The meeting was called to order with the followwing answering roll call:

t ion Company.
Ward vs The Chair recognized I&. Moore wh'o noted that Hallmark*s bid was
Hallmark low on the 140 day schedule. He reminded tbat I&. Wardls stated
intention to complete the job within 140 days is not binding, He
sug@;ested examining the engineer's contract to see if fees would be increased by
a 200 day schedule am3 was informed that the document is available for inspection. He advised against taking a chance on delay in building the line and pointed out that San Luis Rey water supply may be worse next summer than last , He said if
the Board accepts the Ward bid it will be open to criticism ad %he possibility
that the line might not be completed in time to avoid loss through contingencies,
a number of mich might occur. He sugge9ted that the Board consider only its legal liabilities to the District and said the difference of $6,000 as against
60 days more for completion is very little savin$.
During the discussion which followed, Director klwald said he was against hasty act ion ad suggested taking time to consider the mtter carefully. Director Zahler said this is not the time to make the award since we do not yet have the
engineer's final recommendations. Director 3wald noted that the biggest problem.. is theat of delivery of Daaterials. Director Kelly said he does not think the sum- mer water shortage will be vital since we would have water in Calavera to carry us through the dry season.

the 140 day schedule would be July 18th and the earlie st date aer the 200 day
schedule would be September 18th. He stated that if we make a deal with San
Marcos we would have to readvert ise the East en% of the line. He advised against counting too much on water from Calavera since it holds only about 450 acre feet of useable water, and if the San Luis Rey wells go bad, we can't count on help
from Oceanside even if they extend their cont racti As far as contractors are concerned, Rogers said we should take the advice of the engineer and possibly that
of the attorney. He said we should be prepared to award the contract on Friday morning arvi said f'urther that he has not yet made up his mind about who should have the contract and does not intend to decide until the engineer is heard. He
reported on the idea of Dennis which would enable the CBRrJilD to build a 14" line to the West end of the San Ihrcos 18" line, He would then rent capacity to San
Narcos and buy a g interest in their 18" line. Then they would buy back our in-
terest in the 18" line at the time the 2nd aqueduct is completed. This would
contract with San bkrcos they would start delivery of 3 acre feet on July 1, 1957.
