WATER DISTRICT €BLD DECEMBER 15, 1959 at 2:00 P.M. AT 2698 STATE STREET, CARLSBAD,
CALIFORNIA,
President Kelly called the meeting to order at 2:07 P. M. with Directors Carnohan,
Greek and Coe answering roll call. Director Maerkle arrived at 2:lO P.M. Attorney
Swirksy, Engineer Short, Pipeline Superintendent Tucker and office staff were also
present.
Minutes of the Regular Meeting November 17, 1959; Adjourned Regular Meeting of
November 24, 1959, were approved, and minutes of Adjourned Regular Meeting of
December 4, 1959, were approved with the following correction - in las paragraph
of page 1 , the word "valve" should be "flange", through motion of Director Greek and
second of Director Coe.
Pipeline Extension Pipeline Superintendent told the Board Mr. Lyle Bonn had made.a

deal, possibly for three or four years, and the water was to be used for agricultura
purposes only. He was very much against putting in a master meter because he felt
being just a temporary line the cost would be too high. He advised the Board he
dould guarantee the line would not cost the District anything. The District would
have no maintenance or repair costs and he would guarantee all water losses.

agreement conGerning this line which would state that the District would have the
right to install a master meter any time the District felt the situation would warra
it, at the expense of the applicant.

responsibility for maintenance and repair cost, and in the event there was maintenan
or repair to the line and the applicant did not do it, the District would do it and
bill the applicant.
There would also have to be some type of determination in the agreement in the event
there were some water losses. Discussion followed on what procedure to follow to
estimate water losses and it was decided it would be arrived at by the pipeline
Superintendent and District Engineer. Also, the applicant should have the overall
responsibility of water for his tenants in case they did not pay their bill.
Mr, Bonn said hejwould, agree to all the foregoing.
After discussion, upon motion of Director Greek, seconded by Director Carnohan, and
unanimously carried, it was moved that the Board would agree to the temporary connec
tion purposed by Mr. Bonn, and the *attorney was directed to draw up legal document
for same.
Mr. Bonn left the meeting at 3:40 P.M.

On the proposed Improvement District #3, the Engineer reported he had made up a table
which he had used as a basis of computing the tax rate. The total amount of the
bond issue would be a little more than the present assessed valuation - roughly,
$300,000.00. The bond issue would be $1,200,000.00 with an interest rate of 5%.
The bonds would be issued on about the 1st. of September. The assessed valuation
at the present time is approximately $900,000.00, but from -all reports it is going
up quite a bit this next year, so he estimated $1,800,000.00 assessed valuation, or
double, as a reasonable figure for that particular area.
The Engineer said he figured we would realize 1,000 acre feet the first year; 1,500
acre feet the second year, 2,000 acre feet the third year, and so on..
Taking the total amount of the bond issue, he made an amortization schedule with
principal payments and interest costs. On this basis, if we start out the first
year, and thisjwould be even while the system is under construction, with $1.50 tax
rate, and $1.50 tax rate the next year, then the rate would start to drop, and the
last year, 30 years, it would be around ten cents (10~).
The first interest payment is what has to be met. There will be no principal payment,
the first year, second year or third year. The first year's interest payment on the
bonds can be taken out of the proceeds of the bond issue, and from taxes accumulate
enough money to meet future interest payments and first payment of principal when
due.
The Engineer stated he had called one bond underwriter in Beverly Hills and explained
and outlined everything in general terms, and asked him if he thought there would be
a problem in selling the bonds. He felt they could all be sold at one time, subject
to looking the thing over in more detail.
The meeting with the property owners at 7:OO P.M., January 6, 1960, to be held in the
City Council Chambers was confirmed. After discussion, it was decided the Engineer
would draft a letter of invitation, run it on the ditto machine, and forward to the
District office for mailing.
SDCWA A storage charge of $4,740.69 from 11/1/58 to 10/31/59 was billed

Diego County Water Authority's Ordnance #66 to a yearly basis. Discussion followed
on water held in storage and the cost involved. As of November 30, 1959, we had a
blance of 468.1 acre feet.
Upon motion of Director Greek, seconded by Director Maerkle, and unanimously carried,
tt was moved that Director Carnohan, together with the Engineer, see Mr. Holmgren of
the San Diego County Water Authority to see if it would be possible to dispose of
the water in storage without affecting our future deliveries.

5. Atlas Chemical Co: Bid OR chlorine for year 1960. We are presently purchasing
our chlorine from Tops Chemical Co. Pipeline Superintendent said he could see no
reason for changing as he was perfectly satisfied with their service, and there is
no difference in price.
Upone motion of Director Carnohan, seconded by Director Maerkle, and unanimously
carried, it was moved that checks 93275-3284 ($1,818.22) be ratified, and checks
#3285-3294 ($641.25) be approved.
