MINUTES OF A REGULAR MEETING OF BOARD OF DIRECTORS OF TFE CARLSBAD MUNICIPAL &TER DISTI
HELD JUNE 20, 1961 AT 2:OO P.M. at 2698 STATE STRET, CARISBAD, CALIFORNIA:
President Felly called the meeting to order at 2:02 P.M. with Directors Carnohan, Coe,
Greek and Maerkle answering roll call. Attorney Swirsky, Engineer Clayton, Manager Kubc
MrS M. Borsum, Carroll Kelly and office secretary were also present.
Engineer The engineer reported he was still waiting €or clearance on the Dawson Site tc
finish up the dam plans.
Improvement Right of Ways: The attorney said he would like to advise the board that K
District Kalicka had signed up. He is disposing of his property. The attorney sail

The manager advised the board Graham Kelly had questioned the legality of moving line I1
to the north boundary of Palomar Airport, part of which-would be in another District.

Director Maerkle asked the manager how long the District can delay on this line @'Et' and
he replied delivery of this pipe should have been taken a week ago but so far had been
lucky and the pipe had not been delivered as yet.
Improvement The manager reported in Improvement District #2, Line "A", he had received
District letter from Mr. Leo Carrillo's attorney and he is looking into the matter.

The board was advised the next regular meeting falls on July 4th. which is a national
holiday. The attorney advised the board the procedure on this was to hold the regular
meeting the day after the holiday, or to call a special meeting.
The President advised the board that the City of Carlsbad and Vista were going to sign ,
joint agreement on sewers. This would take in the whole Carlsbad Municipal Water Distr
and the question was what would the City charge the outlaying lands for inclusion. Wou
it be the $100.00 fee they are charging now on water. It could be any amount.
The attorney advised the District would have the power to -establish a sewer district it;
or they could consider the establishment of a sewer district for all the property in IF
ment District jlj2 and #3, which is not within the City limits.
After discussion it was moved by Director Coe, seconded by Director Carnohan, that the
attorney be authorized to write a letter to the City saying the District is interested
any plans for sewage.
Upon motion of Director Coe, seconded by Director Carnohan, it was movedchecks #4203-421
