DISTRICT HELD JUNE 24, 1959 AT 4:OO P.M. AT 601 ELM AVENUE, CARLSBAD, CALIFORNIA,
TO CONSIDER MATTERS PERTAINING TO THE BUILDING OF THE SECOND AQUEDUCT CONNECTION AND DUAL CHLORINATION PLANT, AND TO RATIFY A LETTER FROM THE BOARD OF DIRECTORS
SENT TO WATER USERS OF CARZSBAD MUNICIPAL WATER DISTRICT.

The special meeting was called to order at 4 o'clock P.M. with the following
directors answering roll call: Kelly, Greek, Carnohan. Absent: Coe. Also prese
were Attorney Swirsky, Engineer Short, Executive Secretary Lowrie, Pipeline Superi
tendent Hausladen, Assistant Secretary Snodgrass, John Barnes (Blade-Tribune) and
Bill Parry (San Diego Union).
Engineer Short explained to the Board that in order to expedite construction of thc
2nd Aqueduct Connection and the dual chlorination facility, the necessary pipe and
fittings had been segregated from the balance of required items. Since the pipe
would amount to well over $10,000.00, the question of legality of informal bids
was checked by Legal Counsel Swirsky in the Municipal Water District Act and the
Government Code, with affirmative results.
Following are the bids received:
Southern Pipe $15,460.00 Smith Scott: Co., Inc. 16,160.25
American Pipe & Construction 17,189,40 (unit price basis)
Engineer Short affirmed that all three are reputable firms and that prices are
standard .
Resolution The following resolution, numbered 97, was unanimously adopted
No. 97 through motion of Director Carnohan and second of Director Greek:
the bid be accepted from Southern Pipe, Azusa, for pipe and fittings for the
Santa Fe Chlorination Station and 2nd Aqueduct Connection: approximately 1970 feei
$15,460.00 net, FOB jobsite, 45-day delivery basis.
Superintendent Hausladen informed the Board that the order had been placed as of
today (6-24-59), and that he might be able to get delivery in thirty (30) days
rather than forty-five (45).
Letter to The following letter was ratified by unanimous passage of a motior
Water Users profferred by Director Greek and seconded by Director Carnohan:
"To Water Customers of Carlsbad Municipal Water District:
That Superintendent Hausladen be authorized to order and that

"The programming for supplying water to meet the estimated needs of consumer:
of Carlsbad Municipal Water District has made it evident that there will be a
problem of meeting simultaneous demands for all the water that consumers may desire
during the periods of high demand and usage in the summer months. So that all
parties will receive the same information, this letter is being written to inform
you of the problems confronting the District and all water consumers during the
next few months.
"The Board of Directors of Carlsbad Municipal Water District desires to
cooperate with all consumers in every way possible to meet the needs of each water
consumer. However, the present water system of the District does have certain
delivery limitations. Due to the dimensions of the San Marcos line (which delivers
Colorado Water from the aqueduct to the District line), the District can receive
only sixteen (16) acre feet per twenty-four hours. The District can therefore
period. The District lines are of sufficient size to serve more than fifty (50)
acre feet per twenty-four hours, but such a quantity of water cannot be delivered
to consumers until the District can receive water from the 2nd aqueduct, now under
construction. The target date for receiving water through the 2nd aqueduct is
September, 1959, but the District wishes to emphasize that it has no definite
assurance that water will be available from the 2nd aqueduct at that time, nor
does it have any control over the construction program of said aqueduct.

"It should be pointed out that in the event of a week of hot weather (around
100' temperature) , the City of Carlsbad could easily require the entire flow of the
present line. Therefore, all growers in the District should take this fact into
consideration in planting crops in July or until the 2nd aqueduct is in operation.
Growers of annual crops should know that the City and the orchards have priority
in the event that water is in short supply.
"The City of Carlsbad has expressed its intention to assist in the problem
by trying to take District water at night into storage at Calavera reservoir and
using water from the reservoir to serve the City of Carlsbad during the daytime
insofar as possible. It must be realized also, however, that this storage plan
has limitations due to the limited size of the filtering system of Calavera
reservoir, through which all water must pass in coming out of the reservoir.
"lt is hoped that this letter will help to apprise all customers of the

Carlsbad Municipal Water District of the operational problems facing the District
during the forthcoming summer months and that: all parties will plan their water
usage in accordance with said information and offer their utmost cooperation and
assistance in solving the problems.

for delivery of water to irrigators.
President Kelly declared the meeting adjourned at 4:45 P.M..

Dear Director :
The undersigned, as President of the Board of Directors of the
Carlsbad Municipal Water District, hereby calls a special meeting
of said Board to be held Wednesday, June 24, 1959 at 4:OO o'clock
P.M., at 601 Elm Avenue, Carlsbad, California.
The purpose of said meeting is to consider matters pertaining
to the building of the 2nd Aqueduct Connection and Dual Chlorination
Plant, and to ratify a letter from the Board of Directors sent to
water users of Carlsbad Municipal Water District.
