Vice-President Kelly announced that the t ime had arrived for the OPeniW of the bids for constmction of Unit 8-2 for arterial water system for Impro~elnent Dis- trict Eo. 1. Nr. Neujahr of diner Brotbrs requested ~rmission to review the bid of the appar- ent low bidder (Xutual Pipe Line & Constraction Company). I Improvement A report from the !later Probleins Cornittee under date of hrch 1, 1957 District 2 sign4 by DirTctor Rogers and Chairman Fry, was pressnted to the Board and a letter from €bile qngineering Company signed by 3ngineer Ckaytoz were read. The latter outlined a po2osal to do the engineering report for the pro- posed Improvement District BO. 2 for t~e sum of $1,000. Primry The recommendat ions of the Yater Probkas Comrnittee were considered survey as foPlows: 1. That the District should underwrite the cost of a primary dis- tribution plan for the entire District at a cost not exceeding $400. ZJngineer Clayton stated, in response to a question from Diractor gwald, that this would be similar to a master street plan for a City and that it mould show the main arteries and recommend pipe sizes for the system. On motion of Director Rogers, seconded by Director Iwald, the engineer was authorized to proceed at once with this study. Dist.2 $1,000 to be repaid if and when such District should be forwd, The Attorney advised that the 3oard has already established a precedent in that t h5y expaded funds for similar purpose in conntstion with the formation of Improvemnt District No. 1. Director Bogers recomezde3 that such report be as complete as possible since it could always be cut back later in keeping with what funds might be available for construction. Nr. Carrol Kelly agreed ad noted that the valuation of the lads in the propo*d District will increase which would mean more could be spa&. Line 3x9 Blngin0er Clayton was queried re line extensions and stated the fol- t 9n sions lowing in regard to the philosophy behind 1% extensions in most Diskricts. He said that with the initial bond monsy, most aistricts do not have enough money to provide water to everybody so some, as a means of ffnanc- ing lines to the property holders, have adopted a "line extension policy" which al- lows the property holder to install a line that would fit the District standards; the District then takes over t'he operation and maintenance of the line and the prop- erty owner is paid back from the revenues from sale of water through the line. Such repayments are set up in different ways: they may be fixed sums per acre foot or certain percentages of the revenues; payments normally extend over a relatively long period. Clayton noted that it wonld be simpler to bond the District to put in lines since the line extension system is quite involved and there are many problems in connection with getting all parties in agreemnt. He said that in San Diego County the policies vary from one extreme to another and, in general, the older the Dis- trict, the less liberal it is regarding line extensions. In response to a question from Director 3wa;Ld, Clayton stated that a 1in.t extension ma;y involve one individ- ual or many. The Bttorn9y added that the Board should decide on whether sub- standard pipe should be permitted and whether the length of the line must be short- ened in keeping with the money available. hiwald pointed out that the master plan will answer the quest ions about Pipe sizes. Director Rogers stated that this would cover more than what the master plan would a& that it should be placed on an acre- age basis. A11 were agreed that the policy should be establiaed and than a,n en- gineering study is necessary. The Attorney advised that a decision should be mado as to how close to any individual parcel of lard the pipe line should go. He said that figures regarding assessed valuation should be available now. The motion was seconded by Director Kelly and a discussion ensued as follows: Yr. Carrol Kelly and Eessers Lyman and Wiegand stated a willingness to pay back the money ana said tkt this was the feeling of the group as a whole. That the teritative boundaries for proposed Improvemnt District Imp. Dist. 2 No. 2 should be everything within the CXG%D South of the North line of the Airport site projected 3ast to the District boundary an& Vest to the City bolmdary. The Attorney stated that when the sngineering report is in it may be desired to change the boundaries, Director Roers pointed out, as just if icatian for Improvement District No. 2, that the more water sold the cheaper the rates will be in the City. Director Bogers noved tat the tentative boundaries for proposed Im- the North line of the Airport site projected East to the District boundary and Viest to the City boundary and that informal hearings be held as soon as the engineering study is complete. The motion was seconded by Director Kelly. Director lwdd asked the Attorney if this is the usual procedure or whether we should have a more defi- nite boundary. The Attorney said that prior to the formal hearing it will be necess- ary to have a definite map, etc., but for present purpows the suggested ph is ad- visable. Director Zahler ashd how this tentative boundary line relates to the City's annexation plans. The Attorney advised that the Board should consider t b fact that the City has filed with the Botandary Commission but does not see why the District should be interested in these boundaries. However, he said, the Board has a right to appear aud protest if they wish. Director Rogers said it is his opinion that someone ahead whether ths amexat ion takes place or not if that is what the people want . He referred to his report of Februry 8, 1957 of the meeting held between him, Chairman Fry, Director awald and City officials on February 7th at which time it was reqwsted that the City be designated as a distribution agency for tk CIiGEI within the City but exclusive of the hdutual service area. He noted that the Attorney has said CkWD can- not give the City an exclusive fraachise to deliver water. Director 3wald stated that the 'CXWD Board is not in a position to discuss what'tktd City will do ad that this is a, matter for the City Council. He said further that with the establishment of Improve- mwxt District No, 2 we vi11 be in thq retail business d policy must be established. He said that all policy decisions should be considered seriously and not regarded as just a scrap of paper. Attorney Dennis said SOW agencies have developed a formula for wholesale md retail rates but tkre are many difficalt problems Policy in this regard which have not yet been interpreted by the courts.
