The meeting was tal-led to order at 2:oO P.Y. by Vice President Yaerkle, with
Directors Coe, Greek and Rillips answerhg roll call, Cirector Kelly vas absent.
Also present were Acting Pfana.3er Kubota, Engineer Ford, Legal Counsel Grosse,
and Office Secretary.
Reports of Legal Counsel:
Legal Comsel reported that he is going over the legislztive acts which effect the
Xater Code 2nd are of interest to the District, He ca.lled the Board's attention to
one change which raises the salaq limit to !"50.00 per meeting. A complete review
will be made of the Election Code for a report to the Board on t3e coming election.
Insurance F;Y. Gerald ?GSlellzn. was present ir! regard to the District's request
Program for an insurance program for the Eeadqwr-ters buildings. He passed copies
he went over in detail. 8e explained that with the Builder's 3isk Insurance which
the District entered ir,to dming tl-e construction of the project, the protection
will rezain in force until a decision is made on a new progxn, After discussion
the Board thanked Yr, YcClellan for his presentation and informed him that a
decision will.be made in February after tYYe other proposals have been received.
Sewerage Engineer Ford subnfitted tbe easements on the Encinas Canyon route covering
Program the properties of F!r. Cewey Kelly, Nr. Robert Felly, and ?!re Carroll
been received on t3e Ague Fedionda bramh easements, so preparation of these
docuxents has been delayed.

Insurance Co. 2nd once occupancy is taken tkere is an additional premium of $9.50.

The Kanager passed copies of a draft of policies and procedures for governing the
use of the District meeting facilities. In dismssing the matter of fees to be
charged for the use of the building, "-.e Board tentatively agreed that certzir! ~rovps
should be exempted fron paying suck! fees. Tr.e groups to be exempted were defined
as any group directly associated wlth. the developme-ct of youth groti.ps, md it was
also agreed that each application would be reviewed or? its own merits.

Sewerage The manager informed the Bozrd that Mr. ?'!ax Len has responded to the District
Program reqr?est for ea.se-.ent documents and has submitted 8 list of conditions under
as follows: (1) Requests the right to change the ground elevation. The Eoard agreed
to this request as long as it is not detrimental to the Dipline itself and the line
wj-11 have maximvm cover. (2) Renuests a special document for the right of way as the
standard form does not restrict t"e use of the easement to sewer Lines. A tailored
document will be prepared. (3) :?i.ill grant only a 10 foot easement for pipeline znii

within two feet of the easenent boundzries to give best location of the line, and
therefore, Y?e sn,qgested easement would be adeqljate. (4) In the event the sewer has

Board agreed that it wou.ld EO% be practical to enter into such an arrangeEel-..t which
might becone quite involved in years to come, (6) Pr. Len has requested a plat of
the easement wit3 the rel.a,tionship to his property, and the Engineer has been asked
to prepare this doem-ent for him.. After fu.rther discu-ssion on t5e matter, the Tanager was instructed to work with t5.e Legzl Co??ulsel and prepare an easement document that
is acceptable to bzr. Len.

Discussion was 5.eld on the matter of proceeding with the sewerage program from this
point, and the Board agreed that the EngiEeer shodd go ahead with the acqnisiti0.r;.

In regard to the delinquent account for Zmoto I3rot1C.em, the Nanager reported that
the Legal Counsel expects to receive monies on t55s dvring the week.
The 1,4anager reported there has been a lot of activity or? water rates 2nd the general
business climate of our water custoners znd, in prticular, Yr. Paul Ecke was
concerned wit?. the impact of t>e water rate increase, along with the poor season,
and the rising labor costs and tieir effect upon the grower. The Yanager and Director
Phillips had talked with Kr. Scke on the matter and explained the District's position.
In regard to water rates, the bnager called attention to a -rate stu.dy which was
conducted by t!ce Fallbrook Pu-blic Vtility District which places this District in
11th place on t2e list of 19 water agencies involved in the study.
La Costa Valley "he P%nager informed the Board that tkLe final subdivision map for
Sv-bdivision tl-e La Costa' Valley Subdivision is about ready to be approved and
on tFe requ.ired improvement deposits,for subdivisions, the County does not include
the cost of the water lines, and it was his reconqendation that t5.e District enter
into a separate agreement, fortified by a performance bond, for the construction of
these water lines in t"e subdivision. After discussion, t%e matter was turned over
to the Legal Counsel to see what is legally best for the District and how it should
be handled.
Publicity aEd The Vanager reported on 2 Cornittee meeting tJFicki was 3.eld and
Fublic Relations passed an ou.tline for a ?u3licity program and pu.blic relations
Program program for t"e District. It was suggested that t3.e Open Iiou.se for the new building be combined with some type of observance of the 3istrict's

A notice has been received fron t3e Irrigation Districts Association in regzd to
election procedures in special d.istricts and this material WES turned over to the
Legal Counsel for review.

The $Tanager reviewed onsstionnaires subm-itted by t3e Bark of Pmerica on t3e st2tu.s of
the District's authorized and unissued bond programs. After discussi-or? on tke balance:
remaining in these bond issves, the Board agreed thet no decision as to future
issuame of tkiese bonds could be made at this time.
The Xanager reviewed a communication from the State Controller's office regarding a
program underway by that office for the adoption of miform accounting and reporting
procedures to be applicable to all local agencies.
