cussion, upon motion bp Director Greek, seconded by 3irector Phillips, 2-nd

After furtber discvssion on the matter, the 3oard agreed that the District should
proceed witk the completion of the easernents for I, I). 770. U-7 anC: plan to take
action at tbe next meetrn? c?n the avthorizztion to prepare the plans and. specifi-
cztions. In the meantixe, %he Engineer will review the engineerin? contrxt and
'nave it ready for tl-e lzext meetixg.

Josep?. Litzcomb of the firm of &miel, ?."an, Johnson and ?Tender$all, who are com-
piling basic data for 2 naster plan of ?.+e area comprising t'ne Carlsbad f3miciDal
Xater District. Fe explained that they will be working closely wit'r the District in
obtaining tine desired informxi2on.

There was one matter that W. .Snyder wmted brought up which was tkat in consideratio
of t,he privilege of occupancy on November 22, 1963, the Board of Directors would
waive the liquidated damages clzuse to be assessed agaimt t'ce Betraun Constru-ction
Sompny. In addition to the final pay relea.se which the EFTA must approve, t5ey
would like to have a resolrtton to t"is efFect. Legal Comsel was instmcted to
drax up a resolution for adoption lzter fn the meeting,
In connection wi-th the project itself, the Yanager pointed out there are three item of \Tor%. which vere d0r.e by the electrical contractor which were not taken
care of on change orders. In going over tbese item with tbe Gen.eral Contractor, it was the general consensus that t'nese items shovld be taken in the context of
miscellaneous work an3 my for tkern directly and not get involved wit'r. tke
Tederal funds. The work irvolved consisted of installing a special conduit for
tile telephone system in t?e 30zrd. roo?, at $20., two extra outlets at $Xl., md

In regard to t:?e policy for t?e pvblic assem3ly portion of t'ce buildicg, tLle
%n.ager informed the Board that tt?e District Pas a reqwst from the Boy Scov.ts
of Arerica. for District Cornittee meetinp on the evenings of ?+!arch 5 and
Varch 12. After discussion, the Ymager was authorized. to develop sone form of
application and basic rules for the use of t'ne br:ildirg, which will be reviewed
by tb.e Board.
Telenetering The Yanager inforned the Eomd that the District has now taken
S ys t em deI.iverg on 211 of the equipxent for the telemeteri-cg system and it
has been check.ed against our original proposal, with total billings ir tFe amou~t of %,718.40 on term of net 30 days, After discussion, upon
motion by Director Greek, seconded by Director Pl-.illips, and unanimously carried, it was moved tl2z.t the District make payment on tFe basis of these billings in
the amount of $6,?1.8.& to RIF Industries.
Vater Service and Operations :
In reportin?. on the general operztio-1, of %>e District, t>e %nager informed the
Board that t're Line 'TBff hnping Station is now in operation, and that at Squires
Dam, we have dropped down tke vater level but are now building it u.?.

covering tbe road work at Squires Dm, was submitted for approval. After
