review the1 CORRESPONDENCE: 1, S, D. county Water Authority - Minutes of the 8-%56 & 8-16-56 meetings, R5rector Rogers reported that in August, 1956, the Mutual received 918 acre feet through Oceansic line and 198 acre feet were placed in storage in San Vicente. At the end of August CMwl had more than 900 acre feet of water in storage and now has about 1,000 acre feet, Rogc e9i;imst;ed there would be about 1,500 acre feet stored by next duly. This plus our enti. ment would give us a minimum of 3,400 acre feet to put into the pipe line next year - equivalent to a one year suchion -, and this is in addition to what we have in Calaven 2, OlMelveny & Myers: -- 9-ll-56 ..- Calendar for bond election of October 5, 1956. 3. Upon motion of Director Edd, seconded by Directt ZahLer, this was referred to the Citizens1 Cdttee for ref'utation, Citizens' Director Ewald reported as a member of the steering committee of the Cit Committee %enst Cormittee that there had been another meeting of precinct captains and there will be another next Monday. At that time, .&he precinct workel will get their literature, bumper and winiaw stickers, etc. Ewald said there will be a door to door campaign and there will be articles in all local papers. A list of those : favor of the bond issue is being worked up for publication with Bob Watson handling h 0: the precincts and Ewald the other *. There will be cars for taking people to the polls and voters will be phoned on election day to make sure they get to the polls, I Ehgm Colo, Re the proposed contract for loan of water to the BCMWD, the attorney re Wed again that if BCWD does not re& the water as promised, the ori recourse would be to sue. It was moved by Director Rogers, seconded by Director Zahler, that the Board authorize the president and secretary to negotiate eut a] propriate contraat with the BCMWD allowing that district to take during 1956, 400 acre feet and additional water up to 600 acre feet if needed from what is stored to the CMMD account in San 'icente, said water to be returned after July 1, 1957 on a proportionate the storage costs for all water withdrawn, taking the oldest water first. The motion carried unasfmausly and the attorney promised the contract would be ready by the end of the week. moIIthlJT basis with mtum to be completed by HOT, 1, 1957; provided that BW nil1 pay , Belford Village Re the proposed contract with San Marcos to pravide water to Belford Village, Director Rogers reported the following result of a water pro1 committee meeting and discussion with engineer Clafion and Mr. Bell: That San Marcos wc install a connection with a 2a meter to serve that portion of the C?WD at the expense 8: Belford Village with an override of $5.00 per acre foot payable to San kcos and an ovc ride to the CWD of $5.00 per acre foot with the additional proviso that when the CMW has its own line, CWD may, at its option, discmtinue service through the San kcos 1 Rogers reported that Mr. Bell seems agreeable &nd that San hcos will read the meter which will be of the compound type. It was moved by Director Rogers, seconded by Direc hld, that the president and secretary be authorized to negotiate such a contract to bc drawn by the attorney before the end of the week and to provide that any water deliverec under the terms of this contract should be within the preferential right of the Cl+ffdD. Direator &ald announced that the citizens' Committee will take care of the luncheon bills, and tl Secretary was instructed to make-arrangements for the lunches, Director Rogers moved tl an additional #15,00 for soft drinks an3 refrigeration on the bus be authorised. The mc was seconded by Director Zahler and carried with one dissenting vote (Euald). Chairman Fry vas authorized as Major Domo for the trip. I Metropalib Erector Rogers reported on a meeting of the water problems committee af the %tropolitan water District. 'Ehe question came up as to whether th Metropolitan wiU con&ct a second aqueduct to kn Diego C&y, The finance conmitt reported that the money to finzrnce the project could be found under %position W" in the amount of approximately $P,OoO ,000 , The water problems cormnittee moved to authori a survey to include the necessary engineering, plans and specs in order 4% let the con- tract as soon as possible and authorizing the expenditure of $2,000@0. The probla o a tempor ary line was also discussed and is still under consideration. There was also a question re the terndrnrs of the proposed aqueduct and a study will be made including cost estimates for two terndnae. Chief Engineer Dimer has proposed that the zupeduct take off West of the present San Jacinto regulating reservoir, having about 16 miles of open canal of about 500 foot seconds capacity; the remaining 28 miles to be piped with capacity of about 250 cubic feet per second or 18'J,OOO acre feet per year, There was also discussion about increasing the price of water to consuming agencies to cover cost of operatfon through revenues from sale of water. The proposition being co&dmd is charge $15.00 per acre foot for raw water for domestic and industrial use and about $8,( for raw water for agricultural purposes. There would have to be some means of deternda ing which water is used for domstic and which for agricultural PUTposes, Aqueduot The attorney stated that we will have a fight on our hands as far as a new aqueduot is eoncerned if only $a ,OOO,OOO is available, Director Rogers reported that at the last meeting of the Authority it was voted to put a fire under the manager with rewd to a second aqueduct, Rogers referred to the original. declaration of Metropolitan in 19!52 in which it was stated that Metro was in a position to provide additional water for domestic and industrial purposes; in 1955 the sams word ing was used; and in March, 1956, the addition was made that water would also be availa for other beneficial uses as well. This, Rogers pointed out, is the best possible as- wer to the propaganda of &-ax& Smith, "There will. be water," My. ti Secretary bald reported that he had attended a meethg of the Authority Engineer and had been impressed with the work that has been done, a clear indie& tfon, he said, of the work being done by our Attorney, Engineer a& repr sentative on the Board (Director Rogers) , The Board agreed that they should be commend I Conservation Director Rogers noted that there will be a meeting a week &an todq in program. He said the &yes Canyon site should not be oj much interest to the CMJD, His report came fkom the state bmetin a57 on the S&a Ma garita River. Aqueduct Director Rogers noted that the state planners are msiaering three atel native routes for the aqueduct. Damis stated that they are favoring thc Sloan line but that one farther West would be more advantageous to CMWD. Engineer Shod gave the opkion that we should not go to any expense to promte a more western route since the engineers are aware of om wishes, Director Rogers said the 2nd aqueduct would cross our lfne 8,700 feet West of the presa contemplated comectfon with the aqueduct, but if we are to have it in time to do any g( we must take advantage of anything we can get. Also if we have two connections we woulc have water even in case of a brea?cdown, we ehould have b Diego County declared a disaster area. I Mr. &en of the S. D. Director Roge replied that we had already tried this md had got no satisfaction. Engineer Short said that even if the CMWD has to build the line, the cost will be a drop in the b& compared with what it; would cost if we do not get the line.
