AT 601 ELM AVEm, CARLSBAD, CALIFORmIA. At 1908 P.M. the meeting was called to order by President Kelly, with the following directors present: Carnohan, Coe, Ewald, Greek. Also present were Attorney Swirsky, Engineers Short and Ditsworth, Executive Secretary Lowrie, Pipeline Superintendent Hausladen, Mrs . Clair Snodgrass , and Mr. Harley Clfng (Cla-Val Company) . Director Carnohan moved that the minutes of February 10 and 11, 1959, be approved as read: seconded by Director Greek. CORILFSPONDENCE: 1. Outgoing correspondence other than routbe : I. (1) Carlsbad City Planning Commission, 3-5-59 - re zoning of perimeter land. (2) Boyle Engineering to Sierra pipe Line & Construction Co., 2-24-59 - re malfunction of valve in I.D.#2 vault. A representative from Sierra pipe, together with Superintendent Hausladen inspected the valve in question and found it in perfect working order. Both felt the fault lay in that the signal does not reach the valve from the automatic control. (3) Legal Counsel Swirsky to Lyle Bonn, 3-5-59 - re adherence to ordinances Supt, Hawladen informed the Board that the Mesa line is connected on of CWD in construction of line extensicms. to the main line and already has some water in it, and the Apes intention is to test it Thursday. To the Superintendent's query as to his responsibility at this point, Engineer Short answered that since the line had not been offered to the District, not accept any applications for service or connect any meters on such a line until the line is formally offered and accepted 8s a District line. He suggested that the District be more strict in letting anyone commence construction because at the point of commencement they are tying on to District lines, perhaps control by contracts. It was generally agreed that a method of procedure be outlined so District rules and regulations would be clearly understood in all future transactions. As far as Apest new line is concerned, Engineer Short suggested the line be cut at 2100 feet, plugged, and a meter put ahead of the plug, thns considering the 24r, extra feet as a separate extension. (Bill Parry of the San Diego Union arrived at this pol there really wasn't anything he could do, In Short's opinion, the Mstrict should I - 1:5O P.M.). On motion of Director Ewald, seconded by Director Carnohan, the engineer was mthoriz to prepare a letter to Lyle Bonn with a copy (sham on original) to the Apes & Son office in Los Angeles, clarifying the District's position and requirements on line extensions. Director Ewald remarked that the Los Angeles office should get a copy of all correspondence. (A eapy of Attorney Svirskyk Pasreh 5th letter will be forwarded 2, San lkrcos County Water District, 2-2-59 - re connections at Station 12&5 and Station 423+9 to supply water to Section 17, TUS, R3W, 63 acres. Fxemtive Secretary Lowrie commented that in Finance Cammittee meting, it had been pointed out that this was in our agreement with San Marcos. Approval was voted as requested in the letter upon motion of Director Ekald, seconded by Director I 3 . San Diego County Water Authority: (1) Minutes: 1-8-59; 1-15-59; 2-12-59; 2-19-59. Irrigation Districts Awn., 2-17-59 0- Convention notice and schedule authorized one Director and the pipeline Superintendent to go to the Convention. Director Carnohas plans to attend. Standard Iron Supply, 2-23-59 - re Stran-Steel color buildings. Excerpts from CMWD Board meeting minutes re permanent location. Executive Secretary Lawrie read excerpts from the minutes of July 2, 1958 and December 9, 1958, regarding purchase of a permanent location. She also showed a brochure from Standard Iron Supply on metal buildings. After discussion, Director Ewald moved that a letter be sent to the City of Carlsbad, requesting a %-year lease on the parcel of ground on the easterly side facing Oak Street, approximately 50' x 100 f , at a price of $1.00 a year. Motion seconded by Director Cmohan. 7. Max 0. Ewald, 3-5-59 -- resignation. Industries Supply Co., 3-9-59 -- Valve quotations , Engineer Short introduced Y?2. Harley Cling, factory representative of the Cla-Val Company, who was invited to attend the meeting to clarify the price different in the quotations of March 9th and those of January given to Manager Rogers; also to assure the Board that his company unequivocally guarantees their valves in this syste The January quotation had been given upon request of Nanager Rogers for a specific valve, the Model 19, which is stric%ly a pressure-reducing valve. The March quotati is based on combination valves which are felt necessary after a survey of the system. These combination valves are high velocity and higher drawing, with two different types of control rather than a single control as on the Model 19, hence the differen in cost. I Mr. Cling stated the valves are guaranteed for one year from date of shipment, defective material is replaced free of charge, providing after inspection the materia is found to be defecttve, FOB factory, He said approximately six years of service could be expected before the diaphragm would have to be replaced, or even the seat, and eight or ten yeam for a disc. The valves have a cast iron body, bronze operatin parts, and leather diaphragms . If the valves give any trouble before three years, the Cla-Val Company should be notified, Mr. Cling continued. After a three-year period, a regular schedule should be set up, valves opened and inspected. Cla-Val salesmen are trained to take care of their equipmant in the field, After installation, the Company would be glad to send a service representative to adjust the valves and instruct in their care, but the District would be expected to maintain them. If help is required, however, Cla-Val is always glad to give it, Director Carnohan moved that the Board authorize the purchase of the valves in accord of that quotation, as follows: "This quotation supersedes all previous: ITEM QR. The approximate cost of $4,9l4.76 is broken down to gross price, $4682.37; tax, $187.39; freight, approximately $,!+!j.OO. Engineer Short explained that Item 7 is not a replacement and not needed; while Item t is a replacement for a valve installed initially only to protect the system during construction of the concrete reservoir; it has served its purpose so there is no point in replacing it. I Legal Counsel Swirse was instructed, by general agreement, to write Golden Anderson instituted, that the prfce presently stands at $5,000.00. No reply has been received to Attorney Swirskyts letter setting forth the $4,OOO.OO figure, Hinton Attorney Swirsky has talked to Hr. Hill, the Director of the State Water mite Rights Board, about an extension of time for the agreement Mr. Wight is write them a letter informing the Water Rights Board the final agreement would be forwarded in the near f'uture. This the Attorney hw done. Ordinance In the amendment to Ordinance No. 10, the Attorney has set out an ABC infoming them of the revision in cost figures when actual replacement of valves WBS preparing. Mr. Hill asked that we not apply for another extension but No. 16 procedure which leaves no question. Basically: any person that wants to build any type of permanent line would have to have the eonstruction engineer run the preliminary design study (only the District Engineer is qualified to tell which type of line is required) at the cost of the applicant. Then, the report would come in to the Board and the Board, upon recammendation of the engineer, would determine whether or not this is a primars distribution line. No matter what type of line it is, up to this point the procedure is the same For PRIMARY lines: the District Engfneer will prepare the plans and the District wil: actually put the job out for bid, after all the necessary deposits are made by the applicants . . Paul Ecke Supt. Hausladen informed the Board that Paul Ecke wants the privilege of filling a smaU reservoir (100 act) on Ms land without paying the City rate. Last year he cut dam on flower production because of lack of water. His proposal was to fill the reservoir during the winter months when the line could handle it, then ~~~tmp it aut in the summer and buy it. Executive Secretary Inwrie pointed out that the water would belong to the District until summer, even what evaporated, I Director Carnohan moved that the engineers discuss the proposal with Mr. Ecke asd report back to the Board. Motion seconded by Director Coe. Capron Legal Counsel presented the following to the Board for action: Appraisal Easement report was $ll02.00, which amount has been offered, but Elr, Capon set a figure of '$2200.00. On motion of Director Carnohan, seconded by Director Goe, the offer of $22D0.00 was rejected. We of Superintendent Hausladen asked that the policy on meters be clarified. Meters Engbeer Short remarked that since the beginning of the District, Herseg meters have been used exclusively, primarily because Hersey is about the only manufacturer of the kge meters. He feels that the District is well advised to more or less standardise on the make of meter so a large stock of parts is unnecessaq Short recanunended staying with the Hersey Company and the Hersey meters, Mr* Hausladen then inquired if it would be all. right to install a second-hand meter which a customer had bought and had certified. The engineers replied that it would be satisfactory if the meter were factory certified and for irrigation only, Domestic meters should be new- Meter Tie-in Superintendent Hausladen discussed meter tie-in connections. It was Connections suggested by the engineer that this is the type of matter that should be I left to the discretion of the Superintendent. Warehouse The need for a small warehouse (10 f x Ut) was cited by Mr. Hausladen. (Portable) He had been given one price of $375.00 . Fresident Kelly suggested he get other bids on it. Overtime It ww pointed out by Miss Lowrie that she had put in fifiy-six (%) personnel and procedure. It was moved by Director Garnohan, seconded by Director Greek, that Executive Secretary Lowrie be paid for half the fifty-six hours and take the other half off in equal time. Overhead On motion of Director Carnohan, seconded by Director Greek, the overhead hours overtime since the Uth of Ja~mzwy, due to the change in office charge was raised from 5% to lo%, effective imediately, Finances On motion of Director Garnohan, seconded by Director Greek, the followin{ checks were ratified: February, R2785-28ll ($42,024..56); Narch, #2812-21 ($281.94) Director Carnohan moved that checks numbered 2817-2831, in the amount of $2,247.42, be approved. Second by Director Greek. Ford Sale of the Station Wagon was discussed. Executive Secretary Lmmie bid, that the white sides on the tires are jwt flaps. Fresident Kelly declared the meeting adjourn ed at 4:20 P.M., on motion of Director carnohan.
