The meting was called to order by Vice President Carnohan at 1o:lO A.M., Direeta present: Carnohan, Coe, Ewald, Greek. Absent: Director Kelly. Also present were Engineer Short, likeaative Secretary hwrie, Mrs. Clair Snodgrass , and ?&, Charles Hausladen. Ayres Engineer Short reported that Be is concerned by the fact that the construction on &res lines has been going ahead without advance approval. by this District. He referred to a trench which was dug on a loeation other than shown b the plans and stated that this had been done beeauae of an easement problem. He said that Engfneer Kubota, hired by the Ayres, had told him they would not be able to submit a revised plan until after the line is in the graund became they plan to start lasing pipe today. Short said he had addsed Kubota that no *her work will be pemnftted until a revised plan is submifted and approved. Director Greek suggested that the District require plans be submitted and approved by the Board before any lines are put in the ground and that such lines must be inspected and accepted by the District with coets to be determined by the District at the tbe the plw are submitted in order to be sure that they are in line, and that no field changes should be permitted without the approval of the Bngimer authorized by the District. I I Engineer Short advised that it would be preferable in the case of lines built for after bid awards so there could be no question on the part of any taxpayer at a later date. The Attorney dved at 10 :@ A.M. and Engineer Short reviewed the discussion to that time. On motion of Director Ewald, seconded by Director Greek, the Engineer and Attorney were instructed to write a letter to the Ayres, draaping attention to the fact that plana have not pt been submitted properly prior to the start of work and that field changes have been made without authorization and, f'urther, that ff reimburse ment is expected, the 0 Board and Staff must be fully advised before permission will be granted to comect to the system. ordinanee On moWm of Dimetor Ekald, seconded by Director Coe, the Attorney m was Instmeted to draw an amendraent to Ordioance No. 11) to correct certain deficienclers 88 nded during the general diswsien and to notify the Apes regarding the proposed amendnwnt before aqf =her work is done, The Attorney noted that the Board has the right to mfuse to accept lines not installed in accordance with terms as outbd, including approval by the District's Engineer, Hausladen Director Camohan introduced I&. Charles Hausladen as an applloant for the position of superintendent of operation and ntainbmnoe of the District's pipe lines, Duties were ontlhed as follows: complete control of operation and maintenance of the pipe line system; contacting public re line extexmicms; inspectfona of installations and also actual installations of mters; aad generally carrying out the aims of the District's Board. The Bosrd then retired to executive session at ll:B A.M. and reconvened at 11r35 A.M., Roll- call revealed all Directors present except Kelly. On motion of Mreotor Braid, seconded by Director Coe, Mr. Haasladen was hired on terms outlined &ope to begin work March 1, 1959 for the sum of $soO.oO per month plus lQ$ per nile for the we of his vehicle I Snodgrass On motion of' Mreator Bald, seoonded by Director Coe, Mrs. of $274.00 per month.
