President Kelly called the meeting to order at 2:03 P.M. with Directors Maerkle, Coe, Greek and Phillips answerin? roll call. Also present were Legal Counsel Grosse, Engineer Ford, General Manager Wood, Svprintendent Tucker, Jack Kubota and Office SecreSary . Mr. Willis H. $?iller and Mr. Clay Honk were present repre- senting the Planning Department, CouEty of San Diego.
The Secretary introduced an executed copy of a notice of special meeting, with an affidavit of mailing executed by Wilda Simpson that a true copy of said notice had
been mailed to all members of the Board and all persons requesting notice, in accord-
ance with Government Code Section 54.356 of the State of California, on Nay l.4, l%4.
The executed copy of the notice aEd the affidavit of mailing are attached to the
minutes .
President Kelly then introduced Mr. Willis H. Niller, of the County Planning Depart-
ment and his Assistant *. Clay Mor&. He announced that the purpose of the meeting
today is to met with Mr. Miller, Director of Planning for the County of San Disgo,
to discuss his Department's study of the area.
Mr. Miller explained the planning sttdy which his Department now has underway for
the general areas of the Water District, not inclvded within tho boundaries of the
City of Carlsbad, and asked the Board's cooperation in developing a tentative
zoning plan for this area. He pointed out that the County wishes to have the
assistance of a responsible, representative group who are familiar with the area
to work wit% t3e County Planning Department and to sponsor an informal community
meeting at which this tentative plan will be presented and explained.
After hearing Nr. Hllerts proposal, the Board aveed to serve in this capacity and offered the use of the Districtfa Board Room for the purpose of holding meetings with the property owners to discuss the zoning study.
Jack Kubota suggested enat the County might wish to have the hucadia County Water District participate in these discussions as they are the only other public agency
of that character in this general area and provide sewer service for the southern part of the District.
After further discussion, upon motion by Director Coe, seconded by Director Greek,
and unanimously carried, it was moved that the District appoint a committee to
cooperate with the County Planning Department in their study of the zoning of this
particular area. President Kelly stated that he and Director Coe will serve as a
Committee to work with Mr. Miller and his Department on this study.
There being no further business to come before the Board at this time, the meeting was declared adjourned at 3:16 P.M.
