The meeting was called to order by Chairman Fry. Present: Directors : EIJALD, ZULER, FRY Absent: Directors: KEZJiX::. DDRECTOR ROGERS ARRIVED LATE. Also present were Engineers uon Short and Wm. Curtis, and C. Hubbs of the Blade-Tribune, Reservoir Engineer Short was called upon to present plans and specifications for a Reservoir. He submitted plans for a closed reservoir to be located on tl Clemson property just West of San Marcos in place of HiU. 780, This latter site, he sa: is no longer feasible since the option on the Belford Village site has expired and loca= tion on the Clemson property would put the reservoir on more of a straight line with thc proposed pips line and thug rdwe costs, The elevation is sdfiaient ta pravlde propel gravity flow to the ilistrict and the site was shown on the mps at the time of the eleei Plans provide for an alternate between a steel tank or a pre-stressed concrete tank. Site Short reported that last Saturday Directors Ewald and Rogers and himself met with Mr. John Wells who is in charge of the Clemson properties to di: cuss the acquisition of a reservoir site. He stated that it is his opinion that id; wou be detrimental to the District to reduce the pipe size and suggested that should costs be higher than estimated en open reservoir should be constructed in almost the same loa tion selected for the closed reservoir; this would result in a saving of from &O,COO tc $50,000. He reminded, however, that this saving would be for only the initial cost and that the ultimate cost would be about the same, In the event that an open reservoir shc be constructed, the chlorination station would be built this side of the reservoir. He said to do away with the reservoir altogether would seriously handicap the District. Hc stated also that it would be impossible for a closed reservoir to be constructed an3 rei for operation on July 1, 1957, since it takes about 11 months from the date of advertis: to completion, However, he noted that the pipe line can be operated manually next summc until the reservoir is finished. Capacity of the closed reservoir would be eight awe feet. Capacity of an open reservoir would have to be about twelve acre feet to be func Reservoir An open reservoir would be only on a slightly higher level. Short said 1 have a verbal codttment from the owner who is agreeable to selling eitl a one acre site for a closed reservoir or a 4-5 acre site for an open reservoir. Cost ( acquisition of either site, he said, would fall within the engineers' estimates. The p: on the large site for the open reservoir would be $blO,OOO and for the small site would : $5,000; these would include easement for an access road of about 2,000 feet in lee 1t1 title to the reservoir property itself. The easements for either site would be about tl same. Short advised against reliance on use of the San Marcos Reservoir. He was instm in accordance with previous authorization re easements, to take options on both sites SI CMWD can exercise the one wanted at the appropriate time. Specs Short reviewed the plans and specifications for the reservoir and said a concrete reservoir would not be as satisfactory as a steel reservoir; th; there would be more in the way of maintenance costs and water loss on the former. The steel tank would probably not require maintenance for five or ten years although the ou' I side would have to be painted from time to time - probably every five years. Resol, #38 A Resolution was read re determining of prevailing wage rates in the MbJD environs. New Office The becutive Secretary reported that the City &nager had advised that taining office space after the first of the year would cost the District $58.75. This expenditure was authorized on motion of Director Zahler, seconded by Director Ewald. Director Ewald reported that a meeting will be held in the Oceanside council Chamber tomorraw. He was authorized to attend and act fcr the District in accordance with the terms of the letter Insurance The Executive Secretary reported on a letter from 8oha Bnrprha & Co. whic Pequhsts an audience with the Bead on January 10, 1957. She was instruc to notify this firm of the Board’s regular meeting date. The Executive Secretary report also that McClellan Insurance had reminded that the CMMD insuraace expires in Januar;~. McClellan will be given a place on the agenda of the January meeting. On motion of Director Zahler, seconded by Director Rogers, the meeting was adjourned at 6:OO P.M.
