All minutes heretofore not approved were ordered held pending word from the Attorney. coRRIssPoMD~cE : 1, George Reproduction Company, 2-19-57 re BROCRWhl and Quoting prices for addi- tional copies as follows: 1st 100 copies, $152.00; additional 100's at same time, $536.00. It was reyrted that the local Chamber of Commerce might be interested in sharing costs for additional copies, On motion of Director Rogers, seconded by Director maid, it was agreed that if the Chaniber wishes to have copies printed, the Board would a& horize printing at the Chamber's expense. 2. Irrigation Districts Association, 2-18-57 -- Notice of convention, Sacramento, March 20-22. On motion of Director Bald, seconded by Director Rogers, Director Rogers was authorized to attend this convention ar the District. 3. Sa Diego County Water Authority: a. Xinutes of January 10, 1957 b. 2-6-57 -- Tabulations. Director Rogers noted that 410 acre feet of water are now stored in Calavera Lake and that the Lake could be fs. lled within the next 3 weeks, but if we get rain this might result in a lass of runoff. 1 C. 2-14-57 -0 Prelimbry schedule for 2nd aqueduct; request for funds; approval of aerial swvey. The letter was turned over to chairman E"r.v for his review. d. 2-15-57"- Recommendations of Legal and Claims Cormittee which met 2-14-57. . Director Rogers reviewed the histor; of the entitlement que st ion which bad been raised by Fallbrook when they urged that entitlement be based upon monies already paid the Authority for annexation fees, The Authority attorney mde recommendations which were reviewed at a meeting on February 14th when it was pointed out that there are some things being done that are probably quest ionable. Rogers cited the delivery of water to Coronado, Del Mar, San Diegito, Rancho Santa Fe. It was brought out at the meeting that if everyone were to go on a strict efititlement basis and Sari Diego took its full entitlement the City of Los Angeles might vi& to do the same and the, resulting problems might be greater still. It was therefore urged by &ssers Heil- bron and Jennings that agencies not insist on entitlement even though it might re- sult in temporary advantages. Fallbrook accordingly withdrew its original letter and the Authority passed a motion to the effect that agencies be nrged not to insist upon the letter of the law but continue to permit distribution of water in the same tit lwnt. wwr 8s in the paat, i, e, , by mutual apeement without enforcement of leg&l en- In accordance with a request in the letter from the Authority, Chairman Fry appointed Director Rogers to serve as representative for CMXD to meet with the Water Problems Committee of the Authority when this matter is considered again in the near future. 4, Coanty of San Diego, Bowd of Supervisors, 2-5-57 -- Be territory to be annexed to Oceanside. It was certified by Director &ald that this territory was outside of the CIdViD. I Charles Be the request of Chmles E. The Secretary was instructed to write to Bbr, Grull ana aavise that the matter had been referred to the Biiutual, I I Improvement Director Rogers sa.id that a meeting of the %tar Problem Com- Dist. Eo. 2 mittee with the group desiring to form Improvement District NO. 2 is personally in favor of the fbrmation of such a District but pointed out that there are engineering problems which will hve to be considered ad resolved. It was indicated that a meeting will be held prior to the next meeting of the 3oard when it is hoped a concrete proposal will be submitted for act ion. hexat i on Director hhsald reported that the City had authorized the City &ria- as the Camino Real and exclusive of the airport and certain other parcels. A written report of Director Bogers for the Water Problems Committee was ordered held for the next aeeting. Director Zahkr arrived (4:45 PA 1 . Finances A report of financial status as of 2-1-57 was reviewed. Adding Tphe lxecutive Secretary noted that an adding mchine is needed. The %chine possibility of trading the portable typewriter for one was discussed. if necessary, advertise for an adding machine. Attorney On motion of Director Bahler, seconded by Director Rogers, the salary Salary of Attorney Dennis was ordered raised, effective Xarch 1, 1957, from $200 per month to $300 per month on a six months trial basis with the understanding that his work will be kept up to date. It was agreed that the fimce committee should talk with him on this subject and the Secretary was instructed to write a letter notifying him of the Board act ion. In the absence of the Attorney, the Besolut ion fbr Social Security coverage was or- dered deferred to the next meeting.
