MEETIRG OF T€B BOARD OF DIREGTOW OF TFE GARTSBAD YUNJCIPAL MATER DISTRICT HELD OM APRIL 21, 1964, AT 2 ZOO P.M. , AT 57m EL CAMINO REAL, CARWBAD, CALIFORNIA : President Kelly called the meeting to order at 2:OO P.M., with Directors, Coe, Greek and Phillips answering roll call. Director Maerkle was present after 295 P.Y. Also present were Acting Wager Kubota, Le@ Counsel Grosse, Engineer Ford, Suprintendent Tucker, and Office Secretary. Upon motion by Director Greek, seconded by Director Cot?, and unanimously carried, it was moved that the minutes of the regular meeting of April 7, 1964, be approved as transcribed. Reports of hgal Counsel: State Street Legal Counsel reported that the sale of -the State Street property Property has now been completed and everything was recorded on Nonday, I April X), 1964, and the check for the proceeds of the sale is in the mail. Resolution Legal Counsel read in full Resolution No. 184, "A RESOLUTION OF TFE EO. 184 BOARD OF DIRECTORS OF CARLSBAD MJNICIPAL WATER DISTRICT OFDERING THAT NO ETXCTION SHALL BE HELD IBT DIVISIOhT YO. 3 OF THE CARLSBAD MENICIPAL WATER DISTRICT IN AGCORIIARCE aTH DIVISION 20, SECTION 71510 OF THE WATER SUPERVISORS OF SAY DIEGO COT@?TY TO AFPO1:NT FTBD W. PilAERTCLE AS DIRECTOR FROV Coe, seconded by Director Phillip, and unanimously carsied, the said resolution numbered "184" was adopted by the following vote: . CODE kh?> DIREXTIYG SECRETARY OF "E3 BOARD OF' DIRECTORS TO REQUEST THE BOARD OF . DIVTSTON NO. 3 OF SAID WATER DISTRICT." After discussion, upon motion by Director Am: Directors: Kelly, Cot, Greek, Phillips, Maerkle NOES: Direetors : Eone ABSEVT : Direetors : None I Reports of Ehgineer: Engineer Ford reported that he had looked over the Squires Dam Vault project and he felt the Staff should be complemented on doing a fhe job in putting in that vault. He pointed out that the next step in the automation program would be to get one of the reservoirs wired up with the old Autocon level indicator. It was agreed that Reservoir "E" is the most critical at this time and the Engineer was instructed to check into the telephone circuitry for this installation. The Manager explained that the recent Aqueduct shut-down pointed up a problero which exists in the present system wherein certain areas cannot be served by gravity flow and the routing of the line serving areas below Point RDff results fn a low pressure condition in these areas. In discussing the matter with Suprintendent Tucker; it was their recommendation that this condition could be alleviated with the installation of a valve upstream of the pressure reducing station at Point Vl. This would allow the water from Squires Dam to flow back to these areas without head loss. I After discussion, it was decided t3at the Manager, Superintendent, and the Engineer should get together and work up a program for this installation and put together some preliminary figures on the project for budget purposes. Sewerage The Manager reported that the District is continuing its negotiations Program with the Buena Sanitation District and Max Len and Col. 2obert Kelly and we have now advised them that it would be in our interests and theirs to have a joint easement for the sewer line, Word has been received from ?.lax Len that he feels it would be a good idea to have a common easement for the projects and the staff will continue to negotiate with him. Fulther discussion was held on the sewer program and it was decided that as soon as the new Co-meil is seateil and have become familiar wfth the City affairs that arrange- ments should be made to get together with them and get a settlement on the sewer matter. Water Service and Operations: The Manager infomed the Board that Superintendent Tucker came on the job as planned on April 8, 1%4. The Manager reported briefly on the shut-down of the Aqueduct and informed the Board that the District's operation during th9s period had worked out very well. Only one crisis arose and this involved the flower grower in I .Do No. 2, Carlsbad Idholesale Florist, who had inadequate pressure to water his plants and the District provided a rental pump for his me during the emergency period, at 8 cost of approximately $3.00 to the District, Delinquent It was reported by the Wager that the District, at this time, has only Accounts one delinquent water account for the current billing period and this I involves the estate of Mrs. Jessie Schuyler. Carlsbad Dragway The Mknager informed the Board that a call was received from the Nanager of the Vista Irrigation District, Mr. John Collins, and the owners of t3e Carlsbad,Dragway have now contacted that agency and plan to formally petition the VID for annexation of a portion of their lands to that district. Following this, they will negotiate with this District for a contract for a connection to our main line and the transportation of water to this develapnent. Mr. Collins was assured that this District would entertain any request from VID for this service. In the mean- time Legal Counsel Grosse informed the Board that he had told the owners of the Drag- way that it would be all right for them to take water out of the District to the project by tank truck. Squires Dam The Manager reviewed the discussions and the cost figures which the Caretakerla Board had had to date on the matter of constructing a residence at the Residence Squires Dam site. During the discussion which followed, two alternatives than a house, and the installation of portective fencing around the dam area. It was pointed out that with the possibility of development in that general area, it may become necessary for We District to have a caretaker at the site within the next ko years or SO. No decision was reached on the matter and it was decided to hold off and discrtss it further at budget time. Carlsbad The Manager informed the Board that a call Bed just been received from Dragway PQI. Lowell fiathbun, City Engineer, and be was requesting verbally that the City of Carlsbad be allowed to nake a water service connection at the Car1sba.d Dragway road. He was under the tmd.arstanding that the Carlsbad Dragway was to initiate proceedings to deannex from the Buena Colorado frh.u2icipalWater District and start proceedings for annexation to this District ma Rathbuzs will follow this request up with a. letter formally asking for this water service. After discussion, upon motion by Director Maerkle, seconded by Director Greek, and unanimously carried, it was moved that the District do nothing further on this matter until we hear from the Vista Irrigation District 8s to annexation and before we give the City of Carlsbad any direct answer. Local Agencies The Xanager passed copies of a draft of answers to the qv-estions posed Formation by the Local Agency Formation Gomission. Gonsiderable discnssion Commission was held on the problems which will be faced in corn-ection with the jurisdiction over the transmission lines involved, and taxation and bond obligations. It ww generally agreed that it is imperative that the City and the District attempt to define thsb respeotive responsibilities and arrive a% an agreement when the amexation of portions of the District by the City encroaches on the water lines of the District. Agricultural The Manager informed the Board that sixty-two requests were sent out Lands Survey in comection with the Agricultural Lands Survey Program and, although on the program. were discussed, ti?e possibility of' havi-ng a trailer at the site, rather I proposed annexation in the Ponto area such as the matter of metering, I the information is slow in coming in, we-',are getting favorable comments fleeting April 21, l%,4 -2- Correspondence and Announcements: Letter from Helix Irrigation District transmitting copy of their Resolution No. 1l.4.09 in connection with the Regional Water Plan For the Pacific Southwest. After a brief discussion, no action was taken on the matter. Headquarters The Manager informed the Beard that the last check for the Federal Fro ject Grant from the IBFA has been received and the Construction Fknd project will be forwarded to that agency. State Employees' Announcememt has been received that the training meeting for tho Retirement System State Employees f Retirement System has been scheduled for May E, aceount will now be closed out and the final certification on the I l%4, at 9:OO A. Y. at the Department of Education, San Diego county. Announcement was made regarding the Irrigation Districts Association Convention to be held April 29-30, and ?fay 1, l?&, at Fresno, California. Reatification Upon motion of Director Maerkle, seconded by Director Coe, and of Checks unanhov.sly carried, it was moved that the Board ratify Ghecks No. 279 thru No. 316, in the amount of %13, $73 .I.,$. Payment sf Invoices: Upon motion of Director Coe, seconded by Director Phillips, and unanim0u.sly carried, the Board approved payment to Boyle Engineering in the amount of $665.77, covering the final billing for I.D. No, E-7 easements in Agua Hedionda Basin. Upon motion of Director Maerkle, seconded by Direotor Cse, and unanimously carried, it was moved that payment be approved to Dan Wiegand in the amount of $138 .To for the grading of Squires Dam road. Vpon motion by Director fi-illips, seconded by Director Coe, and unanimously carried, the Board approved payment to Title Insurance and Trust Company for the title policies on the easements for the San -R4ascos Pipeline in the amount of $160.00 for the four policies .
