The meeting was called to order at It13 P.M. by Vice President Camohan. Directom present: Camohan, Coe, Ewald. Mrector Creek arrived at l:15 P,M,. Absent: Director Kelly, Also present were Attornerg SwirsQ, Engineer Short, Ekemtive Secretary Me, Clair Snodgrass, Bill Wingfield (Blade) , Joe Heredia (Journal) 3 Bill Pm (Union arrived late. Minutes of the meeting of January 13, 1959 were approved as corrected on motion of Director Ewald, seconded by Director Coe. CORRESPONDmCE: 1, American Water Works Assn., Inc., 1-31-59 - report of Nominating Committee. 2, Irrigation Mstricts Assn., 1-9-59 - Spring Convention Notice, Sacramento, I March 18-33 , Engineer Short stated that he will be in attendance, 3. fietters re dedication of road to Ccrtlnty: Horne, Hillebrecht, Meals, Bonn, Rancho La Cwta (Apes) , Howell, Kraus, Engineer Short advised the District to keep prior rights rather than give complete easements when the County accepts, ascertain grade they me going to establish before granting them an easement, to eliminate the possibility of having to lower the District line. 4. Lyle Bonn, Frank H. Ayres & Son: be included in reimbursement fee. Director Ewald moved that the emgineer advise Mr. Ayms by letter that at the time these tees are included as a permanent part seconded by Director Greek, Ha plans at this time for permanent canneetian to these tees, (2) 2-9-59 - Contract request for repapent of water line costs. Rancho La Costa easement, Lateral "K". On motion of Mrector Bald, seconded by Director Cae, it waa agreed to write Apes & Sans advising them that it will be necessary for them to get the District a cauplete easement, cost breakdown, and %a construe plans (four sets - two to be attached to the agreement) before the Board ean raake the final recarmnendation, Attorney Swirae pointed out that if pnt were to be made A.am bond procdeds, the line mnat be in canformity with the Master Plan. Rogers, 2-9-59 - Enclosing water message of Governor Brown (1-22-59) and announcing meting of Authority Water Problems Committee 2-19-59 to disouss the message, I Golden Attorney SwirsQ and Ehgineer Short today finished a letter to Golde Anderson Anderson, using the approach that thefr valves are not actuallJr wor3 whether the &trict should sue or negotiate. !l!he $4,OOO .OO would curer the Gast of the valves but not the insfallation. Engineer Short stated that Boyle Engineer Would be happy to, and do intend to, do anything to take care of the engineering at no cost to the District. Will wait for their commaeats to dwide It was indicated sll the valves are critical and should be replaced imntediately, using the $4500.00 budgeted for reserve fur contingencies I,D.#l. Engineer Short thought the eost of this unit c& be saved if new valves are installed, if the pump fa needed beoauae of le& created by the defective valves. Director Greek moved that the change on these valves be made 88 quickly as possible and the sump primp not be installed until the Engineers advise the neceesity of it, Seeded by metor coe, balk The purohase of a leak detector, authorised on reoomndation of the Detector Manager at the last meeting of the Board, was questioned by the En@ On motion by Director Greek, seeonded by Director Ewald, it was agrec that at this time the purchase should be deferred until a definite need for a leak detector is sham. Resemoir Director EtJald indicated there is a problem in I.D.#2 in regard to & Pressure the reservoh and water pressure. Direct f?rom the line, there is pressure is not sufficient. Engineer Short remarked that pressure is controlled by the level of the water fn the reservoir and the reservoir is put at the highest point, The reservoir location is sueh to give - service to the coastal aroa but this problem close to the reservoir will exist until a small line is nm Prom the up-stream side of the regulator to the lands. The pressure is sufficient for domestic prupoaes but sore is necessary for irrigatfon. Mom pressure regulators, even on the coast, might be a necessity, to regulate pressure far domestic use. Engineer Short asked if the office could determine which specific services have study and possibly ~~nre up with a simple soXut2on. Typewriter The office typewriter is badly in need of repairs, amording ta repairs to equipmsnt need not be okayed by the Board, Wall Clock Autharieation to purchase a wall clock, not to exceed $lO.OO, for by Director Coe. I sufficient pressure for irrigating but when the reservoir is on, this problem and their specific locations, so engineers could give them special Executive Secretary Loefiie. They make operation of the line a lot simpler, ptwtidarly on dirt roads in Improvement Mstrict Ro. 2, Executive Secretary Wie has placed an order for six, on recoxmnendatioa from Mr. Hauslanen. On motion of Director Ewald, seconded by Direct Greek, bills covered by checks numbered 2762-73 were ratified, as were checks 2'742- and 3ank of Aaerica check ambered 405, in the mounts of $43,583.86 and $2,265.32. Checks numbered 2W&84, munttng to $9,715.25, were approved by motion of MrectO Evald, seconded by Director Greek. d8SfSkt At present, the only authorized signature, line two, is Director Treasurer Greek. A motion was offered by Director Greek, seconded by Director authorized to sign on second line in place of Treasurer in case of Treasurer's absence or indisposition. ordinance Attorney Swirsky presented and read Ordinarme $l5 which changes the Tuesday of each month at the horn of 2 o'clock P.M.".
