DISTRICT HEID SEPTEMBER 6 , 1960 AT 2 !OO P .M. AT 2698 STATE STREET, CARLSBAD, CALIFORNJ
President Kelly called the meeting to order at 2:05 P.M. with Directors Kelly, Carnohz
Coe, Greek answering,roll call. Attorney Swirsky, Engineer Clayton, Superintendent
Tucker, and office secretary were also prsent.
Minutes of a regular meeting August 16, 1960 were approved through motion of Director
Greek and seconded by Director Coe.
Squires Letter from Mrs. Clarence Dawson was read by President Kelly, in which she
Dam Site stated she had received an appraisal figure from the firm of Allen and Alton
would be unable to consult with the board until sometime next week. She did not state
the appraisal figure.
I on the proposed Squires Pam Site, but due to being ill with a severe cold
President Kelly said he had talked with Mrs. Dawson two or three days ago and told he1
about the condemnation and that she seemed more or less upset about it. Mrs. Dawson
stated in her conversation her appraisers had come up with a figure of 62 acres.
(Director Maerkle arrived at 2: 15 P .M .)
President Kelly asked the attorney the status of the condemnation proceedings and he
replied he had ordered out the condemnation report and was going ahead and proceed to
file. He advised the board would be required to get a more accurate appraisal than wc
had at the moment for purposes of the suit, and this might also help from a negotiatil
standpoint. dThe attorney said he felt it would actually be better to have two appraj
als to give a more accurate report based on the actual property described ind the sui1
The original appraisal made by Mr. Seden was more in the form of a preliminary report
He asked if the board would like to authorize a further report from Mr. Seden based 01:
the actual map we now have.
After discussion, upon motion of Director Greek, seconded by.Director Carnohan and un:
mously carried, it was moved that Mr. Seden make a further report based on the actual

Other A letter from the Division of Highways enclosing Notice to Relocate No. 8731
Business covering rearrangement of the District's water facilities to avoid conflict
with proposed freeway construction on Road XI-SD-2-SD,A,Cbd between 3.2 milt
north of Miramar Road and 0.8 miles south of ,Agua Hedionda Creek, Unit No. 1, grading
and structures at San Elijo and Batiquitos Lagoons was brought to the attention of thl
board. As stated in the Notice, the expense of this relocation is a State obligation
this means all costs incurred, less proper credits for accrued depreciation and salva:
mater, will be reimbursed by the State.
The engineer stated they had already submitted an estimate of cost of relocation, am0
ing to $28,610.00. After the estimate has been approved by the State, a Utilities
agreement will be prepared and submitted to the Board for approval and execution.
The superintendent reported with reference to request from Librascope,Pivision of Ger
Precision, Inc., regarding,the possibility of getting service from our 21" water main
in San Marcos, he had talked to Denny Woods, Manager of the San Marcos County Water D:
trict and they had not had a formal request for water from these people.
After discussion, it was the discision of the board that the superintendent write ther
people advising them their request would have to be made direct to San Marcos County
Water District and then they in turn make the request direct.to us if they are agreeal

I mitted and apyment approved by the board in the amount of'$2,579.53.
Invoice from Maddock and Associates in the amount of $500.00 for topographic survey Wi
approved for payment by the board.
Upon motion of Pirector Carnohan, seconded by Director Maerkle, and unanimously carric
it was moved checks .#3696-3714 ($36,942.53) be ratified.
CORRESPONDENCE :
1. San Diego County Water Authority:
a. Certified copy of Resolution #627, levying taxes and copy of certificate re.
assessed valuations. Director Carnohan stated Carlsbad Municipal Water Distrj
now had 7 votes with the San Diego County Water District instead of 6 Votes as
before. He stated there was a total of 230 votes and 115 of these votes were
the City of San Piego.
The meeting 'was declared adjourned at 3:45 P ,M, I
