The meeting was called to order at 2:OO P.M. by President Kelly with Directors
Coe, Greek, and Phillips answering roll call. Absent: Director Naerkle. Also
present were Acting Yanager Yubota, L:egal Counsel Grosse, Engineer Ford, and
Of'fice Secretary. ?&s. !krjorie Borswn, I@. Carroll Kelly and Nr. Vhland Felton were
present after the executive session,
Upon motion by Director Coe, seconded by Director Greek, and unanimously carried,it I
moved that the Soard adjourn tF.e meeting and go into an executive sessiol

Director Greek, seconded by Director Philligs, and u.nanimously carried, it was

The Engineer reported tbat fie is working on the special road easemmt for Xes. Dawso

but the Distri.ct was specifically asked not to attend. Ye. informed the Board that he
did call W. Yarren Barney at tbe Covnt)r office ard received some information on
the outcome of tke meeting. It appears that th.e City of Srrlsbad will allow Buena
Sanita.tion District to paTticipate in the sewerage treatment plant and ovtfall on
the basis of the o-bher participants, wit? Carlsbad to have service rights for the
Carlsbad Service Area and if there is any assignment of sewer capacity it will be
done only with tEe approval of Carlsbad.
The Yi-ager passed copies of a propsal for a special agreement wit'l t'-e Buena
Sanitation District and asked t?at tFe Board review it as one avenue of approach
to th.e problem.

had brought up th.e possibility of waiting for a year or two on -&e construction of
the Encinas li.ne and prehaps there migbt be a new administration in the City of
Czrlsbad who &gFt be more receptive to participation with the District. In t3e

study of the lands outsride We City. After .further d.isct-ssion, it was d.ecided that

The Ybnager infoxxed the Board Y.at all of the lockers have been removed from the
old office and are now being ir?stalled in a section of' the warehouse.
The letter accepting the build.ing as complete has been received from the Architect
and the qu.estion was brought up BS to whether the District should require a Waiver
of Liens from t'ne Contractor. The Yamger was instructed to check this matter out.
The YAanager informed Y-e Board that in tl.e SeFeral office &lea there is a need for
fixed vertical blir,ds as We glare is very severe for several F,ours in tk,e morning.
It was decided that the blinds should also be instal-led on the one srindowed section
of the 'i"anager r s office in order to Tive +e building a uniform look. The nanager was authorized to obtain E quotation and proceed with. t3e installation of these blin.5
