Present: Directors: Ewald, Fry, Xelly, Rogers, Zahler Absent: Directors: None Also present were Engineer Short and John &Wen (Blade-Tribune) , Attorney Dennis w89 absent. Cranston, Attorney, 4-2-57 - Observations re San bcos Contract, Chairma Fry ordered the letter turned over to the Water Problems Comnnittee, Attorney and Englne for study and recommendations, 2. Security Trust & Savings Sank of San Diem, enclosing Pledge of Securities form to executed by the Treasurer and Attorney, On notion of Director Rogers, seconded by Dir- ector Ewald, the Treasurer and Attorney were so authorized, 3. Boyle Engineering, 3-&57 - Change Wers Nos. 1 & 2, Unit llB". Engineer Short reported that these provide for two outlets on the pipe line West of~the Reservoir but wfthin the San kcos County Water District, Chairman Fry ordered the Change Orders fi: 4. 0"elveny & Myers, 3-26-57 - Copy of letter to Attorney Dennis reporting disconten over the delay of delivery of Carlsbad Municipal Water District bonds. 5, City of Carlsbad, 44-57 - Copy of let$er composed to send to shareholders of the -0 Mutual The third paragraph stating "It is not necessary for you to have the pledgee Mutual Sale matter with the City and the Mutual in order that this might be correctec I sign the card" was questioned, Director Md agreed to take up the Circuits A letter authorizing the Pacific Telephone & Telegraph Company to instal circuits was signed by President Fry and ordered mailed. &it A.2 Contract Documents for Unit A-2 were declared in order Qy Engineer Short and were executed by the President and Secretary as per prior authorisatj Progress Engineer Short reported that the Reservoir is 16@ complete and that the Payment total amount due, prior to April 33, 1957, is $23,691.51, He said the (Reservoir) formal statement would be delivered tomorrow. On motion of Director Rogt seconded by Director Ewald, payment of the bill was authorized. hit B' Engheer Short stated that there has been no progress on Uait B but that Hallmark will start on valve boxes and concrete structures on the 8th. I :. said Hallmark had been told that pipe would be delivered on April 22nd but that he (Sho~ had been advised that it would not be delivered before May 1st. Short said he told Hal: mark to get after the pipe company. He reported that the Mutual Pipeline & Constructio~ Company shall probably start construction on 8-2 before Eis ~tarted, Water Director Rogers presented the following report for the Water Problems Problems Committee: "MINDTES OF A MEETING OF THE WATER PROBLEMS COMMITTEE OF THE CAFUSBAD MUNICIPAL WATER DISTRICT BELD AT 4:OO P.M. t MONDAY, MAFtCH 25, 1%7, "fiesent: Rogers & Kelly, Iate: Zahler. "bgineer Short presented a hster Ph map of a Prhmry Bstribut2on s~&?m for the District as a whole with two sources of water supply: winter storage and the aqueduct, The pGm calls for a loop with one lateral across the middle and with feeder mains radi- ating out from the basic loop. Short explained that the lines are schematic and that I precfse locations would be determined with a more complete engineering study. With reference to the line down the coast he said it would be difficult to justify it from the hydraulic standpoint but that it would provide two lines ink the area so that if anything happened to one, service could still be maintained, The plan also calls for a number of reservoirs varyfng in capacity From ~0,000 to 2,500,000 gallons. If the sys tern were developed to the ultimate a smll pp would be necessary to get water to the mew shaded on the map Pn Ught green as presented to the Bawd, "Engineer Short then presented a preliminary plan for the propcsc;;ed Improvement District - No. 2 which would provide for water reaching every ownership in the proposed District a with lines extending to each t section of all lands therein. Total cost is estimated a $W,OOO and would include two Reservoirs and a 16s line. With reduction in size of th line, the cost would be $956,000. A second and third alternative called for an expend3 ture of $612,000 and $437,000 respectively and would result in a reduction in the size of the Reservoir. Short said a Reservoir is essential to the system and that to put of, its construction would not be practical. He said to do so would leave no reserve for f: protection and that urban development would almost necessarily require a closed Reservo: "Short was questioned regarding the amount of bonds which could be floated by this pro- posed District. He said the market is not as favorable 8s it was a year ago when Poway floated $155,000 in bonds on an assessed valuation of about $lOO,OOO or less. Director, Rogers asked what he would think of a $@O,OOO issue for this District now. Short saLd he would be concerned for the first couple of years when the papnt of interest would this purpose and would, in effect, put up the money for 'the first couple of years he wb not be afraid after that. He said he wouldrecommend holding off payment on the princi for five years. Assuming an assessed valuation of #@O ,000 s in order to raise $9,000 interest, each $lo0 of assessed valuation would have to be taxed $7.9.: or '$4.00 per acr the first year. That would be cut in half the second year. The cost of water for the Poway Improvement District is about $llo per acre foot. Short said he thin@ the Impro ment District could vote bonds to cover the total system but would have difficult$ in d posing of them on the open market. There were some legal problems in this connection which, in the absence of the Attorney, could not be resolved. That the SUIU of $400 be transfered from 'Publications to Transportation in order to cover current and future expenses of this fiscal par, 5. That the SU~ of $72.00 be transfered from Contingencies to Interest for the purpose of clearing the note of $4,000 (10-146) with the Security Trust & Savings M, 7, That beginning April 1, 1957, the salary of the Ekecutive Secretary be fixed at a mnthls rate in keeping with the pay schedule of the City of Carlsbad (Wso~ution NO, 211 Standard Rate l4, as follows: April 1, 195'7 - June 30, 1957 (Step C) $a7000 July 1, 1957 - June 30, 1958 (Step D) 4.38000 July 1, 1958 - (Step @ 4.a 000 I 8, That the finance committee be aut'norized, when the work load demands, or an emrgenc exists, to hire a past tine typist at the rate of $1.25 per hour, 9, That the recommendations in a Melm, from McClellaxi Insurance, dated Mmch 12, 1957, "that a public official honesty blanket position bond in an amount sufficient to co&r the normal operation of the District, such as $Xl,OOO or $25,000 s canceklng the misting for which a Larger exposure exists" be adopted with coverage of $25,000 the amount secom mended by the finance committee, Zahler noted that the bills submitted by Boyle Engineering for services in connection w Improvement District No. 1 had been reviewed and found to be in apparent order. He also reported that the Secretary had purchased an adding machine for $133.00 plus tax, as au- thorized by the Board at its meting of Bhch 6th. The recommendationb re the Ekecutive Secretqts salary was discussed at length. Direct Rogers stated that some attention should be given to salaries for coaparable positions i the area, Directors Ehald and Zahler noted that this, in effect, had been done since it was the City's pay schedule that had been used as the basis for the Cornmittsets recommen tion. Director Rogers asked how overtime was being computed. The Executive Secretary r ported that she had been charging time exceeding eight hours in any day or forty hours in any week (without regard to when the hours were worked) to overtime. Boyle Director Rogers requested clwification re the work done by Boyle Engine8 individual fidelity bonds, and then providing by rider increased coverage for the term I Engineering between the 2nd and 3rd bond elections and what pay arrangements had been made, Engineer Short noted that this work had been ordered on a per diem basis and was billed accordingly, "'ION Director Rogers rnoved the adoption of the Finance Conrmitteers recommends with the understanding that the public official honesty blanket insurance coverage (item 9) should be currently set at $loo ,000 to be reduced to $25,000 at such $ime as this would be in keeping with the assets on hand. The motion, seconded by Mrec- Zahler, carried unanimusly. On motion of Director Ewald, seconded by Director Rogers, the finance committee was instructed to make whatever alterations are necessary in the budge. in order to pay this bill immediately, Secretary's On motion of Director Ewald, seconded by Director Rogers, because of the salElr$ unusual amount of work requ-ired on matters concerned with Improvement Dis. No. 1, the Executive Secretary's salaxy was ordered paid as follows untrl mbr notice : a% from funds for Improvement District No 1; 23% from the General Fw( Bills On motion of Director Rogers, seconded by Director Kelly, the bills for approved. Iectures Engineer Short stated that on April 15th, Shelly Shelton would give a corn1 hensive lecture on the California Water Plan at Palomar College, & invit the Board to attend. He said also that on April 29th, the Chief Geologist of the Departn of Water Resources would talk about the geological problems in all of the tunnels. March (checks #1742-68) and through April 3rd (checks #176+1'786) were I Oceanside & Director Rogers pointed out that Oceanside will have its election on the Reclamation 16th on the injection of red-d sewage into the basin. He said that I Car1 Wilson, purification consultant for the Metropolitan Water &strict, Short agreed that, although there would be no bacteriological con&mination, there certaj would be chemical contamination which would effect the smell and taste of the water. He sait that in its present condition the basin cannot stand contamination; that Irit's reall lousy already". Director Rogers expressed the fear that part of this water would be mix€ with CMcJD*s, was opposed to the plan in that it would result in checmrEca1 contamimtion of the water, 2nd Dfrector Rogers stated that there is to be a meeting tanorrow of the Aqueduct Cdttee concerned with the second aqueduct as2 another meeting of' the Cdttee which has been studying the mter needs of the various Distric Recammendations will be made. He mentioned also that the San Pasqual basin is nou be@ eonsidered for drilling of wells. Director Ewald said Attorney Dennis had advised him that there is a plan to increase th flaw in the aqueduut by la. Ebgineer Short said his finn's study for Ebpinbw indicate; that there is no way in which to increase it to slrch an extent, I r&U& Short said the htropalitan plans to complete its share of the seeand aqueduet within fifteen amthe. Engineer Short said the actual operation of the line is going to be relatively simple since it is designed to operate autarmtically; that only two things would need daily check: the operation of the chloriae station (ad if we connect with San Marc-, this will not be necessBr!y), ad the determination of the amant of water to be arrlered in time for the Authority to upen its ave. Short said Saa kcae would be dealing wi' the Authority on one end ard the Mutual on the other anl there wdd not be mch for an; one to do so far as W is concerned, He said he thinks it would be a good idea to le the Mutual order directly through San kcas and try it for a while. He suggested, how4 ever, that questims of policy should be settled by this Bad.
