The meeting was called to order at 2:00 3.M. by President Kelly with Directors Coe , Greek and Phillips answering roll call. Also preseznt were General lfkmager Vood, Engineer Ford, Lecal Counsel Grosse and Office Secretary. Approval of Upon Rotion of Director Coe, seconded by Xrector Phillips, and IAnt~tes u.nanin;ously carried, the minutes of the regular meeting of September 15, l%,& were approved as mailed 0v.t by the Secretary. I Director Naerkle arrived at this time 2:03 P. 14. Engineer's Report: Pipeline Relocation The Engineer reported that planning is proceeding on the Foinsettia Lane pipeline reloca.tion for the Freeway at Poinsettia Lane and they shocld have 2 drawiz?g out on this project this week. Sewerage Engineer Ford informed the Board that work is proceeding on the design Program of the sewer collection system for the Agua Xedionda drainage basin and be completed by the end of the month. Re wxplained that he has kept in touch with Mr. Vape Lill, the City Zngineer, in order to keep him informed so when the City is approached by the District to accept our sewerage, they will be fanjiliar with the concept of design. Legal Counsel's Report: it is anticipated that the plans an2 specifications for the project will I Sewerage Legal Counsel Grosse reyrted tht he had tdked with Attorney Paul Program Swirsky reprding the possibility of de-annexing the Canyon de las Encinas properties from Improvemer,t District Yo. 0-7 and it was his su.ggestion that the District engage the fim of O'Yelveny and bvers, Bond Con- sultants, to render a-r-. opinion on the matter. Legal Counsel informed the 3oard that the District could either request such an opinion on splitting the U-7 District or could proceed with the formation of a new district encompassing only the Agua Hedionda bastn. The Manager ,reported that he h.ad contacted some of the property owners regarding the possibility of inchding their properties in the sewer district bu.t there are several questions on the servicing of the Sonds which nee6 to be answered, swh as t)le anticipated tax rate, inclvsion fees, etc. In discussing the finmcial aspect2 of the project, it was svrrgested thFt the actual sale of the bonds codd be with- held rmtil there was evidence of constraction underway to provide a reasonable bond debt ratio, at which tize the bonds could be sold and the facilities construc'ce? After fmt?-e.r discussion, it was the Boar4.1~ decision that proceedings should be initiated for the formation of a new district; and the new boundaries were tenta- tively dram on the map to include those pmperties in the Agua HedionZa basin section of I.D. The Manager will arrange for their vse of the District's facilities for this purpose. &u.ar t er ly 'Be i?ana.:zer announced the Quarterly Yeetlng of the ??ater Agencies Yater Agencies Association of San Diego Comty will be held on "mrsday, October Meeting 15 , at 7:OO P. ?\". at the Ixperial Room of th.e Torrey Pines Inn Seservations are requested by October 12, l%4. Vater Service Legal Counsel Grosse inforned the Board that he had talked with Carlsbad Fk. Sandy Belond, the developer of t'?e Carlsbad Dragway, and they I with the Santa Fe Irrigation District serving as host agency. -af=waY have been turned down by the Local lgencies Formation Commission on their request for arnexation to the Vista Irrigation District and mnst now look to the City of Carlsbad for wat.er service. They are now looking toward annexing to the Carlsbad Hunicipal ?dater District ar,d Legal Counsel pointed out that the Board sho7:I.d be considerlng what the terms of amexation might be, After d.iscussion, it was agreed that the Bhager should compile some figures based on a back tax formula for consideration at the next regdar meeting of the Board, The Kmager reported an advance annomcement has been received on tb.e annual Irrigation Districts Association Sonvention to be held December 9, 10, and 11, in Los Angeles at the Eiltmore Hotel. AYFJA Convention The Manager recuested permission for attendance at the American San Diego Vater Yorks Convention scheduled for October 28, 29, and 30 at the El Cortea Hotel, San Diego, with his attendance for the full three days period and Wr. Tucker's for the 29th and 30th only. After discussion, upon motion by Director Coe, seconded by Director Sreek, and unanimously carried, it was moved that these two employees be authorized to attend the American Vater Works Association Convention. Phil Sxirq The Nanager read a request from Yk. Fred A, Eeilbron, Chairman, Board Eemorial of Qirectors, San niego County Ya.ter Authority requesting member agencie Fund and their d-irectors to mke a contribtltion to help finance a proposed nemorial fountain at tFe Civic Concourse in honor of Phil D. Swing for his contribution toward providing a. water supply from the Colorado River for Southern Gal-ifornia. After disczssion, upon notion by Director ?hillips, seconded by Director Coe, and unanimovsly carried, it was noved t'hat tke District send a contribl.Jtion in tbe mount of $100 .OO to the Phil Swing memorial fund. It was decid.ed that no action should be taken on this nratter until the Yanager checks with other Water Agencies to see how they are l-aEdling this request. Sqvires Dam In regard to the installation of a trailer at Squires Dam, the Trailer Yanager re-,orted that he and Superintendent Tucker have checked Installation with several trailer sales agencies ir! this area and have found the best buy in our price range at the Oceanside Trailer Sales lot priced at :$7,600.00. It was Fis suggestion t4hat the Board appoint a cormittee to cbeck ir;to this aatter and cone back with a reccmmendation on this project. Director ?hillips was appointed from the Soard to serve in t'nis czpacity with the Manager and Superintendent. The Fanager reported tkat tbe District has been contacted by local representatives regarding the installation of a radio antenna for the 3" Station for the Oceanside- Carlsbad area, After a field inspection of t'ce Squires Dan site, they were quite interested and will probably be getting in touch with the District to discuss the matter further.
