Director Zuald expressed the opinion that this mattes shou-ld 3e left entirely to the En. gineer and that noone on the board or staff should make any committment at this time. &a Dally suggested that the $200.00 per day penalty might be high md that penalty sho1 be based upon actual damages. Engineer Short asked, in that event, if dmages over a tr day period amounted to $5,000 or $m ,OW would it, be logicd to ass- that this should the penalty?
