Directors Present: Ewald, Fry, Kelly, Rogers, Greek; absent: none. Also present were Stewart Idhite, Cox. Fzmy Price, Dick Carboneau (Blade-Tribune) , Attorney Paul Swirsky, Engineer Don ShcrC and Execu-tive Secretary A. Stephens Lowrie. San Diego County Water Authoritv: Minutes, 8-8-57 and 8-16-57 9-4-57 -- Notice of meeting 9-9-57 9-6-57 -- Tabulations for iivgust, 1957 Director Rogers reported that the Yetropolitan Water District has raised the price of water as of July 1, 1958 5y $3.00 per acre foot in spite of' protests. This rate, he said, applies to doaestic water 2nd stated that there will be along period of establishing regulations with regard to domestic and agricultural use of water. 2, Frank 3. The Executive Secretary reported that the Chamber of Commerce had requested u30 copies for distribution to interested parties. Feist, s11-57 -- Re Oceanside Annexation, On motion of Director Ewald, seconded by Director Kelly, it was agreed to advise the City of Oceanside that this board is already on record as opposing any further exclusiom and in reviewing the situation it appears at this time that there is not sufficient reason for changing this policy, and as far as this Board can ascertain, such exclusion would result in no benefit to CMdD and might actually be detrimental to some of the residents of the area. Improvement A letter dated September l4, 1957 from P. A. Eorton znd requesting ex- District clusion of 60 acres of land from t5e proposed Improvement District ITo, 2 No. 2 was presented for d.iscussion. Director bald stated that if I%. I Zngineer Short said that analysis had indicated that the first year would be the roughest, On the basis of the initial cost of $350,000 and with the demand for only 300 acre feet (conservative estimate) an override of $30.00 per acre foot would be required the first year or a tax rate of $4.00 per $100.00 of assessed valuation. The second year, based on a demand for 600 acre feet of water, and a jump in assessed valuation to $750,000, a $20 .OO override vould be req-zired aEd a $2.00 tax rate. At the end of the second year, Short said, the valuation would be raised sufficiently to justify carrying out of the second step of the program. In the fourth year, the override would be $15.00 with a tax rate of ED$, In the fifth year the override would be reduced to $10 -00 and the tax rate would remain at EID+. The tax rate would drop to nothing at the end of the nineteen years, He said there is no question about the feasibility of the Improvement but the matter should be checked with Rafferty. He noted that the first year's heavy payment would be mainly due to interest. Short said that during the' third year, with the completion. of the 2nd aqueduct, there would be 90 acre feet per year available if the District is ready to use it. He said it is planned to advertise for bid-s on the 2nd aqueduct next month and the water should be available to 0 by July 1, 1959. Director Ewald asked who could afford to use water at $58.00 per acre foot for agri- cultural purposes. Director Rogers said that it can be afforded on the coast where lima, beans and tomatoes can be raised, Director Pagers suggested that as much Colorado Ever water as possible should be used and said that pumping of the San Luis Rey wells has been cut down, Imp. Dist, Engineer Short said he vould check his records against those of CM??D No, 1 before final payment is made on the contracts for Improvement District which t'nis company agrees to assume the liability for the control panel; 3101% said the letter will be forwarded to the CMXD office. He siad Boyle Engineering will submit a final report with regard to Improvement District No. 1. Affidavits The attorney was instructed to prepare affidavits for each contractor which would show that all sub-contractors had been satisfied prior to final payment by the District. Secretarial On motion of Director Rogers, seconded by Director Kelly, .the Executive Time Secretary was authorized to take time off as available (approximately her request it was agreed that her vacation would be postponed to a later date, Hinton It was agreed that an informal conference between the protestants of Damsite . the Hinton Reservoir application and the Vater Problems Committee should No.,l. The Secretary was instructed to notify all interested parties, It was agreed to schedule a meting with the Advisory Conmittee of Improvement District No. 1 for an early date after the next regular meeting. Imp. Dist. Director Ewald suggested t'nat an attempt be made to have Schwabcher & Rafferty would be seeing.Nr. Rafferty in San Francisco next week and volunteered to confer with him regarding the financing of the proposed Improvement District. Director Rogers agreed that it would be an advantage to have Mr. Pafferty present at the next meeting. The Secretary was instructed to send I&.
